anything
I know she hates you
might come on
well not really here more like a dog
good evening this is the work session
for Northfield City Council
September 26th of 2023
I don't like the echo
this meeting was properly advertised in
accordance with public law 1975 chapter
231
um
and in the Press of Atlantic City on
January 7th of this year may have a flag
salute led by mayor child please yes
please rise
I pledge allegiance to the flag of the
United States of America and to the
Republic for which it stands one Asian
under God indivisible with liberty and
justice for all please be seated
roll call Mrs Bucci here Mrs corfanio
here Mr DeWees Mr Leeds Mr Notaro here
Mr Smith
Mr Palestina here Mr Chow here Mr
President thank you
I will start right off in our committee
reports councilman leads I have nothing
to report this meeting
thank you councilman Louise
um for municipal Alliance I just want to
remind everybody that Trunk or Treat is
at Birch Grove Park on October 7th from
five to seven make sure to register if
you're participating connection Campbell
in the um
thank you thank you uh councilman Smith
is not here councilwoman carpano thank
you
um just that cultural committee's
meeting on Saturday the 30th February
wants to attend
um they're going to be talking about
their fall flea market which is
happening in November
and um that school night went well for
Mainland Regional was highly attended
and the next meeting for the report of
education is October 16th
okay
thank you councilmanathara uh no report
this evening
okay
uh moving on to the ad hoc committees
uh we did have some
a
something sent out regarding the food
trucks has everyone had a chance to go
through those
review that
uh
a couple questions
um
just I guess it's just really
housekeeping issues just whether or not
there's like
one of the things in there about the uh
it says for prepared food I mean what if
they have like pre pre-made things I
guess a lot of those
trucks bring stuff pre-made in the
definitions
um all of them say pre-made
or prepared and cooked
on the kitchen of the truck I don't know
if that's something we need to get into
that kind of detail it just said it just
says uh on all the definitions it says
push prepared and cook in the vehicle
but should it be
or is that not
you know you're saying food that they
cook and breakfast if they do it at like
a distribution area and then load the
truck up and uh
to pre-cook certain items that don't
cook on the truck I guess
I don't know if that's
affects anything really or if we I
didn't think I don't have anything
really
but how do we place that you don't yeah
um right it says afo yeah and I mean we
do have in there the Board of Health
would
have to
approve their food items
do what happens
you can't extend the water help out
there and they check every truck before
they left open to the public
because and certainly when the school
does the school did their uh experience
Festival there there's a representative
okay so it's as
they don't get like a like like a
standalone establishment gets yeah
these will get at Advanced they do I
guess they do spot checks
okay so that was one of my other
questions of course
certification so that would happen
okay thank you
[Music]
and then the only other item
in that question in the licenses in C3
it says each individual
has to be licensed or would it be the
good
that that speaks to background check
okay so I did read books
outside the background because you're
sending your kid up okay
Trump has to be background check for the
safety of our residents okay that makes
sense
I'm just clarifying and so then that
would be
and that would be the license fee that I
did
yeah
they have to they have to plan by
letting us back on whoever they think
what he wanted and they can't have
someone in that vehicle on the day as an
event it has not been done by the
municipality that's the design of the
importance do we want to change that we
continue
I don't think it's clear to know
what is that they need to have
the daughter says
essentially the new potential
organizations
yeah no it says anybody that's what
that's the part I was reading well I
mean it would be redundant it's just it
says that anybody want to figure that
out on their own the license is
non-transpirable
and any any change in ownership requires
immediate submission
um each individual who may be present in
the food vendor vehicle
while
it is operating under
an event permit must be licensed in
accordance with the provisions of this
chapter so anybody on the truck's got to
be licensed and says it
and that's the hundred dollar annual fee
right
and then it's 75 for the other okay is
that per person is that per employee
yeah yeah it's the whole thing it does
checks so where we could potentially
have to check five or six people on that
per truck if they yeah they're gonna
have to pay for the background oh okay
the hundred dollars would be happy
education thing so we'll handle the
background check with the same weaving
in the background checks
um
so just fine devil's advocate here what
are we doing Jim Smith's Food Truck
hires his 15 year old daughter in
computer
right
well they did a background check
wouldn't it
but if you need a background check would
he come up saying they have a juvenile
record do we want a thing
I think well but then wouldn't you have
the same problem then I'm 18 yeah
assistant
concentrating so I'll lend that to be
that the individuals working into the
perfect being female
I don't think we need to do that because
yeah because if I'm 17 and I have a
juvenile record
and then I turn 18.
