meeting February 24th, 2025.

>> Good evening, everyone. Uh, a few quick
items. Uh we're going to start public
works drop off this Saturday, March 1st
from 8:00 a.m. to noon uh at our public
works yard, 4:30 Union Road. Please take
advantage of this service. Um we're
having an uptick again in illegal
dumping. Again, broken record. So easy
to do it the right way. Uh lot more
effort to do it the wrong way. Um please
take advantage of our
uh once once every Saturday and this
will cascade into Earth month in April.
So, um, a lot of opportunities in the
next six or seven weeks to utilize our
public works yard for, um, any any any
large scale items that you want to drop
off. So, again, 4:30 Union Road, March
1st, 8:00 a.m. to 12:00 noon.
Uh, quick reminder again, our upcoming
blood drive, April 2nd, will be held
here at the municipal complex from 2 to
7:00. You can sign up online under
American Red Cross and use the sponsor
code bun Vista.
Breakfast with the Easter Bunny. April
12th at the MLK Center beginning at
10:00 a.m. Breakfast, games, picture
with the Easter Bunny. Uh huge egg hunt,
over 2,000 eggs stuffed, ready to go.
So, please make uh make every effort to
come out if you can. Again, it's April
12th. This is a rain or shine event, and
it will be at the MLK Center at 10:00
a.m. on April 12th.
As I had mentioned prior, I will
reiterate, April is Earth Month in
Buunav Vista Township. So, uh, first
Saturday of April
all the way through, uh, I think there's
five in a row, correct?

through the first Saturday in May,
you'll have five
five Saturdays in a row to take
advantage of our public works yard.
Again, 4:30 Union Road, uh, 8 to noon
every Saturday in April.
Saturday, May 7th, will be our community
yard sale at Michael Debbie Park. Again,
Earth month very strategically involved.
Purge through uh anything worth throwing
away during the month of April and
whatever is worth hanging on to for $10.
Uh May 17th, Michael Debbie Park, you
can turn uh what's left of those
treasures into into riches at our
community yard sale.
Uh and lastly, quick plug, our hometown
newsletter is out. Uh very nice, very
nice, clean design this goround. gives a
snapshot basically everything going on
from present day through August with
National Night Out. So, lot coming up
getting into our our busy uh next
several months. So, please come join us
as uh early as often as you'd like. But
uh we look forward to seeing everybody
as the weather warms up in Vina Vista
Township.

Um, of that the schoolboard tax is
$973,587
and the Atlantic County tax is
$878,550.81.
Consent agenda includes items of

do not require individual discussion. A
motion approving the consent agenda is
moved and seconded and voted upon as one
item by the township committee. If any
discussion is requested on a consent
agenda item, it is removed from the
consent agenda to the regular agenda.
54-25 is authorizing the release of a
maintenance guarantee for Teligent
Pharma, Inc. 55-25 is authorizing the
mayor to execute a shared service
agreement with ACIA for the countywide
leadbased paint inspections for rented
dwelling unit program. We need a motion

>> Item 12. Do you have anything for us
tonight, Lisa? Um, just want to remind
everybody this Saturday uh kicks off
March 1st, which is our first rabies
clinic. Our first rabies rabies clinic
is at Richland Volunteer Fire Company on
Main Avenue. We start at 10:00 a.m. till
100 p.m. Uh, you can bring any of your
dogs or cats. You don't have to live
here. So, I know that this is um played
through multiple towns. Um, so it's not
only open for Buunav Vista or Atlantic
County residents, it's also open for
anybody in Vinland or Milville, anybody
in the area who is in need of rabies
shots for your animals. Um, if you are a
Buunav Vista resident, you also can uh
register your cat or dog um at the same
time at the rabies clinic. So, we can
handle that for you as well. So, come on
out. Uh, this again is just our first
rabies clinic of two that we have. The
next one is going to be at Collins Lakes
um in two weeks um two Saturdays from
now. Um and again, that will also be
from 10 to 100 p.m.
So, other than that, that's all I have.

>> It is busy and we have fun. We have a
great vet that comes. We actually play
with the animals. Uh we get them in and
out as fast as possible, especially on a
rainy day.

