the ecobarber city website advanced written notice of the seating was sent to the hemington gazette the news the press and the current due to the coven 19 pandemic and social distancing requirements need a motion to approve the minutes from september 23rd 2021 council meetings all in favor all right this time we'll go to public comment on any of the items on the agenda just so everybody is aware this is the time that if there's something on the agenda that you need to question or comment about this is when you do it and the public comment at the end of the meeting that's if you have an announcement that's happening in town or something is going on but if we already approve something on the agenda and you comment on it it's not going to do us any good so we need to know your questions and your concerns prior to us approving the agenda items does that make sense [Music] um let's go to public comment does anyone in the public have a comment on anything on the agenda please come to the podium and state your name and address yes ma'am i'm stefania keener 459 chicago avenue and corporate city new jersey i watched presume and i've read this stuff can you explain to the people in the public number 22 moving on for the short-term rentals angel do you want to do that um so number 22 is for the city to regulate short-term rentals the short-term rentals are basically the airbnb and so the way the ordinance is um we need to file an application with the city so we know who you're renting to what type of unit it is how many vehicles you have we have an application fee also there'll be an inspection once you um tell us that you're renting your property and the inspections will be done every six months and there's a fee for all that the important part of this ordinance is that it has to be an owner-occupied unit so in other words if i have a house and i want to rent out a room or something then i can do that but i have to let the city know that i am doing it i have to let the city know who am i renting it to for how long and also importantly it's only for 28 days or less so this has nothing to do with rentals over the long term has nothing to do with any kind of rental properties that people have three stories rental buildings this is just for your home what precipitated that was there complaints that you have airbnbs and they thought two things one we should regulate it so that the city knows who's there but two the city was incurring fees for trash collection etc so the city should recoup some of those fees back well to my knowledge mostly all of it is front houses so they're not airbnb there are people that have a home that they're running out all up and down streets to college students so i mean there are many of them and that's not an airbnb that's somebody who owns their property and they're running it to multiple people and they're not living in it well the ordinance specifically provides that if you have one of these rentals it has to be owner occupied you have to show proof of owner occupation if you don't have owner occupation then you do not get a permit you're not permitted to rent it that's not an airbnb though those are just rentals i said it was similar to an airbnb that's the closest i can get to what this ordinance is but it is a short-term owner-occupied rental and also it provides people with an opportunity to to rent out a part of their house that they're going away on vacation and make some money from to be perfectly honest some people need the money they want to rent it and we do not want to provide those people the opportunity to do that well it does create a hardship though for the people that live near that i mean according to mr mullen now with the land use board there are eight flat houses in antwerp city a frat house is completely different than this i'm not sure what you need by a frat house it could be a rental and designated as such as a rental that's not what this ordinance regulates it does not regulate rentals per se this is a short term 28 day or a next that's it that's all regularly and how many of those do you anticipate or actually in a car city i don't know i mean um it could vary it could be one week it could be one a month we just don't know so you're just making this ordinance as a blanket thing to protect the city in the future i told you we are implementing this ordinance for two reasons one to safeguard the residents to defray the costs and three to regulate any of these that are occurring in the city so the city has knowledge of who it's being rented to how many people are there so that the police know if there's something going on they can go we can pull the application and we'll not thank you thank you i was going to save my comments for when it came up on the agenda however i'm not quite sure how this is getting spun and i would like to compliment angela on writing a very thorough ordinance which i did state before however it's being spun as something that protects the residents and gives some control to the city but actually if you read the ordinance it says here the egg barber city council seeks to permit transient accommodations or short-term rental use of certain legally permitting dwelling units that's the intention of this ordinance to allow short-term rentals in a carver city that's the bottom line okay now my comment left at the last meeting was i do not want to live next to an airbnb as many people in a harper city probably do not want to also because of the negative effects that we've seen with such things as frat houses okay there will be parking issues there will be trash issues there will be noise issues okay and these are things we the council could have easily considered not to allow short-term rentals in a barber city angela you did confirm the last time that there are some communities that do have ordinances like that that do not allow them in their communities is that correct [Music] yeah so this in fact allows short-term rentals in a carver city it's the ancillary effects that we're trying to promote here and it's been spun in the newspaper that