now I haven't done anything yet this the
other records still sealed I think we're
just
my thinking is if I'm 15 or 17 and I
have working papers I should be able to
work yeah yeah
you know uh I don't know if the working
paper process does any of that but
it doesn't but what you're saying uh
councilman leads it doesn't flag that
there is a record that exists
okay
um I don't think we can I don't think we
can prepare for that yeah
we're taking that out right
yeah I don't think
I I don't have any other questions
thank you
okay so then if ever to copy with them
then the next thing is that a person has
to be put in in ordinance form that we
can okay
any objections
okay
we do uh
we all wanted to create before
the game starts with him and Into the
Wild
why
okay
anything wrong
affordable housing nothing going on
uh the habitat yes
um like we're getting some positive
feedback
um
on those two properties on Dolphin block
66 and 69. and they generally have it
that's ammo to build side by side
uh
down house type of structures
they are proposing four on one sites
that would be eight and three on the
other side for a total of 14 units
and they're they're small so it's like
it's either a regular pounds and you
think there's no regular so we're going
to get Nancy and uh Tiffany involved now
that we've gain that interest level yep
that's good that they're interested and
uh obviously the phase one
was cleared
the other lot is still
I don't know I I don't know that it's I
mean I looked at it just looks so
like such a small
um yeah it would be too narrow a place
it'd be like something in I mean I have
a guy who can run down the title
um I don't know what even charges for it
but maybe more than those title surgeons
we did for dolphin
they were in like a thousand a piece I
think but I don't know that we didn't do
anything with that with those anyway
to get them off the roll I mean the only
other thing we could do is if the people
that live adjacent would be interested
in Mirror does it make sense to ask
habitat if they're if if we do own it
whether they can do anything with it if
it's what they typically
um
would develop however it's in our
affordable housing plan so I don't think
that we should abandon the develop
ability to lack of a better word to keep
it as a plan we need to be able to put
the person for you so then we should do
this
yeah
um however through that end
um except the Hydroponics that we need
to have the two parts of the results in
surveys
could you give me a price for that and
we're going to charge that to the
affordable housing prep
and they do want topography right Chris
they want four corners and then a couple
of random spots in them
yeah so yeah
thank you what was the one yeah
yeah
it runs actually yes
mm-hmm
the other one is 66 11 about 11 and 69
lot 1.02
only two that we need survey
the 66 and the 69 121 we don't need
service
we don't know it's hard here
uh on the new print opportunities I know
we're you're still working on that yeah
I know we have one on the agenda tonight
thank you Mary for that uh
a small Grandpa every bit helps
and then again thank you also for all
your help with the
um the sewer grant that we were that
were pursuing for USDA keeping that
rolling and uh making sure everything
was organized and got through appreciate
that
um
anything else
okay uh everyone completely refer to
your agenda
um approval of minutes councilman
membucci councilman weeds
and resolutions councilman deweed and
councilman attaro
payment of bills councilman leads and
councilman Carfagno
and meeting notices councilman natera
at this time we'll open the meeting to
the public anyone from the public
wishing to speak on any topic we ask you
to please step forward and state your
name for the record and your town of
residence
tonight
but I'm still having trouble following
um
the Habitat for Humanity proposal and
for townhouses side by side townhouse
doctor for how many years Chris uh 14 on
two separate locks they're large a lot
yeah they're large lots of again the
dolphin
um
we've never done anything but seen it
yeah they did some incident they were
telling us yeah our local chapter is
sort of dissolved they still have the
habitat and pretty or
Maybe
10 years yeah
that's where they did these side by side
okay well
great yeah well nice to see your support
in the habitat shirt
thank you Mr boy
if anyone yes please
my name is Ian Brady I live in Fall
Crossing Drive in Lynnwood
retired service member I started to work
at the VA clinic in Northfield
um I began living here about six years
ago prior to living here I came to visit
and one of the first things I did with
my cousin or young kids to Vertical
apart absolutely fell in love in the
place that had the reason I live here
right now so um
what I'm supposing and hoping is I would
like to utilize a little bit more of the
park the bigger that Park is lots of the
aspects that aren't being used and um
