this meeting was properly advertised in

you updated as it uh we move along so it
seems there's going to be some time away

with regards to the economic development
commission the New Jersey Small Business
Association Along with the Northfield
EDC will be holding an event at the
Atlanta City Country Club sometime in

just a few things tonight uh
uh Council uh woman Buchi and I attended
the NBA meeting that's the Northfield
Business Association meeting uh they're
actively uh uh progressing with their
membership Drive I think they're over uh
35 members now myself being one of them
um great organization they're doing an
amazing job
um very proud of those uh some of them
are residents and uh you know they're
all Business Leaders in our town so
they're doing a great job they also had
a um guest speaker Ashley pushman from
uh Atlantic prevention resources she
said uh she was you know she talked
about the breathe easy program uh they
do a lot of a lot of stuff with smoking
and and that type of stuff so she has
these signs and she would Supply the
city with many of you that we
wanted uh for the bike path Birch Grove
you know other areas of town so maybe we
could make a list and see what we would
need uh I did see on the bike path
there's a lot of spots where we could
put them without getting crazy with
signs I mean I'm not a big fan of
science but you know this is probably a
pretty nice additive to the to the bike
path so
um other than that uh just a couple
announcements from fan
um in-person sign ups will be uh July
10th and uh uh August 7th for football
uh cheer
um June 21st uh 5 30 to 6 30 at the
football field uh also the Connolly mile
uh will be July 4th
um Race sign up start at 7 30 and the
race starts at 8 30.

late today the audit uh we got our final
our final audit I I didn't have a chance
to go through the entire thing so I'll
follow up more at the next meeting
um there were I did the go over the
summaries the executive summary letters
and there there's no significant
findings
and there are no difficulties you know
in the audience so it went very clearly
um which we typically have a lot I'd say
they always go some really very
Cooperative with the auditing
um
a tribute to our accounting department
and their and our
Director of Finance uh the library they
have a new director so they're
transitioning um
over to the you know a new programs and
and
getting getting used to uh what we're
doing here in Northfield her name is
Danielle Simpkins the stop by the
library wish her well I hope uh new
Treasurer as well one of the other board
members playing pelea is now the
treasurer and it's uh on Friday the 23rd
the library begins there um
they kick off their summer reading
program for both adults and children and
the world of August they'll have
uh get together with and pride one thing
to promote reading
um
touch base with them though how to get
involved and on the 24th
and the magician is going to be a Birch
Grove Park
at the uh he'll be over by the old snack
thing and underneath the overhang uh I
believe at 11 11 A.M uh so they'll be uh
that's sponsored by the library for our
parental Library
and that's all I have from my reports
oh wait there's a senior the senior
committee the meeting

meeting at the library in the meeting
room
and it'll be open forum for the
residents
um senior residents all our workbook to
attend and refreshments and light lunch
and uh be more of a town hall just to
fill them in on what's going on a city
take questions and uh police department
represent some be there too
discussed whatever they would like to
discuss
uh that is now all I have for my
community
I'm moving on to the ad hoc committees
uh any updates I have an update can I I
forgot to say something with my
committee reports real quick I did so
real quick so the Night Before Memorial
Day
um the bleachers at the TiVo field and
the trash cans were flipped over and I
just wanted to commend Michelle Costello
and some of her neighbors from Jackson
Court which were actually the ones that
ended up writing that and cleaning it up
along with I think a number of our
police officers too so I just wanted to
thank them for being you know good
neighbors and being conscious and doing
that
um but that was for that
um three trucks we are still working on
the final
revision and review for that then it
will go to the zoning and police and
fire we'll review that
and
um insurance requirements review we're
going to set up we need something for
that uh yeah we're we're trying to be
with the risk manager yeah

