NJBPU urban heat island mitigation
program grant for $50,000 for a shade
canopy at Buffalo Avenue playground. And
that was uh in conjunction with key
wreck to get that grant. So,
um, also I have you I mentioned
Tristan's way a few weeks ago and I do
have that ceremony scheduled on June 5th
at 900 a.m. in front of the Sprag School
if anybody wants to attend. We're also
uh Tristan's

public works leading up to the opening
of the lake tomorrow um at the
campground. Public works has been
working hard at the campground for for
months but in particular the last uh
couple weeks and also at the lake and
the whole property preparing it for
that. Lots of kudos to the staff this
work to the mayor and many other people.
Ryan and other other members of the uh
of the city uh staff have have worked
long and hard on on this and uh also um
they're because of that they're just
catching up on uh grass cutting on city
property. They started with a priority
of the Lincoln Park in preparation for
Memorial Memorial Day and uh they're
beginning to uh do the rest of uh the
city properties. Uh so great job. And
then uh don't want to not give kudos to
Ryan and his staff and everybody
involved in the paving uh of Buffalo
Avenue was completed today or yesterday.
It looks great. It was a long process

>> uh the only thing I have is a land use
board. Uh the land use board met on uh
Tuesday uh May May the 19th. Uh they
were considering uh an ordinance that
was forwarded to them um that would have
amended the redevelopment plan for the
gateway rehabilitation area. And uh that
plan would have uh permitted uh five
cannabis classes at at for that
redevelopment plan. Um the board
reviewed it and decided that it did not
match up with our master plan even
though our master plan preceded uh the
legal legalization of cannabis. Um so
they rejected it. However, there was
another um uh ordinance proposal which
would have included um cannabis licenses
without um actual cannabis sales, but
that failed as well because they didn't
think it it matched up and they didn't
want competition with anyone in the uh
in the in the area as well. Um I don't
know if it's going to come back. Um it
may come back to us.

that Mr. Tiner sent and number 18 on our
agenda. Uh I'm going to ask for that to
be tabled uh because we want to review
their findings from the planning board
to um
to reconsider what we're doing there and
then uh and then we'll either bring it
back or we'll we'll go in a different
direction.
But we'll do that when we get to 18.

um for sustainable EHC. We're going to
hold a special meeting on Tuesday. It's
an important meeting for the town. Uh
it's going to discuss the findings that
were um noted in the heat island
mitigation plan prepared by Dell
Atlantic Conservation District. Uh the
plan includes recommendations on what
could be done to eliminate some hot
spots in town uh including on along the
Philadelphia Avenue business district,
the Harbor Plaza Shopping Center, New
Jersey American Water Treatment
Facility, and the city's three public
schools.
um the we did send out some emails to
some of the business owners and um
posted on our social about the meeting
and notified the schools uh to see if
they can attend and there's a zoom link
if they can't come in person um it's on
the uh social media pages uh sustainable
EHC and a Harper city um at the official
aer city page. Um, we're looking at the
weather for tomorrow morning to decide
if we're going to have more potting
party on Saturday to At this point I
looks like it might be cancelled and if
it is cancelled it will not be
rescheduled.
Uh, and last weekend we took a walk on
the wild side at the City Lake Fork uh,
nature trail and the mountain laurel is
just starting to bloom. So, the area
should be good for um, a hike in the
next two weekends. And there are a
couple of trees down across the path
that prevents people from getting back
where the uh, back to the the mountain
laurel loop. So, maybe if there's time
this week,

>> Uh yes, we had a meeting Monday night um
about uh Councilwoman Hessie had brought
up some concerns that's been going on at
the pickle ball court about some
damaging that's been going on over there
and was seeing about maybe putting some
cameras in that vicinity. Um I told her
that we probably would have to talk to
the chief, probably get a little bit
more information. Um, but I also said I
would bring it up the council if anybody
else had any kinds of ideas that might
prevent, you know, the ebikes and all
that stuff in there scraping up the the
courts and damaging the tennis courts
and stuff. I mean, I know next month
we'll be out there a lot more, so I can
have a lot more eyes on the situation,
but but it's going it's only going to
get worse now as the time the summertime
comes. Um, but like I told Councilwoman
Hessie, I haven't really seen any ebikes
in there. If I see anything, it's
usually rollerbladers or skateboarders
or boxings, one or the other.

be done unless there's an actual program
where you're going to make a reservation
to play there and have a lot more.