one of the things I do with the VA is I
work with high risk factors uh suicidal
past suicide attempts things like that
so I routinely take walk the Mondays
every Monday on University of Florida uh
we'll watch a veteran who's taking them
out there getting these folks out
combating the isolation uh getting them
out in the woods and things like that I
can't believe we can exactly what it
does for
um one of the other things I try to do
to try to engage in as much as I can
during certain point of the year we have
a work they work out cornhole parade in
silver points like cornhole and I was
constantly trying to look at things that
are inexpensive and things to do with
them and I remember a long time ago I
used to play disc golf
with my kids and some fellow Marines
when I was in the service
um the closest unfortunately we have at
Stockton there's one's out of Cape May
County and then there is one in Upper
Township as well the park is more the
suited to ideally make one of probably
the best courses in the state in Jersey
honestly with very minimal impact
um for those of you that don't really
know it's intrudably meant to be played
in the woods or Open Fields and things
like that uh the last thing I would ever
want to do would be to diminish the
beauty of athletes or anything like that
I brought some handouts to show some of
the local courses and what they look
like and it's simply just clearing out
the small brush the leaves and things
like that and you'd be surprised just
how open these things could uh can be I
just want to stop you want to say I just
want to thank you before I forget that
mention I just thank you for coming
tonight and for your service of course
um typically this would be something
would go through our committees but
you know as a courtesy we just wanted to
make sure since you were coming let you
do this so that we can I appreciate it
yeah and I don't want to you know no
you're not no we're good it's not it's
not a big crowd at night so we're fine
so I just
I just was just something I wanted to uh
yeah
as well
foreign
[Music]
that's the 3D
uh tree aversion so it in the other view
you could typically zoom in and clearly
see the line you can zoom down and use a
Google alert you can get down to like
100 feet over them I mean that one's
interested I have like what it actually
would look like on paper
um I mean you can see roughly it doesn't
show exactly what it is but as you can
see it's all contained to the left side
of the park the southern portion
everything is very Within 100 to 200
feet of accessibility to the road so
that it's going to put it at the same
point too it's not going to impede any
foot traffic it wouldn't do anything
nothing crosses over that that
borderline that um walk around
the in fact part of the work we've
already done holes one two three four
five and eighteen are actually in the
campground
virtually need nothing done to them
whatsoever
because of the existing Campground it's
already open
um the one thing you can notice too and
again you can't really see this View
you can't even tell where the campground
is if you look at an aerial photo you
know and that's exactly how the it
remains would look because you're simply
just getting rid of the small brush
that's in the way and part of the game
is playing with obstacles in the way and
the great thing about it is I mean it's
a game for people that are from four to
80 years old you know I play at the
stock them of course on Sundays and we
have people that are playing in there in
their six months or youngest teenagers
to come out and play
there's a
what is that yellow line deep that's the
existence that's the existing path
that's the existing path that goes
around the perimeter of the foreign
that's not being utilized right now the
other holes I mean it would take a
little more trailblazing but thanks to
something around here they've actually
trampled through there's a lot of little
Trails back there so part of the work is
already done but um I just wanted to
just give a little bit of an overview I
mean I would love to if anyone was
interested to come out and kind of see
what it looks like um if anyone's
interested I do have handouts of like
what the existing courses that are here
look like the actual courses okay and
you can see that um sure thank you how
long is it home on average it's just
like golf they can range uh for this
every uh I guess you can't pull it up in
the detail that I did it but the holes
range from
250 to almost 800 feet on this and those
aren't exact you know I mean
there's proposed with the approximate
lengths that I put like four par fives
it's just like it all in that sense uh
but instead of yards yeah you can't
throw a disc the way you can hit a ball
so it's also a lot smaller and yeah
that's completely clear cut everything
happens
that's absolutely not what this this
game's about so I just know that I mean