Smith resigned from the committee I
took me a spot and at this time uh after
our last meeting the committee has is
not recommending to move forward
um
two major factors that we evaluated uh
that had an effect on that the um
our referendum was for a thousand feet
okay
um so the the major factors I'll go
through what the decision
or discussion one and I'll seek some
information from Council uh about moving
forward
the uh
in our referendum we had asked or we had
written in the referendum thousand feet
of buffer between Parks places of
Orchard playgrounds schools
and so on
um so what happens with that 1000 feet
the
um Birch Grove Park borders
Hilton Road visit the back of all the
businesses on Tilton Road a thousand
feet crosses Tilton Road so
uh probably even a two-thirds of
Hilton Road businesses in our
what what we perceived as what was going
to be our area
um about two-thirds of the business will
be precluded by that
and then when we factored in locations
of daycare centers and houses of worship
uh it knocked out probably another good
portion of those didn't leave very many
options
um the other concern that we had was
the
uh the way the rules are written on
micro businesses
and we believe that
at the time it seemed like the micro
businesses were not
um
subject to our constraints at the number
of licenses we if we approved two
licenses
um in the reading of that we believe
that that they may not have to adhere to
that they might be able to continue if
we might not be able to control that so
we would have
we could have more than two if and our
attention or whatever nobody might be
but
um as I've reread those
um those rules again
um I believe the micro businesses was
that that legislation was really talking
about the
the commission
and that they weren't going to limit
the number of micro businesses that they
would issue to so it would still
so I don't and I did speak to um I was
contacted by one of our local business
people that's been doing the bit that's
been in business
um in another city or yeah with cannabis
and he believes that that's not the case
either that that
the micro businesses still would fall
under our
license
constraints as far as what everyone we
approved which made more sense
um but I I was tentative
again in that committee
um
so so if we if we said a little bit yeah
so
I don't believe that that's an issue I
don't think that we would be overrun
with micro businesses what is a micro
business under 2500 square feet which
would be a lot a lot of businesses like
you could put them in a quarter of a
store or something or it has to be a
separate yeah it can't be
well it depends on what the other store
is I guess it could be a part of
no I think I think it's a definition of
it it can't be a corner restore it has
to be a separate separate a separate
store
so again our recommendation was based on
two factors but then
that one thing I believe is different
um
the other thing that is that I that this
same person mentioned was
the thousand foot there uh rules
thousand foot bumpers have been
challenged by large large cannabis
companies and they've been winning
against municipality so
um but that so so you could end up with
one right next to something you don't
want a daycare a church whatever
and even in the legislation it does
specifically say
that
like for example you could have one in
and on in a drug restore Zone
that wasn't part of our
that wouldn't affect us in that respect
but as an example that is part of the
legislation
um so
even though those two things changed I I
would still
I think the committee is still it
doesn't believe it's
doesn't recommend going forward but
again it would be up to the rest of
council is there is there a
Park
right we've got 5 000 feet of woods
between
right Tilton Road and the first Lake
where there's any human beings so it's
basically so you know it's basically the
the rainforest out there no one goes no
one goes out there
um so I I I I can't see considering that
buffer zone
right against Tilton Road
a park well it's not but it's not today
well if that's the case
then we should look into redevelop in
that whole way yeah I would I'd love to
see fields and you know bike paths and
all kinds of stuff going up Tilton Road
back there would be nice well and that
and again that's if we're gonna if we're
gonna consider it a park and and Nick's
cannabis over it
well make it let's make it apart well
and again that's based on what we have
today not what that Park may be
in the future and we could always right
we can this this
you know we can always do this in the
future but um so uh one other item is as
far as what we're comparing that against
those are the factors that I think most
people were concerned about
um the revenue is the unknown uh We've
based on estimates
potentially 100 to 200 000 a year or at
least the first year and then the second
year
whatever whatever it would be less in
the first most likely be as
as more places come online and the
market share gets
taken away
or eaten up by other other cities
um
if we took the if we took the park out
of the equation what's the what's the
impact to the other okay what's what's
that then you're only and again
can be challenging and
so it it doesn't and then it doesn't
really
the thousand feet isn't really a factor
I don't believe I found you know I found
this out
after we
had already on afterwards
um
believe it was a jersey Journey City and
they had to
um
they actually had to pay a settlement
Jersey City
well yeah they they don't approved at
all right yeah they approved it but they
the fabulous but failed and and they say
I believe it was very interesting
questions but
they read the solid elsewhere
well in any event I think the question
is whether yeah
um
so
that being said uh and and of course we
our representative did did pass 57 we
have
roughly I believe they were at 3 100
votes that particular election
so
what was the percentage 57 so about I
think it was about eight about 1800 yet
yay and uh 13.50 now approximately I
couldn't find the exact uh details on
this website mechanic website but again
it was a low verdict voter turnout 3 100
votes versus 6800 registered voters but
it passed um
so
um
uh that that said that the committee
didn't seem to want to move forward with
it but uh May are you looking for are we
are like a straw vote of moving forward
I I would be a yes based on the fact
that we've got 5 000 feet between the
first Lake and Tilton Road
and that should be completely thrown out
um so that's not a park it we may call
it a pork but it's not a park
um other stuff based on the fact that
it's could be challenged
and then the other fact is that the
voters said yes they wanted it
we give it to them
that's my that's my take on it there's
the three
yes councilman since Dave started at
that we've been working away this way
um
well the recommendation of the
recommendation of the committee the
committee is recommending not going
forward we want to know
well I think we owe it yes you agree
with the community full no they won't
they would like to move forward
so Council one Carfagno agrees with the
committee and Dave
councilman councilman Notaro
disagree
yeah I agree with Dave 100

