meeting, March 24th, 2025.
We'll start with a roll call.

On January 7th, 2025, notice of this
meeting was mailed to the Daily Journal
and the press and duly posted in the
main lobby of the municipal complex. All
requirements of the Open Public Meetings
Act have been met in compliance with the
Sunshine Law. I'd

>> Announcements, present, presentations,
and discussions. There are none. Mayor's
report.
>> Good evening, everyone. Uh, a few quick
items I'd like to share. Uh first, the
Buuna Buuna Regional School District has
preschool registration for the 2025 2026
school year for ages uh 3 to 4 and
kindergarten enrollments for all
children who turn five prior to
September 30th, 2025.
Registration uh is online at
www.bunischools.org.
Uh quick plug for our upcoming blood
drive, April 2nd, it will be here at the
municipal complex from 2 to 7:00. again,
April 2nd. You can sign up online under
the American Red Cross and use the
sponsor code bunav Vista.
Uh breakfast with the Easter Bunny will
be April 12th at the MLK Center
beginning at 10:00 a.m. Breakfast games,
pictures with the Easter Bunny, and uh
giant egg hunt over 2,000 eggs. And
again, this is a rain or shine event
just because every Easter event is
completely unpredictable
weatherwise. So, April 12th, 10 a.m. at
the community center.
Uh, quick plug for Earth Month in
Buunava Vista Township coming up in
April. Our public works department drop
off center will be open each day uh each
Saturday for the entire month of April
from 8:00 a.m. to noon. Uh, again, we we
touch on this repeatedly. So, the way
this event is set up basically every
Saturday, April into May, uh you're able
to purge at our public works facility
and then that takes you directly into
our community yard sale. So, what uh
what you're able to mine that's still
worthwhile. Uh you can turn that
treasure into cash at our yard sale,
which is May 7th. Uh and that's going to
take us into our community yard sale
Saturday, May 7th at Michael Debbie
Park. Registration is required. $10 per
spot to register and uh you can register
at our special events office here at
town hall. And lastly, the mentoring
mother's breakfast is Saturday, May 5th
at the MLK community center, 10:00 a.m.
Uh please call the center at 8566972100,
which is town hall. Extension 28 will
direct you to the community center. And
again, the mentoring mother's breakfast,
Saturday, May 5th at the community
center at 10:00 a.m.
And that is all I have for my report
tonight. Lot of upcoming events. This is
the time of year where we come out of it
uh hibernation and we seem to have
something uh usually every other week.

take them separately. Ordinance 153-2025
is amending chapter 115 development
regulations pursuant to recommendations
of the 2022 master plan re-examination
report pertaining to lot coverage. Um
just as a um update to the township
committee. This was originally
introduced at the beginning of the month
or in February. It was referred deferred
to the planning board this past
Thursday. Today, the planning board
unanimously voted for a recommendation
for the governing body to adopt this
evening.

resolution this evening. There is no
consent agenda. So the resolution is
69-25
which authorizes the payment of bills in
the amount of 1 million $185
or $185,5260.
Of that the school board tax is
$973,587.

>> Item 12. Do you have anything for us
tonight, Lisa?
>> Um, we had two very successful rabies
clinics um for the month of March. We
vaccinated over 210 animals um not only
from Buunav Vista, we had Vinand,
Hamilton, Folsam, Hamilton, um uh
Estelle, uh Corbin, Weimoth. So, uh we
definitely bring in uh a lot of
individuals from surrounding
communities, also the Buuna. Um so, we
definitely had a great time. It was
three hours crunched in for each one, so
it was a pretty quick, fast moving pace.
uh rabies clinic, but uh it was very
successful to us as well as licensing
anybody who came in. So, thank you to
the staff um who come out to be able to
assist with that um and township
committee members that stop out that day
as well. So, very much appreciated. You
mentioned all the updated events that
are coming out. Um so, yeah, we are in
full swing for event mode.
>> Do we ever get uh any other than cats
and dogs that we have to turn away?
>> No.
No. So, no other crazy animals come
in.
>> Always wondered if somebody tries to
bring in a 12oot snake for a checkup.
>> If that was the case, I'd be out. We've
we've rescued a cat out of the front of
a fire engine, so we now pull all the
fire engines out. Um, you know, we've
had some get loose and get into the
engine compartment of the fire engine
and um that that's pretty tailoring to
get out. So, I appreciate the firemen
that, you know, brave it to go in there
with their gloves, but uh yeah, this
year all the fire trucks were pulled
out, all the doors were closed, so we
were very safe for any loose animals.