Philadelphia Avenue right now you know
it's like we can see what happens and
fortunately we have businesses that are
uh fairly cooperative and will let us
look at their much better cameras and in
different places. But, you know, um
cameras, as Councilman Ortiz said, yeah,
you know, cameras don't necessarily uh
mitigate illegal activity. Uh 04.

>> What what charges would even be? I mean,
if they're not even damaging, imagine if
somebody was like skating on it and we
had so happened to go by and like your
officers had seen it. It'd be more of
like

actually show and see that they damage,

violation.

I had read an article Pittsburgh the
same and this goes on everywhere and and
the damage was again by ebikes and what
they ended up doing it was five children
and they actually were able to contact
the parents and they were working on
children doing municipal work you know I
mean not municipal work but like um

>> Yeah, community service. Yeah. and um so
that they it could kind of teach them,
you know, like what goes into taking
care of the park and the damages that
they've done and that sort of thing. But
I know it's it's a lot. I'm sure it will
be a lot. A lot.
>> Only thing I'm going to say is my car
was stolen several years ago. When my
car was stolen, they sent me notices
about the the kids who stole my car and
they told me there's nothing that could
be done. Now, I would hate to see where
kids could steal cars, go back out,
steal cars again, and keep doing it.
But, but we decide to punish some some
some 8-year-old who's got a skateboard.
>> I'm just saying I mean, we're gonna I
don't want us to go to the point where
it's ridiculous.
>> Paid over $200,000 for that part.
>> That's a second. I don't believe a kid
on a skateboard is going to do any
damage. No, I've seen it because they
they do these things and the paint on
the skateboard gets on the on the
surface. And you know, every party I
went to a couple years ago, what was the
topic of conversation? When are you
getting pickle ball courts? When are you
getting pickle ball courts? We need
pickle ball courts. And we spend the
money, we get a grant, and spend some of
the water treatment money to do it. And
now it's being destroyed. And it's just
not right. I mean, I don't think you
should lock a kid up by any means, but I
think with maybe like uh
Tanner said, you know, some community
leadership like even with Mace or or
even the police when they go there, you
know, might just want to have a word
with them, you know, and say, "Oh, this
is a good idea because people use this,
you know,
>> and back in the day, my kids skated,
skateboarded, they did the scooters,
whatever, but they did it in the street.
I mean, I just don't understand them
why, you know? I know it's a nice
surface, but so's Buffalo. So's 500
block of Buffalo Avenue right now.

>> Okay. Uh I just have one thing. I got a
phone call about the gazebo in the park.
>> Oh, yeah.
>> And I I would refer this to the park
committee. And um gazebo is in pretty
bad shape. Last year around this time,
we the parks and playgrounds committee
from last year uh decided or recommended
to council and we all agreed to keep it
for a year and see how it went by taking
this spindles out and seeing what
happens. And u it was fixed up back
then. There's a new roof was put on it.
Uh it it's heavily damaged now. It's
there the some of the rails that were
there are gone. Um it's dangerous right
now. somebody goes up there with a a
wheelchair or whatever, it it could
cause a lot of problems. Not that a lot
of people are going up there with
wheelchairs, but you know how things
happen. So, I would ask the parks
committee to review the whole thing. Uh
because this one person was telling me
that to fix it, it's going to be
somewhere around $15,000 to get it up to
what it should be.
>> How much is it to demo it?
>> Demo it is pretty cheap. So

