I'm Cheryl Golden, Director of the Division of Social Services. A little over a year ago, I came and I spoke at one of your meetings about to provide you information with the skimming of SNAP benefits that was occurring um and how it was impacting some of the residents that we serve at the Division of Social Services. Um so to to tell a little bit about skimming, when these benefits are skimmed, it's the the SNAP benefits that are on the card. Um that means that all of the funds that are on that card for that recipient um are stolen. So, they're taken from the card and they don't get anything back until the following month's allotment. Um and the funds for purchasing food cannot be replaced. So, the main cause of skimming is through criminals attaching a device to a point of sale machine at a retailer um that captures the card information and the PIN number that is entered by the consumer. Um it happens to cards that are swiped with the magnetic strip um which has been the only way that benefit cards have been produced so far um by uh the New Jersey Public Assistance Programs. New Jersey has been working toward upgrading that EBT card to have chip functionality um which will significantly reduce the potential for skimming. So, well, the time has finally come. They've been talking about it for a few years, had to go through a big approval process, a lot of you know, a lot of different uh things had to happen. So, New Jersey has been approved to use not only the chip functionality, but all of the new cards will also be able to be tapped. They'll be able to tap to purchase um food. Um this is great news for these families that we serve because their benefits will be protected, but it also comes with a little bit of a change. So, I wanted to talk to you tonight about that change um because we all know that some people have problems with change, but we're we're going to work through it with them. Um so, previously all 21 counties social service agencies, we print the cards. We have the machines, we have the cards, we print them once cases are approved and we provide them then to the people that we serve. New Jersey provided each county with these machines. So, we did all those things on our own. The chip card and the tap card printing equipment and the you know the actual cards themselves are extremely expensive. And it is cost prohibitive for the state to provide us now with those machines and with those cards. So, all cards will be printed by the state and they will be mailed to eligible eligible recipients by the state of New Jersey. They're going to centralize the entire process. It's moving forward now and the launch date is set for early July for the three pilot counties. Cumberland County happens to be one of those pilot counties. The process should roll out statewide by the end of the summer. It's going to take some time for us to you know educate the people that we serve that we will no longer be sending them these cards. There's going to be a change in the way that they receive them and in some cases it might seem like the replacement cards are not coming as quickly or they are not as accessible as they were when we were doing it ourselves in Vineland. So, we can't print them, we cannot mail them. We will still provide our consumers with the information. We will assist them with reporting the lost or stolen cards and we will help them order their new cards, but we won't be distributing them. According to the Division of Family Development, which is our oversight entity at the state, the time frame for the receipt of the cards that they are going to send is about a week after the case approval or after a card is reported as lost or stolen. Um information on the change is going to be mailed to all eligible households on or around June 15th. I will share all of the information materials with all of you with the county webmaster so we can get all these things online so we can get as much information out as possible. Um county administration, yourselves commissioners, other age county agencies and nonprofits, they may be contacted by residents about the change um but you know, I'll be available. The staff at social services are very happy to assist anybody that needs help in understanding the change or if they have questions on how that how they will be impacted. Um it is possible that the transition could be difficult for some people but the benefit of securing those funds on those dollars is well it it it outweighs any kind of inconvenience that they might have if they might have to wait an extra day or two cuz we get them out pretty quickly. That's to me that that may be um you know, the downside of this instead of getting it within two or three days, they may wait a week. Um so you may hear things like that. Um but again, we don't have control over that. We will assist however we can. Um but as I said, the benefit of those dollars being secured, I think is worth the couple more days wait. Commissioner Alstino, the the number of needs needed visits um it's going to be much more streamlined. >> If you remember, we had a discussion last year and we paid a lot of money for that revisit. Actually, we paid for reprogram. So, they're going to reprogram for 2026. Is there any way you can have some kind of assurance that they're not going to come back and say after when they when they look at it again that they're they're they're going to charge us more? >> Programming would take place at least twice a year, sometimes three times a year um just because they have to. >> Well, I know you got primaries and you need to have them done correctly. >> And so, that should be that should be more than adequate visits. If you got this, we're going to have to have more of a deep discussion. And that's a that's a board of elections discussion they're going to have to write. As as so that they're on their own appointment. >> Well, they can report something back for the next meeting. I mean, it's it's entirely up to me.
