Seven motor vehicle accidents, four pedestrian stops, 37 traffic stops, 23 summones issued, eight arrests, uh, one business alarm, one residential alarm, 119 crime prevention activities, two criminal mischief calls, four domestics, 23 EMS calls, two firearms ID applications, 16 follow-ups, 505 property checks, eight public services. So, um, as some of you may have seen on Facebook, our local grocery store, um, had a skimming device put on one of their, um, >> point of sale, point of sale, um, >> terminals. Um, and unfortunately, quite a few folks had money taken from their EBT or SNAP accounts. Um, we have come up with a specific form that gets all of the information that we need. We are coordinating with the Secret Service because it looks like this is a bigger ring and not just something that has occurred here in Egg Harbor City. Um, so I would like to advise anybody who has had um, check your SNAP and your EBT accounts. Make sure that your funds are still there and available. If not, please do come to the police station, make reference to the SNAP and the EBT things. will have you fill out a specific form um and we will generate a report for you that can hopefully potentially help you um file a report with the appropriate agencies to try to recoup some of that. Um I know it's rough because it's the beginning of the month and um without those funds some people may not eat. So be kind to your neighbors. Um, anybody who does have any theft of those SNAP and those EBT funds, please do come to PD. Um, and we will help try to rectify that. Again, we are working with the Secret Service because this looks like it's bigger than just here in a harbor city. Fortunately, we were able to obtain and to um retrieve the skimming device. So, that should be helpful in helping to figure out who, where, what, um why. It's because you're jerks. Um but the way that their language reads sometimes if you have more than three locations um you're ineligible. So we we we're just trying to clarify to say like look we applied for more than three and you guys approved it. So I just want to make sure we're on the same page with that. Normally, you kind of demo everything and come in and do it all at once. Uh but we had talked to them about just doing one doing one service counter and then moving the next one and moving the next one so we don't have multiple counters out service at the same time. Um our recommendation um based off of what we're using the rest of the funding for is to upgrade the bathrooms there was to circle back and uh upgrade the restroom shower buildings and then upgrade the concession stand because none of those have ADA compliant fixtures or heights or any of that. Um so we didn't be able to spend the vast majority of the grant funds upgrading those amenities. Um, and it would be something that was, you know, essentially tied to what we applied for originally when we got the grant fund in the first place. So, it's still ADA compliant upgrades. It's, you know, there sort of the same vein of something else that was already approved. Um senior center ADA, I had to go back in there to get some electrical uh information for the improvements. Um that was a bit of a challenge, but finally got it sorted out. So um actually share this. So this is a breakdown of our revenues. The green is our local purpose tax. As you can see, that is the And this excludes grants because grants get included in the budget total and that really to me skews the numbers because like we have like $4 million of grants this year for a really large site. So that would make the you know the numbers really um reflect the truth. um surplus is 8% and our local revenues which are you know fines taken in or not fines I'm sorry fees taken in by the clerk's office the building department fire official construction pretty much anything that is not um I'm sorry the construction code is separate anything else that comes into the city that's not state state aid local purpose tax surplus that or taxes is pretty much all >> I can't see from here but are there percentages on there >> yes So the local revenues are 15. >> You set this up. >> This is not one of the ones. I actually did this after I can send this out. The local revenues are 15%. I just thought that was kind of interesting to see. I It is did this afterwards. >> Um so the local tax is about 69% this year. Um, and I'll also have I know This one just breaks down the total taxes just between county, school, and local. As you can see, the schools are the bulk of their tax bill, which I feel like people don't really realize. They think we're voting on the budget and because we collect for everybody, they really kind of blame the municipality for everything, but really 45% is a school, 13% is the county, and then 40% is is the city's benefit. >> So, you're saying schools, not, you know, >> and we don't have the final numbers for those, right? We actually just got the schools. The the local school I already had um the greater egg came in. It was like 20 like 5,000 um less than what my estimate was for our reserve. So pretty much pretty close to >> So what's that sense on the tax rate? We don't know that. >> Oh uh put it in. >> Let me finish first. All right. And then the breakdown of what our actual tax is like the our expenditure basically. So the largest is public safety which would be police, dispatch, fire, our contribution to the fire department, emergency management, um all those things. And then the next largest would be insurance. And then after that is admin, which is pretty much all the office, staff, engineering, legal, um banks, and then after that um pension and employer taxes. So those um and I can send these out if anybody put my medicine. So if anybody has any questions if not I'll turn it over to Michael to kind of talk a little bit about how kind of we're fairing compared to some of the other >> good evening Michael Cesro from EKF. Thank you for having me this evening. I just first would like to say uh working with Jody and the other uh folks here at city hall is an absolute pleasure because you have an outstanding team. So if somebody said to me, "What can we do to to make it better here?" I would say, "Let's yeah, duplicate them and share with with everyone because this client at 4 cents is probably the lowest tax increase of all of the clients that I work with. So, the fact that you're going down to 2 cents is even a better testament to to the work that you've been doing here. Having a 99.4% collection rate in the tax office is outstanding. So, it's a a fine example of what you have in the city. So, kudos to our taxpayers for paying their bills and making sure that the city can can operate efficiently. So in our case uh we were under state exam this year not because you did anything wrong simply because every 3 years they look at our budget you introduced all the way back on March 26 for some of you who may remember that and generally you know about two weeks before a public hearing we'll get a notification from the state saying look we we've assigned somebody to review the budget and they'll go through and take care