Uh item 13, committee reports. We will
start with Mr. Bernard. Do you have
anything tonight, Kirk?
>> Nothing tonight.
>> Okay.
Mrs. Ta. I really don't have uh anything
either. Not much has happened.
There's only one thing I could mention
and that is that the uh bill was passed
for a 3% increase
as far as rent control goes for all
mobile parks in the state of New Jersey.
That was passed this afternoon
uh by the Senate. It had already gone
through the uh
assembly and it did go through the
Senate.
>> Do you have a best guess timeline on on
when that becomes the law of the land?
>> As soon as uh
>> Governor signs it.
>> Yeah.
>> You know, this is what should have been
to to begin with. They should have never
thought we should have done an ordinance
in my opinion.
>> Every single individual municipality,
>> you know, this should have been the
state thing. Do I think it's a good
idea? No, I don't. But
I think it's a very slippery slope when
you get into anything that's a rent
control
and uh it's like what could be next,
>> you know, you know. So, um
>> yeah, but rent control is just like a
base. There's so many probably so many
exemptions and so many reasons they can
>> get muddy with capital improvements and
all the other stuff. Like I said, it's
3% now and it's only for mobile home
parks, but they can now go if they
wanted to eventually to anybody who owns
rental properties. You never know. Do I
think they would go for big apartment
buildings? No, I don't. But once you
start, you never know where it can stop.
So, you know, I I just don't think it's
a good idea personally because
I don't think that's the way the United
States should be.
And the other thing I'd like to say is
that we did not mention was that uh our
Memorial Day
um
service that we have uh which is May
26th that I hope more people will attend
this year because it really is uh an
important event to attend
and that before you know it our concerts
will begin in uh June I think what is it
June 18th.
Um correct. Yes. At Michael Debbie Park
or I'm sorry at the MLK Center. Um yes,
Lonnie Young Bloodood will be opening up
um our summer concerts at the MLK Center
>> and then from there after it's Michael.
So I just want to remind everybody again
about Memorial Day and then before you
know it, June will be here and it'll be
the concert series.

>> The committee welcomes participation of
interested organization and individuals
during regular caucus workshop and
special meetings. However, in order to
conduct the business of the township in
the most productive manner possible,

designated public portion of the
meeting. There may be no transference of
time of speaker time to other attendees.

spoken once before Daniel Heights 106
Locust May section of Township. I talked
about a three-way stop at Milville and
Locust Avenue. I brought supported
documents for that. talk about being
county road. Uh, look that up. It's
definitely not a county road. My wife
and I personally collect the trash only
once a week and we need a contractor bag
full of trash every week. Um, dedicated
to keeping the neighborhood clean.
>> Good for you.
>> Um, I also became the commissioner of
Mil Fire Department. Police and I have
been talking a lot. So, it's something I
just wanted to submit this for your
review. Things are going there's a lot
of speeding. three buses that stop every
day for the children. So, I think it's
an easy fix. A lot of neighbors are
supporting it. I canvas the neighborhood
and get signatures if needed,
>> but I just want to present that
information at this meeting.

>> I will uh definitely run it up the flag
pole. We're uh we we don't have a a
great track record uh so far in in
>> getting safety enhancements added to uh
any roadways that we've uh that we've
highlighted to date. Uh I I don't
understand the logic. Um I I would think
if it's low cost, no cost. Um but it we
have an ongoing issue at Lantis and
Union that we're in in year five of of
trying to get something done. Uh rumble
strips, reflectors, anything. uh traffic
study. I think they've done two at this
point. Uh whatever the threshold is to
support the traffic studies have it uh
warranted.
>> But uh we can definitely we can dig into
it. We can pass a resolution that kind
of passes the buck on on to the higher
power. Um gladly
paying attention
quite a few times.
>> Have they?
>> Well, that's good to hear.
>> Well, he'd have to
no matter what it is.
>> I love any additional sets of eyes and
ears. I I say this all the time. To
date, we're uh you know, zero out of 100
to fixing problems we don't know about.
So, the more that's what we're here for.
The more you bring to us, I love the
busy work. it it cascades right right
back to her and then you know a day a
day later three days later five days
later Lisa where are we at with this so
>> it's always me um is it all right if I
give you um if I reach out to our
township engineer and give him your
contact information just to kind of go
over it so um the first step regardless
would be a recommendation by the
township engineer if he feels that a
traffic study is warranted because
obviously it's a cost at the
municipality to do it so if he gives
that recommendation for it to be done.
Then a resolution for that
recommendation would authorize me to be
able to give him that contract. Then
that study would have to be produced.
They got to analyze that data and then
it basically goes against the RSIS
standards to determine whether or not a
three-way stop is warranted. Um based
upon location, houses, traffic, speed,
all that goes into it. Uh we basically
had to do that for Weimoth Malaga when
we repaved in order to reduce the speed
limit from 45 to 35 which nobody travels
35 miles an hour but um that was one of
the requirements and that took probably
about 6 to 8 months to to try to get
through. So, um, but if he has a little
bit of backstory regarding your
experience of traffic, that might aid
him into knowing which type of traffic
study to be able to produce for that
road, if that's okay. Um, but for the
township committee, that's kind of the
process. So, the first process is let
him get a little bit of data. I'll see
if he gives a recommendation um if this
type of area would even warrant a
traffic study based upon those standards
cuz if he says the standards are there
and he can't see us even be able to try
to do a three-way stop there,
>> then that's kind of where we're at. But
we can't just add it without it meeting
the criteria.
>> Oh, absolutely. I understand.
>> Yeah. Because then they got to be able
to be enforced by state police.
>> Can we uh can we at least try to set the
goal of getting one or two additional no
littering signs on this roadway.
>> I think Anthony went out and I think he
said there's like two in each
directions.
>> I'll double check, but I believeing he
indicated how many were out there.
>> Cut through instead of going to four
stop.
>> Yeah,
it's children safety. That's my biggest
concern. Children and pets.
>> Yeah,
>> there's been a lot of close calls and I
have security cameras and I see it. I
wonder I don't do it anymore, but I can
see it. It's not good.
>> No, I know at my street it actually
there's a 25 mph limit when you first
start and then as you go up it's 15.
>> The school buses are doing 55.
>> So yeah twice.
>> Yeah. Yeah.