just in my bedroom I mean that's a great
day of the week when we go out you know
I know that there's tons of people in
the park that are doing
um one of the upsides as well is
currently the number one course in the
state
they hold at least two like one tier
down from the pro level tournaments that
they generate anywhere between forty
five to eight thousand dollars per event
uh they also have food trucks things
like that and they don't have the room
in space outside that border that work
it would provide
so it could actually be an income
generating thing as well
um
is there any questions
and that's typically how most of these
forces maintain the stock enforce is
maintained by the players group
Association that does they're out there
in the fall removing the leaves
um the only thing that this would
require Beyond me which I mean I could
use you don't want me to do was there
are larger dead trees back there that
would have to come down for safety
virtually
um I mean I know just walking around the
river I know recently some threes have
been taken down
um because I walk past them pretty
quickly so there's some pretty big ones
back there
um but aside from that I mean all the
maintenance everything out there can be
done maintained by the people that play
it most of these groups
um they they do it all you know they're
able to maintain these things I couldn't
see being any of the Pervert and thought
that the city whatsoever
um by for funding it is I mean I plan to
granted donations to do it uh yeah that
makes for this this sheet
without the tree cutting because I don't
know and I can't even you know what it
has to be done until we get back there
but I mean my whole estimations to make
this a very very good course would be
about 12 to 14 000 depending on
things that we want to utilize or
different you know types of things you
can do but to make it a really really
good course
about the causeway
and the the ones that you said need to
need a lot of work that is is that there
are a lot of trees that need to come out
besides dead ones or is it no not a lot
of trees there's a lot of ruts a lot of
brush uh I mean now if you consider I
mean when I say I mean tiny saplings
little two to three foot three inch
trees that you know I could take that
one I could put it on cancel
um there's there's honestly not that
much if you look at some of the pictures
inside there yes you can see some of
these courses the minute you take that
brush away just how it's truly open much
like the the campground area so you know
there's still all the large existing
trees they've just moved the garage and
small groups and things like that so all
you needed
uh
I guess the whole whatever you call what
the guy asking yeah Banquets and then
typically
that they utilize and there's a bunch of
different things for cost purposes
um
you know but I mean the the design of it
as well I also wanted to keep it close
and what this will also do is going from
Pole to Hole there will be Pathways from
overhold and all that does is just
create a safer nice walking area for
people as well when um but it's not
going to be in operation 24 hours a day
and more than it's used and I know it's
more examples down some of these other
courses we go to you go to stock people
out there you know with their pets and
dogs I don't know if they're smoking but
people are constantly out there just
walking around because it just created
more of a trail system for people to
walk it
do people normally bring their own
frisbees yes yeah I mean when I stayed
in an expensive sport you can get
started for about 25 and that's
literally all you know newer people will
have three of these you know plastic
writtees that's what they'll start with
them
um so it's a very inexpensive thing
there's also the programs that exist and
I'm just waiting you know it wouldn't
happen uh for sea view or Northfield
Elementary Schools to do Mass donations
where they if they want to get more
people involved in the sport so they can
actually
get a lot of stuff from these kids so
question
any other question
thank you
so much
thank you
yeah
if there's anyone in Zoom
please indicate if you'd like to speak
no man
okay I see no one public session is now
closed
I have a motion to adjourn motion
thank you all in favor
aye
any post
all right we'll start the regular
meeting momentarily
here
foreign
hello again this is the regular meeting
of Northfield city council September
26th of 2023. this meeting was properly
advertised in accordance with public law
1975 chapter 231 and in the Press of
Atlantic City on January 7th of this
year may have a flag salute led by mayor
Chao please
Peace Prize
I pledge allegiance to the flag of the
United States of America and to the
Republic for which it stands one nation
under God indivisible with liberty and
justice for all please remain standing
ladies and gentlemen uh just recently
several days ago