at it and review it and then come back

since we last met on the 7th,
we had three cases of fraud, one simple
assault, three thefts, 10 motor vehicle
accidents, 27 traffic stops, total of
six summones issued, four arrests, one
business alarm, two residential alarms,
79 crime prevention activity, seven
domestics, 24 EMS incidents, three
firearms IDs, 16 follow-ups, 565
property checks, and eight public
service calls. Um,
we had during this full-time period four
officers out on workers comp. One has
since returned to work. We have one on
vacation right now and one is at the New
Jersey narcotics officer uh convention.
Um, other things that have happened, we
had a cell inspection. Every few years
the department of correction comes
corrections comes in and does a building
inspection of our department making sure
that our cells are in compliance. We are
not. However, we have requested the
appropriate exemptions. So, we have
passed. Um, I will have to apply reapply
for those exemptions. Um, four of them
in three years and the other two in
another two years. Um,
activities. We had the reach program.

>> Yeah. No, but uh uh the old letter was
fine. It was fine. Doctors it up a bit.

but uh we had the reach program from the
middle school come and do a tour of the
police department. They were very
thrilled to be here. Um upcoming things
that are going on with the PD on June
5th in the morning, we do have a
conflict because we have the torch run
that we do every every morning. So next
Friday, if you see a caravan of police
vehicles and people running on the White
Horse Pike, don't be alarmed. We're
raising money for the Special Olympics.
Um, on June 10th, we will be having the
Sprag School come and do a PD tour. Um,
we will have to make some adjustments
because we will be under construction.
Um, and then Monday, we do have our uh,
Memorial Day celebration. I did want to
bring up we did have a fatal motor
vehicle accident on Sunday. It was
probably one of the worst scenes that I
have ever seen. Um, a motorcycle rider
lost his life. the other driver um was
hospitalized. It is being actively
investigated by the Atlantic County
Prosecutor's Office um and by our
department. I have to say that it's been
a rough week for for the PD um and for
me. I kind of have lost a little bit of
faith in humanity because we had people
on the scene before first responders got
there recording and posting things to
Facebook. um somebody lost his life and
it was in a pretty gruesome manner and
it is just horrible that people feel the
need to record and post before thinking
about anyone else. Um I'd respectfully
request that anybody who comes across
anything before you do that think about
your family and if it were you if you
would want to see something that
horrific on Facebook um or have your
family members see that on Facebook. So
that's uh that's all I have for you.

specifics of everything. Yeah. I mean
that is one of the things that was Yes,

the passing lane or the driving lane?
>> I don't know that. Um, that is one of
the things that is being investigated.
The accident reconstructionist will be
able to potentially determine that
because physics is not me. Um, you know,
and they've been trained in
reconstruction. And

in the universe or in right here, as a
motorcycle rider, I would just recommend
always riding in the passing lane. Stay
away from oncoming traffic as much as
you possibly can.

So, I'm working on my phone. Um so we
have one thing on the agenda which is um
recommending awarding the contract for
electrical upgrades at the campground uh
to Hughes Electric in the amount of
$112,280.
Um it's actually slightly below what our
estimate was. So um you know there's
only one bidder. We are recommending
that we award it to them. Switching over
to the report. Um as Mr. Dobby first
noted we did pay the four and 500 blocks
Buffalo Avenue. um where you're gonna
have to do some road cores, which is the
first time we've had to do that in a
long time. If you uh if you have a state
aid project and you pay more than 5,000
square yards, you have to core the
asphalt um and do airboid testing and
all, make sure you got proper
compaction. So, usually we get the
waiver because we're less than 5,000
square yards. This one we were like 5200
square yards.
>> So, we're gonna Yeah. So, we're going to
have to do cores. Um but we'll be able
to do them and then get the project
closed down. Um
>> I'm sorry. For what project was this?
You have to do the course. Buffalo
>> got holes in it now.