of that. I think Jody had a call yesterday and expedited the fact that they may have missed us in the whole process. So, luckily they assigned somebody, they reviewed it, had some very minor cosmetic things that Jody has taken care of, and they approved the amendment that you're going to do this evening to actually lower the 4centent increase to 2 cents. In addition, in that amendment are three additional grants that just for processing purposes, we're putting in there. Ordinarily, another grant comes along later in the year. You do a chapter 159 resolution to add it on, but we're taking care of it this evening. So, some of your neighboring communities, I'm not naming any names. They're fortunate enough to have less than two cent increases, but okay, that's that's them. But there are other areas in the county that are facing 7 8 9 cent increases. I have two of my clients that haven't even had the opportunity to introduce yet because it's becoming very difficult. Obviously cost for gasoline is an item that everyone is concerned about. Certainly healthc care increases have been a concern and it's a struggle for these budgets. So putting together a balanced budget which you're required to do, you've done an excellent job with that going forward. I think one of the questions we had was what were some of the other local revenues? Your cannabis revenue is one of the local revenues on her pilots comes some of the other pilots that we have some inspection fees. So those are what build up that item there and as Jody pointed out grants they are buried and they'll come through and I think one of the I think the safe transit is one of the grants that we have on fair this evening and I think it's 511 $511,000. So from that standpoint, the the only thing that we want to emphasize, I think the question came up if Jod was on target with the estimate, and I think she said she was for the schools. I think there was a question when you combine the regional and the local school increase, they might be just over two cents together if our estimates pan out. So not that >> how much >> any increase is obviously difficult in this economic situation. How much of that is the regional school? Cuz last year >> the regional if if the target is right, it's about 1.7. >> So they're most of it. >> Yes. >> Because we got to hit pretty hard last year too. >> They are the higher. Yes. >> That's that's if we were on target with our estimates, but we can have updated numbers and and have that sent out to everyone as quickly as possible. >> Regional school will actually look like it it actually is less than last year. So there's >> Oh, okay. >> That's a big year. And I think >> they said it fluctuates from year to year >> with their formula. And he tried to explain it, but it sounded like it was complicated. >> It is >> the region of school. >> It is multiple factors are involved in determining how you are allocated your share. >> So it's not only student population. There's valuations of the community that are played out. And there have been other towns and maybe Mr. Orlando, maybe he's seen it in his career that they've tried to sue uh to get that changed. And I don't think they were very successful. idea what I actually had a client that's a regional school district and they were one of the ones that was being targeted because of they felt that there was a certain unfair in the three communities that made them up. So from that standpoint u going forward keep up the great work. If there are any specific questions that we can answer, we would be glad to. Yeah, I was going to say luckily the value of your town has crept up a little bit. >> So we're at 21,000 and that's why the the resolution to use a little bit more in surplus is 42,000. So when we look at that $42,000 worth of additional surplus, taking money from our savings account, >> that represents two cents. To the mayor's point, the valuation of our town is roughly $21,000. So if you want to raise taxes by a penny, you're raising a 21,000. You want to cut it by 21,000, that's the one penny. Or we could change spending, whatever the case may be. >> So you're saying that when we apply a penny tax increase, the overall tax revenue coming in increases by $21,000. >> Yes. >> On top. Okay. >> Yeah. So, so basically we're spending $50,000 more this year than we did last year. And it's significant. And why? Because if you did look at some of the numbers when we went to our budget workshops, there's a lot of contractual raises in there that you know and we did lose some revenue here and there. So it's really speaks you know >> volumes of >> so just remember when your neighbors are raising at 1.8 or budget. the value of their penny is a little bit larger, >> right, >> than ours. >> I think it it's a good time to point out that the projects that we have on the >> on the docket right now that we're looking at the studio, the movie studio, it's talking about a hundred million project 125 to 150,000. >> Now, I don't know what the >> million , I'm sorry. million and I don't know what the what the building itself if that is actually >> so if you take the value >> and Councilman Doy may remember this or my training sessions we we take our thumb and cover the last four digits. So our town value is 210,227,100. We would take our thumb and cover the last four digits and that gives me the 21,022. So if you had how much was the project? >> 125 >> 100 just say 125. >> 125 million. >> Yes. >> So we would cover our last four and that gives me 12,500 additional in essence. So >> you can help out. So, when we say we never reduce taxes, we could get to a point with a project like that where the rate could go down. Maybe the dollars we spend won't but the rate for every taxpayer go down. >> Just just balancing that part of the equation anytime we add additional ratables depending on what type of ratable they happen to be our services may be impacted whether it's public >> or in case it's a development that's not aged or they have additional school children etc. So that's always the challenge. I mean I live in Gloucester County so I'm in the middle of all the warehouses. is I know somebody came to speak about the data center uh situation at your at your last meeting. So I'm at ground zero basically because in my town that's you know something that they're trying to improve. One of the clients that I also represents is going you know they passed a recent ordinance and all this. So nice to have some low impact ratables but you can't necessarily depend on right what that might be. Michael, what's going on with rebounds around the >> center? So, the the scenario that we've been seeing, they're they're going to start forcing the the situation. Um, we have in Wall Street County, for instance, they want to go through the program. They're all part of one process there. Um, it's now I think the the next warning shot has been reassessments, reassessments, reassessments. Once you're aligned to that, so you're up to to to value. If you're at 53%, you're going to be on the hook. I don't know if they told you when you're >> I don't reached out and they haven't.