one of our long time volunteer firemen
Mr Jake Eustis eggy passed away
Jake and his family
were instrumental in much of the service
with our volunteers buyer company here
in Northfield
uh he was truly and as well as his
family were truly dedicated
through the service and protection for
the city of Northfield
and I know that on behalf of City
Council
we all send our condolences to his
family
he is survived by
two boys
and one daughter
thank you please proceeded
roll call Mrs Bucci here Mrs Carfagno
here Mr DeWees here Mr Leeds Mr Notaro
here Mr Smith Mr Palestine Mr Chow here
Mr President thank you we have a motion
to
oh yeah motion for approval minutes
please
I'd like to make the necessary motion
for approval of the minutes from
September 12 2023 any minutes have been
posted in the clerk's office and are
available for distribution
all in favor
aye any opposed
thank you Mr Mayor thank you council
president and council members
ladies and gentlemen I received the
letter from Dennis Levinson our County
Executive
uh stating in effect that he has
received on behalf of city council a
requests for a traffic signal warrant
study based on concerns about motor
vehicle accidents at the intersections
of Zion Road and Oak Avenue as we had
noted in a letter to him that there have
been over 35 accidents at the
intersection since December
2017. Five of which involved Industries
so the Atlanta county is now prepared to
accommodate our requests for a study to
determine if measures in addition to the
existing Flash and overhead traffic
signal may be warranted once we've
completed the study we advise you of the
results and discuss how to proceed from
here uh
sincerely Dennis Levinson County
Executive
also he says if there's anything more
that you need please be free to contact
his office
I'm very happy to report
we have two new businesses opening here
in Northfield and I did send the dates
to everyone and everyone is invited I
know one of the dates and times is
around 12 o'clock in the afternoon I
know many of us would work so but I will
be there to represent the municipality I
want to remind everyone that our trunk
and treat will be October the 7th at
Birch Grove Park uh you know we're doing
it on another off day so that it doesn't
interfere with other municipalities in
their event
I would also like to thank the police
department for their work in the
distribution of the McDonald's uh free
Sunday ice cream as an incentive or
something to show appreciation uh that
students or children are wearing their
bike helmets this has been an ongoing
situation that we've had or I should say
uh event that we've held every year with
the corporation of our local McDonald's
so I want to thank McDonald's and I want
to thank our Police Department for their
diligence in this work
I received a letter from the counties uh
uh Court Administration uh they are
asking us as well as other
municipalities for a meeting to speak
about how we can or how they can reduce
the budget as you know the budget uh
that we had received this year uh was a
little bit too much for us to uh really
swallow uh one of the things that they
are looking at just for your information
is looking to for an outside vendor uh
to provide law enforcement services at
the county court as opposed to the
county uh sheriff's office so I just
wanted to bring you up to date I know
we're already set to go with Hamilton
but I just wanted to bring you up to
date uh I I feel personally that
um it's it's kind of late
that they start now I mean if they
haven't heard the problems and the
voices of the of the budget uh but I had
to commend them at least they're
starting something I don't know if this
is going to be something that's going to
be a workable situation there
um so that I believe is all that I have
Mr President thank you Mr Mayor mayor
uh I will get it for you I just I
haven't I don't have my account with me
okay this time we'll open the meeting to
the public any one for the public
no no we we've never worked tonight uh
any more people wishing to speak we ask
that you please step forward and state
your name for the record and your town
of residence
and if there's anyone in Zoom raise your
Zoom hand
that's all for you
no
seeing no one public session is now
closed
council president I just answered
councilman leads excuse me uh October
the 2nd at 4 pm at the Canali Center to
review uh with the towns on the budget
okay
thank you mayor yes
is there any items on the
resolutions that anyone would like
pulled from the consent agenda
okay uh all matters listed under the
consent agenda are considered to be
routine in nature and having been
reviewed by Council will be enacted by
one motion and the item may be removed
from the consent agenda at the request
of any council member and if so removed
we'll be treated as a separate matter
all items requiring expenditure are
supported by a certificate of