>> been in torrential downpours?
>> Yes. We've we've done through all. Snow,
rain, wind. Um definitely have done it
all. So,

>> Item 13. We're going to jump over to
committee reports. Mr. Williams.
>> Yes. Um I had uh two things. I I
attended the uh League of Municipalities
um meeting on uh Friday and there we had
Mike Sarah uh who spoke from the uh
municipalities
um and he was uh discussing uh
preliminary uh things on the uh budget.
He said we're looking at a a a deficit
this year on from on the budget, but uh
we'll see.
>> And also uh I attended the uh Albox uh
demonstration for the uh environmental
commission at the Dart Martin Luther
King Center
>> and um Mike uh was the uh instructor for
putting the boxes together. We assembled
uh 10 uh owl boxes, but he said uh there
was uh different types of owls that they
had. The barn alowl, the northern saw
wet owl, and then um the snowy owl, and
then there was uh two more. The let me
see bard owl and
the
eastern screech.
But he said uh
he said that the uh the squirrels tend
to tend to get in the uh out boxes and
try to bully the uh [laughter]
bully the owls out of there.
>> So I thought that was interesting. And
um
yeah, so we we put those together and
then uh Mike did a really good job. And
uh also that we got coming up is the uh
veterans uh indoor barbecue on March
8th. That's that's Saturday at 1:00 p.m.
And that'll also be at the King Center.
And that's all I have.

That's an indoor barbecue for the
veterans.

>> Yeah, thank you, Mayor. Uh just a couple
updates with public works. The guys
obviously had been uh snow plowing, had
been trimming, had been doing all kinds
of warm, cold, and everything in between
weather. So this week kind of doing back
to basics. Uh we're doing park
maintenance, bus shelters maintenance,
uh street sign repair, fleet
maintenance, grading dirt roads,
building repairs. We have a salt
delivery. Our salt was low, so we ended
up getting it and that's coming in this
week as well to put in the salt shed. um
shoulder repairs with DGA, roadside
trash, and cleaning out the storm drain
basin. So, they're busy kind of getting
things back up to to par um in areas
that needed. And uh did have a couple
residents reach out to me and say the
Owl Box building session was great and
they really appreciated that. So, that's
all I have. Mayor, thank you.

>> Mr. Bernard. Well, I was going to uh
also say about the veterans indoor
barbecue at Martin Luther King Center.
It's uh
really good to recognize veterans for
for any event, you know, and uh to feed
them is nice and the fact that it's
indoors will will take the weather out
of the equation, you know, and I hope
it's well attended.
And uh and and on a side note, we've
been I I live in Cranberry Run and we've
had having a it's a non-solicitation
community and evidently recently we've
had a a bunch of people sol soliciting
there. I just want to tell you that you
don't have to if you if you don't feel
safe opening the door, don't open the
door, you know, because they're not
supposed to be solicitating
>> in in the township and in our in our
development. So, they shouldn't be
soliciting at all in Buunav Vista
without a permit. Um, so if you do have
somebody who happens to be soliciting
your door, please contact the clerk's
office. One, we can verify if any
permits have been issued. Um but also
you can contact the police um as they
are on the road and they will make sure
that they remove themselves from the

>> we had a few issues last year with
renewable by Anderson just going door to
door

>> and then they're going the houses
looking at the windows to try to see
what doors to knock on. [laughter]
>> Yeah.
>> Kurt, how have things been in the park
with the last few heavy rainfalls? Are
there any areas that are are are
>> the rainfalls haven't been heavy enough
to really I mean there's been puddles.
There's always there's always but it
hasn't been a disaster.
>> Okay.
>> You know, and it and it it's drained
relatively quick.
>> Okay.
>> You know, I don't know how it will be if
we have a monsoon, but we've handled
these so far.
>> We we had a decent one last week and I
was that came to mind immediately and I
just I wanted to see if there's been any
anything of significance. No, just just
the normal the normal
>> the normal stuff, you know. But I'll
tell you what though, that the the
potholes are terrible in the
>> it's on the hit list.
>> Yeah. Okay.
>> My uh my concern is the second we start
the second we start filling them that
we're provoking the gods for more snow.
But
>> yeah, [laughter]
>> it's exactly what it is.