we're trying to protect the residents and give some teeth to you know allow the police department to have some you know oversight on this which i mean we have a hard time uh controlling the 736 rentals we already have in carper city i mean it's very hard for our code enforcement which are two part-time people to keep up with this and now when you have airbnb which according to donna we have none in a barber city um you know once it's once the ordinance allows it who knows that's only my opinion i don't vote on such things but i do care about the citizens of egg barber city i always make decisions based on what i would want to live next to or what i would think is a good thing and i just don't think it's a good thing i mean it could be but i just don't think it is with all due respect i disagree with everything you said um the way i'm understanding it is right now like harvard from going on airbnb which i did personally there are no airbnbs however if we had an ordinance that says you have to register for an airbnb if i decide i'm going to go to europe for a month and i want to rent my house to this person here's the credentials here's how you get ahold of me if we don't do this there's nothing that says that airbnbs aren't going to come into our town they can still come into our town and they can still rent their places out and they're not going to have any boundaries to say you can only rent for 28 days you have to pay this license fee we have to be able to contact you she could go away for a month rent her house to somebody who turns around and has parties every night we have no idea how to get a hold of her we have no idea who the person is living in our house for those days and i think the idea of the ordinance committee was to nip it in the bud before it became something that was uncontrollable and we didn't have boundaries and guidelines so that's the way i understood it as explained to me everybody perceives things differently but kim what was your question do you want me to stand up everybody and the reason being is an airbnb as you had said to me before they actually have some kind of oversight correct so do we really need as much oversight for airbnb so to me they will be doing so i'm concerned that there will be other angles that people will be using this 28 days for or how many other things that they've used that's my concern and because of that i am not in agreement with that but if someone does that and they're not registered here that gives them a leg to stand on to go to the owner of that property and find them because they're not registered with us as renting their property for a 28-day spin under the short-term rental agreement i understand what you're saying however are people are they even going to know that people are renting from them will they know leveling up they don't want anybody to know people changing they tell you they they tell people telling this down everybody so whether they tell or they don't tell it really doesn't matter because it's he said she said so how are they gonna get the money so was your position that you should not regulate airbnbs yes that's my position not that we shouldn't have just shouldn't write you there well if you as you had said before you can't stop them correct so what i'm saying is stop them as angela just confirmed by making an ordinance it says we do not allow airbnb this is where the confusion is coming in i don't understand why because there are communities that have according to angela that have ordinances saying they do not want airbnbs in their community well then with that i do not want i do have airbnb you do but i'm just saying if you do you want to be able to regulate them or not regulate them to me well that would be regulating them not allowing them i have several questions on this topic your name and address please it's nick 349 buffalo avenue um what if the property's not owner occupied for instance if i decide to move to rittenberg manor and my house is vacant and i want to rent it out as an airbnb would i be allowed to do that i would not be allowed to rent out my house for less than 28 days right okay that's that's my first question uh the second question i have is will the owner of the property be required to inform airbnb and the other um sites that of the city's ordinance regarding this issue i'm not aware what private organizations require and don't require i'm not a participant airbnb that would between up the airbnb and the homework well other other municipalities are requiring the homeowner to inform airbnb or any registry that they sign up with about the city's ordinances and i think airbnb uh appreciates getting that kind of information because they don't want crazy houses either so um and maybe that could be added or amended to the ordinance no there is language in the ordinance that provides that the homeowner notify anyone including the the renters and anyone who's involved in the renter that would cover airbnb in any third party vendor okay i got you on record saying that uh the other thing i wanted to know is was there any investigation done by our code enforcement office regarding how many airbnbs are registered my understanding that it is actually code enforcer is the one who recommended such an ordinance or you don't want them well you know i think it's kind of unconstitutional to tell a property owner what they can do with their property although i do believe there are regulations that property owners should follow so i don't think you could just say i don't i don't know of any municipality in these in our area that's banned them um they do regulate them though and part of the regulations are to make sure that the renters know that the city has ordinances regarding this matter and you're required to follow them and the third question i have is with two part-time code enforcement officers how do you expect to uh enforce this if there's there are problems that develop with an um that's why we charged fees we charged um 250 for the application the first year 200 for subsequent we charged 75 for um inspection