>> The only thing I would say about that
job, it great. They did a good job,

maybe that'll be fixed next year.

we didn't go to the other side. If you
go to the other side of the
intersection, you end up at the base of
the ramps. If you pave at the base of
the ramps, you have to upgrade the ramp.
So, it triggers a whole bunch more
concrete work. You end up having to do
curb and sidewalk and ramp next to that
stuff.

and a half ago we're still not
authorized to go out to bid. We
submitted our PSD package in August of

additional information. So I got to get
them um I'm trying to put together a
little map to show like this is all the
same site. This is all the same area. um
so that we can get DCA to sign up on
that and then we'll give you a a
proposal to figure out how to redo the
bathrooms and redo the concession stand
and all that with the DCA ADA fund. Uh
on the utility side, um we're still
working through all the permitting as
quickly as we can. Um and hopefully
we'll we'll re regroup to do that
installation in the the fall and winter.
Uh the city hall ADA improvements. Um
this is the last meeting at your fancy
countertop there. So um That will be
getting out tomorrow
right now.

is under control, uh they'll start the
other work in city hall. So, be

sure that, you know, we're not tearing
down too much at the same time. Uh but I
understand the contractor is they want
to just take down like one window at a
time. Normally, you do like all the demo
and then come in and do all whatever.
So, I think they're going to go through
each one and just, you know, tear it
out, fix it, move to the next one, tear
it out, fix it. That's good. It's not
less disruption. So, that's that's the
plan. Um,
too New Orleans Avenue. I think we're
still waiting to hear back from the
county on that uh deed restriction that

the paved section across from the

It's great spot. Um there is sewer

Uh the I bank project, we're currently
out to bid. Um we're expecting to
receive bids and be able to award that
in June and get the fiscal year funding
locked in and then um a meeting
scheduled with them to talk about what
we could do with the next fiscal year's
funding. So try to get that initiated as
quickly as possible. Um TC bridge of
Baltimore, we talked about senior center
ADA. We're going through the design. Um
that is a complicated building. So we're
we're just figuring out how to make it
all work. That back the front section
has a crawl space. The back section is
not concrete slab. So some plumbing
revisions that we're proposing are are
going to be a little difficult, a little
more difficult because they're on
concrete. But we're working through all
that now. Um let's see. I think that
that's oh Kreck were submitted for um
Pineelands. I'm waiting for a call back
to see um if I can essentially give you
guys the green light to just go and do
the building construction.

definitely something that's permissible,
but I know that they'll take it.

the pipe because it appeared to be fine
at the time. So, I don't know if it
broke during construction or what, but
um the top of the pipe, it's old Fisher
Pike clay pipe. The top of the pipe is
collapsed and the road clearly was
caving into it and then finally the
asphalt gave way the other day. Um so,
there's barrel over, but it does need to
be repaired in the next couple days, I
think.

when it's a little bit past public
works, it can be a contractor that we
have under contract. So, APS just paved
Buffalo Avenue today, so we were under
contract with them. I was going to call
John Constantine, who's the
superintendent we work with most
frequently there. They still have a
couple of little things to do. So, call
him and see if they could take a look at
it.

hopefully a contract in a couple weeks
to replace like $2 million worth of that
summer infrastructure paid for by the

big big win for the city. So,

giant opening yeah between the roof the

of those inlets like I said were
constructed with hollow wall block so
eventually you get water in there and
fill material and the walls sort of
corrode and fall in and then the whole
inlet like starts collapsing in itself

Is that what you're saying? Or you can't
support it. There's no supporting it.
>> Depends how bad it is and where the
damage is. So, if if it's just a couple
of blocks at the top and we know we're
going to do it soon, we can just come in
and remove those couple of blocks and
put a couple solid wall blocks and patch
it up and, you know, get a couple years
out of it, a couple months if we're
going to come back next.
>> So, it appear appears to me every time I
walk by it, but I don't know because
it's I haven't taken

of the block is collapsed and so that's
what we're seeing.
It's incredibly common on those same
stuff.