>> Well, I really don't have much to add to
any of it. However, I have noticed as
driving around that a lot of our
residents are not taking in their trash
cans again uh the evening of uh their
trash days and uh with snow removal. If
we do have any more storms, that can be
a problem because we've had a lot of
high winds and a lot of these trash cans
have been out in the roads which does
cause dangerous situations. So, I would
advise the residents of Unavista
Township to please make an effort to get
their trash cans in at night uh on the
day that their uh trash is taken
and uh to make an effort uh to do that
as soon as possible and that's about it
really.
>> I've noticed I mean you see some people
three or four days the trash cans are
still at the curb and
>> Exactly.
>> It's bad blow out in the roadway.
That causes a lot of problems.
>> Fortunately, in in my house, we we fill
a bag of garbage usually every two or
three hours. So, there's always
[laughter] the urgency to bring the can
back close to the house.
>> I play pong with them. I hit him with
the bumper. [laughter]

>> The committee welcomes participation of
interested organizations and individuals

special meetings. However, in order to
conduct the business of the township in

We are open.
>> Had a laugh and pardon me just for a
minute with Lisa when she was talking of
the vaccination and whatever
meetings a while back. We've been
talking a lot about poultry and chickens
and with all the problems they with bird
food. Maybe we'll be vaccinating
chickens someday. No, but really what I
I I got to compliment Lisa. We talked a
while back about this 911 problem. I
know you had a meeting and whatever and
a lot of things I heard good reports
from a lot of the firefighters.
My main concern today is still with the
initial 911 call.
Uh I know that was addressed. This thing
is an embarrassment.
Um I I put a a thing on the mil thing a
while back about informing people how
this calls do not go from the cell phone
direct to and direct to the 911.
A 911 dispatcher from locality said that
they had these calls from cell phones as
far away as South Carolina.
And I think somehow we've got to get to
our residents.
You know, when you make a 911 call, you
might only have 1% of your population
one time in 10 years. with that 911 call
getting screwed up. A while back, a call
that we were involved with took 20
minutes for the fire company
to fire. And when things screw up like
that
and people not knowing, they may be
talking to somebody out of state
thinking you're talking to your
dispatcher.
It's could cost a life someday.
And I I when I was here last month, I
told you about a problem that we had
about 40 years ago when I was chairman
of the joint dispatching unit
township. A call that came in where the
dispatcher didn't
do anything.
And even the cops, the police are
thinking they knew the name and the and
the road. It happened to be Capoji on
Tuck Road and sent even a police car and
notified Franklin Township at a time
there was a resident right here a mother
and daughter that died in a fire
that 20 minutes or so or 40 minutes even
the call never came out. wound up their
neighbors starting to smell smoke.
But when when you're making a 911 call,
if we somehow have to get through to our
residents that they there might be key
things they have to say even to say
Atlantic County or you can't just say uh
Cranberry Run. I think that dispatcher
in Delaware knows where you're at. They
don't. And the thing that confuses it
even a little more with us here that we
are in Atlantic County and dispatching
out of Boston. That throws another
little thing in. But somehow I would
love to see an effort made to
educate
people or taxpayers or whatever when
they do if they do make a 911 call on a
cell phone, what are the key words they
should put in? Is it New Jersey? Is it
Atlantic County? Is it whatever? But uh
the problem we had 40 years ago with
mother and daughter dying in a house,
we thought we were going to have one
massive lawsuit, but there was no family
beyond that. And I don't think we should
have to wait for someone to maybe lose a
life with something like this and have a
lawsuit. Let's let's do what we can to
at least make people somewhere
uh know that they have knowledge that
they're not talking to at times to our
dispatcher
and I do compliment Lisa I have terrific
fire companies and and whatever but if
they don't get that call
it's zero