fees for the first and then we're going to have inspections every six months well that's good but what what happens on the weekend when code enforcement is working what what do neighbors do if they're having a problem with an airbnb party going on next door to them well that's why we promulgated a regulation that the homeowner has to give us location and 24-hour contacts so that if there is something going on the police can fully contact information and notify the appropriate party of what's happening in their house that's a safety measure from where i sit for everyone okay all right thanks for the question the answers to the questions thank you thanks for that does anyone else have any questions comment [Music] uh mike to petty to wake new orleans avenue just um have a couple questions about the airbnb it's a 20-day rental maximum correct correct so if i have a property like my own home and i say i want to run out 28 days and i do so i could basically run out for 28 days say that i am living in it for one day afterwards and then read it out again for 28 more days no that's wrong did you read the ordinance and talked about in section um 170 120 e that you cannot rent it for any more than 60 total nights 60 in a year okay so is there anything else in the ordinance that says airbnb um if someone refuses to leave that reference what do you do at that point because in these times with kovic right and on rental property it's very hard to get someone out of a property right i'm not sure about that so so what you're saying is a loop or right now that if somebody i said i want to rent my house out for one day two days and they move in there and now they don't want to leave what do i have to do to get them out of them what you have to do is um probably your recourse to the courts to the courts which takes a long time i uh i mean you know it does right i'm an officer they say they're from new york and they're going to just stay down here for a couple days like we have a situation where people are coming down here in their trailers parking behind the water treatment plant to escape cover right so i said you know what they seem like they're nice people i'll run into them for a couple days and they come down here with five kids right now they don't want to leave my property and the next thing i know is we're having mail sent to the house which happens they're enrolling their kids in our school which does anyone know the cost of um educating one child in the apartment school system how much is it it's not cheap well how much how much let's be a big break okay first of all let me explain this to you if you're going to rent exclusively to an airbnb corporation that's one thing this is not you keep saying airbnb but anybody can rent their house to anybody as it doesn't matter don't listen airbnb and that airbnb is associated with ski resorts okay places where people go for for vacation destinations that's not a quarter city that's not true sorry no it is people come here and everybody eats they do they do there is nothing i'm telling you i know for eight days okay we have no way of knowing who these people are coming into our home into our town you guys are worried about noise and trash what about pedophiles of people on the run for serious crime right do you not want to know who these people are well everybody rents a house if they rent your house you have some type of contract with this person if they refuse to leave your house right act upon that contract okay it's your home right but if they don't leave that what are the consequences because we have how many rounds do we have in a barber city it's not that we're adding more you are trying to regulate rent their house for a short term period instead of a long term they're already doing it well if they don't leave their house again how much does it cost to educate a child respectfully with regards to actually registering a child for school yes the last child that i registered he's five years old right now okay the requirements for registering my child i had to show um my tax statement i had to show a deed right as long and along with the first certificate immunization records and what happened for rentals you have to show a rental agreement or a rental agreement plus an academy so say that i was this police and i decided to live at my mom's house right i'm not i don't have a rental agreement with her but she will sign an after david saying that i stay there but you will have a rental agreement with an airbnb so they do have the potential their mental agreements for schools are a certain amount of time like they're not they can't take in a child unless the child is deemed homeless for a certain amount of pain so what if they live in a poverty city for a short period of time and now they're considered homeless and now they have to go through the board of education these are these are potential problems but that would have been i would argue i would say at least twenty right which is another cost so now if you live in egg harbor right and you lose your home and they put you in a hotel in the black horse pike you are still coming to egg harbor schools a harvard is responsible for your education the last permanent resident is who's responsible for your education unless you move to philadelphia then philadelphia makes an agreement with that barber city for the tuition-based one until you get a permanent residence that's how that works actually they have tuition agreements with these landing and other not only yeah they do that's how it works so all i'm saying is right now as far as i'm concerned i've lived in all my life 55 years i know most of you up here haven't lived here that long you've only been here a few years this is a bad idea for a barber city okay if you go around take a ride up and down the alleys especially like some of the apartment complexes the trash on fifth terrace at the 500 block we can't even get them to pick up trash that is an absolute disgusting mess over there and it's every week and now you're going to add more chaos to town with the short the short staff that we have in code enforcement and you're going to encourage more rentals in a partner city that we can't control now it's a bad idea we don't need the revenue the public hearing anything besides the short-term rentals all right mayor do your presentation [Music] all right we'll move on to something a little more pleasant tonight um i do have if you don't mind marcel or sergeant i will um swear in publicly are two new officers who were already sworn in but do deserve a public swearing-in so um i'll go dalton rosenberger boxer dalton rosenberger dalton and justin are two they started with us as special police officers and now they are being taken in as full-time ptc certified officers so we are definitely proud to have them they've done a great job as sle of twos and i'm looking forward to keeping them in egg harbor city for a very long time okay so do we have someone that would like to of the united states that i'll support the constitution of the united states and the constitution of the state of new jersey and the constitution of the state of new jersey that will bear true faith that i will bear true faith and the government's perform all the duties of the duties of the office of a farmer city police department of the office of the harvard city police department police officer police officers according to the best thank you and i have justin is he um justin is currently or officer kant is currently on duty and they just had a call for a fight at t-rex so he is actually responding um so with that i would like sergeant ellen to come up [Music] so it has always been the intention of the former council democratic majority to have a chief of police in a harbor city and we did at one time have that and there has been a gap since then and this is an opportunity right now to have exactly what we intended to have as a chief of police boots on the ground if you will back in the day we did have a chief we had a captain and several sergeants when i became mayor i promoted five sergeants and one lieutenant unfortunately our lieutenant has left so we are now with four sergeants so as i said this is an opportunity now to make a chief of police and it will be right now provisionally until the test is given and quite sure and confident that the sergeant passed with flying collars so um so i've known marcelo she has been on our police force since 2008 and i've known her for many years as a you know resident a mom and her kids are here to go to school that you guys want [Music] she's always been active in our community she cares about our community she has been in our community since 2002 she knows all the children in our community she's very active in the school system and helps out in any way she can to promote community a sense of community in a harper city so a few things i think you should know about marcelo are she is i've said she's been in residence a resident since 2002. she won't graduate at absolutely high school and georgetown university camden county police academy and the camden county police academy and camden county police chief association she received the america award and also captain thomas mcdonnell award presented to the officer who demonstrated the highest overall achievement and core values that exemplify the standard goals of law enforcement of the law enforcement profession she also received an exceptional service award from the local mainland 77 ppa and she received she is a graduate of the command leadership academy given by the new jersey associations of chief of police she has also extensively done eht pal shop with a cop every year with all the kids she's active in coalition for a safe community she is a certified police academy instructor certified american heart association cpr instructor certified tracy survival tactics instructor certified defense tactics instructor certified physical conditioning instructor certified resiliency program officer certified in fema emergency planning certified in law enforcement against drugs that's our lead program she's instructor in that and certified verbal de-escalation instructor her volunteerism also includes a former cheerleading coach for crusaders and former hamilton township pal dance instructor and girl scout troop 1141 aaron volunteers 2014. so one thing i think is exceptional too about marcella is when she first started her career with a barber city her goal was to be the chief of police i never knew the story until recently but she was on her interview and she was asked what her career goals are and she said i want to be the chief of police and unfortunately she was laughed at but as we see it's no laughing matter because she's here tonight waiting to assume that position that she's always wanted [Applause] before we go any further i neglected to recognize tonight we have the chief of police of hamilton here with us tonight thank you um [Laughter] do solemnly swear that i would support the constitution of the united states that i will support the constitution of the united states and the constitution of the state of new jersey and the constitution of the state of new jersey the government's established the extended governments established in the united states and in this state under the authority of the people under the authority of the people that i will faithfully and that i will faithfully and partially impartially and look so nice [Music] [Applause] and everybody here i really appreciate this opportunity it has been a long time coming i'll tell you the story very quickly when i was interviewing for the position of police officer i was uh asked what are your career goals and i did indeed say i'm going to be chief of police it got a chuckle and i said i don't know why you're laughing would you rather have someone say they want to keep control for life i'm like and so i appreciate the opportunity to have served in egg harbor city for as long as i have um and it truly is a community a in this position we face challenges as police officers and it will continue to be a challenge um i think though through community