>> I think we're
>> up to date on this issue.
>> We'll do due back in court tomorrow,
>> right? I mean, I've been here for two
months. before if you've done anything
toward like like the resolution that we
had back what whatever happened with
that like I never heard anything other
than that one night about that.
>> So we
>> authentic like it just disappeared like
I don't I don't understand how it works.
I'm asking
>> I mean really tomorrow is the court
date. I didn't really want to get too
far into the weeds as far as you know
what what what we have lined up for
tomorrow and just kind of let that run
its course. Is there any thing that
we're at liberty Matt Lisa to to really
get into or or is
>> I mean on the resolution end no because
it's still pending litigation so there's
really nothing that we can discuss
publicly it's still factf finding and
information and tomorrow will be key to
that um you know tomorrow's date has
been postponed for multiple reasons from
before other violations were issued
other um you know summones were issued
from third parties in the end of the
Today, the judge made it very apparent
last year that they want to do all of
those summones in one hearing. And the
more you compile additional summones,
the further it's going to continue to
delay this one hearing. Um, so with that
being said, tomorrow is the hearing.
We'll see how that goes. Tomorrow, he
has a slew of summones to answer to, not
only from the township, from the
Department of Health, from third party
private, um, as well as from state
police. So, you know, tomorrow we have
to see how tomorrow goes
>> and that that'll dictate where we go
from there.
>> That's correct.
>> That [clears throat] sounds good. But
remember, we're going to deal with the
judge that gave him 48 hours to get off
the property, which he never did, and
said this is a public health concern in
November. [snorts]
>> So, the judge never signed the order for
that because he was he obtained an
attorney.
>> I know there's always a reason. I'm just
>> Yeah.
>> Um update on the latest on his camper
and this is a health concern. to
insulate around the whole camper that he
lives in in the woods where it's not
allowed on the wetlands. He piled manure
around the whole bottom of it. So, it's
all sealed.
And now he's running a lot in the woods
to another gentleman. And I believe
there's two gentlemen. One of them works
and he's not there a lot, but he's there
every day sometime whether the day or
night and the new guy just did three
days in a row non-stop working. He's in
a prowler camper that's probably dated
in the late 80s to 90s. He cut a hole in
the roof. He took a little tiny pot
belly wood stove and put it inside of
the camper.
Um, this is totally just out of control.
I mean, out of control. And this is
we're going on a year, another month and
a half. It'll be a year and a half. He
has a gas chainsaw now. So, I can just
from what I've told you, you can imagine
the damage.
Um,
I just feel like there's some strings
that need to be pulled and somebody's
got to get contact with somebody.
>> I mean, he's he's he's actively
>> knows how to play the game, though, with
all the
>> Yeah, we we advised that earlier on when
we first confronted this. There's
>> he's he's slick in a way. I don't know
if you heard the latest, but he's got
videos on TikTok of him being arrested
and being a wobble.
>> He had pulled out of his driver's side
window.
>> Well, I've seen that. I wouldn't want me
to bring me to this town looking at a
guy like that. Uh, but see the
disrespect that he has for law
enforcement and everybody
>> and I'm his neighbor. Nobody understands
that the disrespect and the deal that
I'm dealing with there. It's everything
I can do
>> to to me. Have you reported this new um
trailer there with the uh new people
living in there?
>> Excuse me.
>> Have you reported the new the trailer?
Oh, you have? I had spoke spoke to your
sister probably last week on Saturday or
Sunday. She brought me up to speed with
what's going on. We called Lisa actually
did a
>> drive by Saturday. I went out that day
on a Saturday and code enforcement was
out there Friday.
>> Brought in a trailer. It's a camp. It's
a shed, but it's built on a trailer. Um
I believe there's going to be a wood
stove in that too, but there's one
sitting right outside of it. The lumber,
the building materials is through the
roof. The good news is chickens and duck
flock is almost diminished. There's
maybe a dozen, two dozen of each, I
guess, because they're all over the
woods everywhere dead. He's down to four
sheep, which he had six. Um, I don't see
no dose. And
the one dog was probably not going to
make it. The dog was really healthy when
he got it, but it's the dog.
>> And these are dogs that still run around
my yard with no license, no racks.
I'm not coming back here anymore. I've
been wasting my time. I just want to get
the last bit out. Do what you can do.
>> I mean, even when I'm trying to be
really calm here, but
>> No, you are.
>> I'm lost.
>> Even when he's locked he's locked up. I
mean, he's home in hours.
We thought
>> up again cuz money hurts him. Money
hurts. I don't know what happened during
the last couple days, but you know, I
haven't seen him. He came out, you know,
he's in the mood. He's he's getting very
angry looking like all the time. He's
not happy anymore. He's not doing his
little farming and you know living his
little life.
>> Ripped ripped out of his car by He's
getting ripped out of his car by state
troopers.
>> But you know something like that he puts
that on. I'm glad because you got to see
like this is the guy I'm dealing with
and I'm not no authority. I'm just some
guy living right next to him in the
woods right there. You know
it never matter.
But any more anything

update on how things went tomorrow in
court.
>> I know Frank stopped out there the other
morning. I called him right away if he
wanted to come in the house but he
didn't get back to but I did see him but
he he's scared. We only go to the
festival.
If you come in the house and look out
the kitchen window, the bathroom window
or my mother's bedroom
look at you people right here from
radio. That's that's

fruit. I mean he's got like two dozen
charges