we are strong i'm going to challenge you on council mayor i'm going to challenge you we may not always agree about everything but i do believe that we all have the best interest of egg harbor city at heart um i'm also going to challenge the community this is a partnership we cannot do this by ourselves we are not here to police you per se this is a partnership we need you you need us let's do this together i'm so appreciative i'd like to thank people here who are here to support me members of our department sergeant matthew lindsay we've been through this for a long time people who have left the department officer carpo who had come to support chief real you have been such a huge support um throughout my career i truly truly appreciate your support we have sergeant jason kangas from the allen prosecutor's office who is one of our master resiliency officers um which is an incredible program to help me team the mental health of our police officers um again everyone here thank you so much for your support i am grateful for the opportunity and i look forward to uh here knows him but his family is a long-time so i didn't think it would be a problem but i guess i just 50 uh as far as candace on the line tonight candace are you on all right she i don't know if she wants to talk about but there's a fence we finally put the fence up at the library for the mpp funding it's a very nice fence it's very hard to get with all the shooters that we have but we got it also i don't know if anyone noticed but we do have three new businesses on philadelphia avenue i did mention all really fantastic i encourage everyone to try that out we have a family dental who i reached out to they do want to do a ribbing cutting at some point in time however they're right now only open on mondays so they'll catch up with us later when they're ready for that and there's a hair salon i'm not sure that that was actually open yet but it's on the corner where i played shopkins and i would also like to thank cody for donating the shreddings this year we didn't have any from the school so they donated the strategies to make the scarecrow so thanks thanks to cody and laura sent a revision to the lake sales she added 342 for a camping event so that brings the total revenue for 2021 at the lake at 115 842 we will be having a highway meeting on monday the 18th at 6 30 in city fall code enforcement how about match i have the third quarter summary uh the administrative duties over 95 certified mail food compliance reports 55 in-person notifications 49 inspections 237 64. write the parts issue 31 telephone email notifications 58 tv tags issue 25 consuming reviews and lilly lillian but lindsay petrash's daughter lillian actually fell asleep at the swing she liked it so much so that was a good thing the other thing is uh peacebuilder park is in need of a new pathway so um we are going to um have a video written by jody and have the pathway replace this finding we're going to pay for the material and the replacement's going to be done by volunteers um utility basic is not here licensing scott but um what i'm going to do is i'm going to reach out to the members of the ordinance committee and i would like to schedule a meeting along with our city solicitor to try to get some type of regulation on the so-called right houses in ecbarber city and um that's all i really have for that as far as school board um there's nothing there was nothing morning by this afternoon keith had the boards up and replaced and everything clicked up over there so it's i'm gonna say it's good to do but it was as good as it is before the time which was done is a companion to our cannabis ordinance and this ordinance provides for the fees of the city for charges so we're going to charge two fees um a sales tax fee which is going to be 2 for cultivation 2 for manufacturing 1 for wholesale and 2 for retail and we're also going to charge a use tax which would only be applicable if the licensee has more than one license so if he had people have more than one type of license were able to charge another two percent two percent two percent one percent so i put that in there so we're covered with that um i put in there they need to apply to carbon city um if they are going to implement any of the licenses of the three hundred dollar fine uh date to get the application going and then um the application will be with the city clerk in the application they'll be who you are what you propose did you get your state license and a bunch of other things that they will be compelled so we did this now because the state didn't come up with its regulations like they were supposed to no surprise on that so we thought it best and i checked with brian that we do this now as far as anything else that comes up with the regulation going on next year we have and then um the public hearing on the short-term rental if the council decides to table it that's fine if you decide to vote on it and i suggest we reopen and finally there's a public hearing on number 23 which is the ordinance on his location devices i checked with mark public safety director the mayor did have a question about flocation devices but if you look further on and you want inspire location devices are prohibited so this is simply for the swimming aspect of it which is provision three of you and it's provision for explicitly prohibits location devices all right engineer okay well what happened is that apparently there was someone floating on a device on the north side of the beach and they claimed that they weren't floating on a device because they were with a they weren't swimming they weren't they weren't swimming they were floating on a device and you're allowed to use those types of devices on the north side of the lake like a canoe or that yeah so they claim that that flotation device is similar and very similar to a kayak or we needed clarification my kayaks are allowed they've always been allowed up there you just can't come in the swimming area which was i thought an issue but apparently officers they told them when they weren't right because they weren't swimming they were floating so we just had to get a little good clarification and we do allow floatation devices within the swimming area in the summertime we don't allow them on the dock they're forbidden to bring location to voices any more questions from the public all right i need a short-term rental thing that has gotten very passionate comments from both sides um the way i understand it there are people that are against it because they don't want to encourage airbnb um there are people that don't want to have airbnbs at all um and i think the importance the intention of the ordinance was to regulate their bps that they're already here um so there's there's people that don't want airbnb to be a problem so they want the bad there's people that don't want airbnb the problem wrong with me regularly um my personal opinion is i i don't support the ordinance and i'll tell you why the ordinance is written to restrict the rights of our residents and i don't know that demonstrated that short-term or airbnb rentals have been a problem in the city um i understand that there are definitely problem rental properties um there's there's been a lot of talk about the frat houses and but there are regular rentals that are regulated i don't i don't recall any actual airbnb or short-term rentals being a problem so so i deeperness not because i want to encourage airbnb peace or not because i want to ban interviews i oppose it because i don't think we need to restrict the rights of our citizens unless there's an actually strong i have one problem with that it's at the window okay it's only provisional because she didn't take the text you know she's lieutenant you know something happens in the captain's exam she then passes the chief we can skip that threat right now she has no protection she's the sergeant civil service you can skip one bill laney she's a sergeant that's two steps that's why i don't know i signed it by then the professionals who you know we are required to extend the test to every officer absolutely or somebody else passes okay you know that's any provisional that you do okay you take a test and they dance okay we're not and we have a list okay so we're like we have ten things okay my question was if we're you know we've had for months since um dylan left uh you know and also in charge of this street supervisor not a bull bar officer a street supervisor okay um or numerous people in this area you're saying absolutely i have a field a street supervisor as milestone charge that's one active list why do we promote that make her permanent rank you know lieutenant and then when it comes through you know passing the test you know you know like i said if something happens in the captain's exam and she passes the chief we can skip that okay let's get one degree without testing that's what i'm saying it's like you know you know and we've known for months all of a sudden two weeks you know that's just cheap we've been asking and you know sergeant yes sir thank you okay so the thing is is that we have to offer the test okay whether she's promoted after my discussion with mark everett okay when we offered the test sergeant allen was the only one that put it forward no one else did so it didn't make much sense at the time according to mark and i that we should just do an intent because there is no one else interested in being cheap at this point in time so it made more sense and more of a benefit to the city of apartment city to have a cheaper police as we've always wanted okay and the question that was asked was it why marcelo is not cheap i believe it was what's going on in the police department which is very vague and ambiguous so without specific details i would say that that was not a question that was asked so what mark and i decided and he's not here to talk about it but that it would be more beneficial to have a cheat and a lieutenant because what we used to have before was a chief and a captain so no one besides marcelo put in for the captain either right so that's how this all came about something yeah you don't have to take my words as truth you could call bill bellini yourself and you can ask him what he advised okay now i know that our previous sheet we i believe steph maybe you could talk more about this we did waive the test is that true there's my point so wave is and then the chiefs later to follow the you know the [Music] that's our fault provisional commissioner is not permanent okay civil service when you're me okay that's your specification i was provisional captains for about seven months i'm still a firefighter i got to pay the cell service that's equal to this firefighter until i his test and i was promoted you know through um through uh the city through the list and then they submitted my name to be promoted to attack and how many people's right um ten and two basically yeah okay i understand that but what i'm saying is you know what i'm saying is is she's still starting in civil service sides she's a sergeant as a professional but she's only is you know she's oh no i'm not there's a lot of steps go through for demotion if it's what if if they're me in other words yeah you know she's a sergeant to demote her back into a control man you'd have to go through a bunch of steps for demotion in a circle okay no disrespect to anybody that i think we just need to perform and then there is no accusation there councilman tempers yes [Music] now i just heard that um councilman brown that council one woman excuse me that the promotion to chief was political correct okay stated that when she said the old democratic party because the fact of the matter is there was someone in charge okay that left and those procedures have to be followed so right now you're making another political statement trying to say and demoralized basically the way i feel okay uh provisional chief baldwin that somehow she's only being promoted because no she's promoted because she served she didn't deserve to be promoted but she received the favorite and i continued to ask right why she sir i wasn't being interrupt you when i asked multiple times i was thought oh no it's financial oh no it's this oh no it's that then conveniently a couple before election surprise surprise that's why i feel that it is politically motivated because don't tell me no about how i feel i'm explaining to you why i said this statement that i said when i say something i stand on my words i don't try to go back and say oh no i didn't say that i've been asking for months for months what was the last time somebody was promoted to a higher position it's been years now all of a sudden we have a chief of police on a provisional basis i'm just not buying it i'm allowed to feel how i feel about something just like you are all right and i'm stating my opinion now and i disagree with your statement that's that's what i'm saying that's fine okay and also okay um was there is that was anybody notified about this before the council meeting that she was going to be promoted to provisional chief did you want to receive that information okay the email that didn't make sense yes you receive that okay i made a spelling error okay so whatever right so the fact of the matter is that you knew about this yes before the council yes i did and did you respond to that email to your no you that was prior to it was about two weeks two weeks before the did you give him an answer or no okay she said it was vile right so so she told you that it was okay that's what i was asking about okay at that time four weeks ago lieutenant i'm like hey you know i hear things from other cops saying how do you have a sponsor okay john's embarrassing so i asked her if you can get her as a gold bar she's on the on the list so that's why i had her yes so if something happens that she doesn't tell me right doesn't become cheap she can still be promoted to the tent correct promote it you know when they come was on stripes she's going to be permanent chief in in a couple of months as soon as the test goes right anything can happen what's going to happen anything okay you're a permanent that if she is a sergeant and you can promote someone one grade up without having to do it provisionally she'll be able to check in anyway so what i don't understand why you like wouldn't want her to be chief so no okay [Music] got pinned with stars on her uniform as a sergeant she had a sergeant uniform how do you guys think that it's appropriate for you to get up here and double first of all let me explain to you i'm a private citizen to bank barber city for 55 years was so impressed with her and i'm so glad that she achieved her goal of becoming chief of police of the acorpa city police department i congratulate her and i wish her well in her future endeavors um i have like several comments i'd like to make and give you guys an update on the activities of the green team um first of all uh the tree that died in front of city hall that was planted for john cena will be replaced hopefully next week with the help of meg steeb who's rounding up the troops to do the uh front work um secondly i'd like to thank the city and the acua for coming to an agreement on cleaning up clark's landing road the acua will providing the city with four toters two recycling toters and two trash toters to be put out there uh they'll be leaving two there and keeping two in the in the public work yard and your guys will go out there on every wednesday and just exchange the containers and pick up the trash so that'll kind of relieve the steve fiedler of having to do that task he used to go out there and pick up the trash and separate it into piles and put it in his car and drive it to galloway township so it's nice to see that egg harbor city has taken responsibility for cleaning up city property that area if you haven't been out there you have to go out there and look at it it is it's a gem and it would really be nice to promote it a little bit more than it has been um on tuesday at 6 00 p.m the green team will be having their regular meeting but we're uh concentrating on doing a program regarding the spotter red lanternfly i don't know if your guys are aware of it but it's an invasive species that's made its way from china to pennsylvania and now it's in in south jersey and we'll be talking about that and giving people ideas on how to help combat the problem and reduce the infestation i was really upset when i found out that spotted lanternflies like grapevines so we have a great vineyard here and it would be a shame to have it inundated by spotter and lanternflies so and everybody likes wine so we don't want that to happen here if we can um regarding um the atlantic city electric grant that we received for five thousand dollars that will compa be a companion grant to another grant that the city received regarding uh planting trees in the right-of-way uh we received a thirty thousand dollar uh we received the thirty thousand dollar uh grant to plant trees that were removed from the right away by the previous council so that's that's a good news that the city will have i'll probably be sending out a press release soon about that um i also wanted to commend the mayor and candace for the scarecrows on philadelphia avenue they are wonderful i especially like the one that marcela did of a police policeman which is in front of the library it's really cute um also i i heard i could not hear a report regarding something at peace pilgrim park if somebody could explain what was discussed i'd appreciate that which one the one that the one that goes down to the statue again the one where there goes um and i i used several well i guess it's probably almost a year ago for the ordinance committee to consider a tree protection ordinance i don't know if anything was ever done with that but i'm gonna you know petition again to have the city look into a tree protection ordinance to protect our street trees um we need to preserve our tree canopy there's so many benefits i don't want to go into them now but um we need we need our trees as much as we need people living here [Music] i think that's everything on my list except that i