recommendation
I agree with his recommendation
I think we I think we can all speak for
what Ryan agrees what Brian did did
Brian called me today
he's the one person that we know
um so
are these Utah well it's four again
it's for a guests and I I you know based
on the uh
I'm opposed to it initially and
it's it's irrelevant at this point yeah

uh we can that this is something that uh
and again this boat
table here puts it away for now for
until uh such time as either this
Council or the next Council decides to
take it forward but once it's approved
it's it's permanent so uh
is
a critical decision it is what it is um
so we may lose one year of Revenue we
may lose to
or not or

moving forward to the ongoing topics
team
um
are we anywhere with that storm
county is help not helping us there okay
uh the um
potential well we're not selling
properties but there's potential
development going on for those uh for
three different properties so we are
having a uh session tonight we will
um we may have something more after that
or or in the future but at least things
are progressing
on the sober living do we uh
yeah
we have a few properties that we'd like
to get a title search done for uh if
Council authorizes maybe go ahead and do
that that way we know exactly what Plato
is but I've worked with therefore and
your end users looking at that title
report uh my guess is
kind of report for each property
probably in the neighborhood of four to
five hundreds
so for the um for the
for the city-owned properties that we
want to move to Habitat okay
I would be a yes oh yes yeah yes
I think reuniters there
okay did we
need to visit the uh sober living it's
possible learning for the silver housing
yeah I sent a direct organism
yes
um I don't know if you want to discuss
it now you've had time
um I I think you you had mentioned about
the locations or something yeah I think
what we need to do is if we're gonna
without this coordinates I think we need
to apply it to all
residential zones that way it's a
traditional
use aspect of it carries through to all
zones uh we don't include all zones my
guess is they're just going to keep
doing what they're doing right now and
flying under the cover of Darkness
I think I think all all residential
zones you know they're going to be
equally affected so yeah
at the end of place
distance requirements and these are all
things that are
uh within the discretion of the council
to look at you know how far in between
but they have to be reasonable too would
it be would be persons per per room for
for better the way it reads is 10
individuals
operator in the in the facility itself
or in the house difficult
they're not enough for room or like 10
10 individuals per but you know that
house have to have a certain amount of
bedrooms for 10 individuals well I think
DCA requirements would kick in as to how
many people how many people per room it
gets two I think there were two
typically they've been two per room yeah
which I think they want more than one to
they keep they kind of help each other
yeah in the program yeah it seems it
seems to all of council I just didn't
know where yeah
I think I think that kind of covers it
you know it just you know we want to we
definitely want to apply it to all
residential areas for sure

all incendants all Council last marriage

my name is Christine Warden I live at
101 Northfield Avenue there's a problem
with dogs being walked off leash on the
bike path there are three handlers on my
block alone on the bike path that walks
their dogs randomly
the three dogs that did not include the
three dogs that randomly at large have
attacked residents on Northfield Avenue
one of the viciously
injure resulting in a serious injury and
a series of painful rabies shots
the owners walking their dogs on the
bike camp give numerous excuses why
their dogs don't have to be on a Leash
from that they're highly trained to
their registered with the police one guy
told me and these aren't little dogs
these dogs intimidate other dogs and
their owners especially people that have
already have been attacked they see that
I have a child that I had a walk home
school for like a while because he's
afraid to walk past that house where
those dogs live
the code has to be Rewritten in plain
English because these people don't think
their dogs fall under the definition of
at Large
Linwood has an ordinance that has a
clear definition any dog off property
must be on a six foot or shorter lease
also maybe they could put a reminder on
the billboard out front please walk your
dog on a Lynch it's like Humane should
be taking care of your dog
that's all I have to say did anybody
like to see a copy of them with
ordinance that maybe we can change it
because things like nobody thinks that
their dogs are large

Council may we remember about a month
ago
um
uh I sent a picture or you see the
picture of several dogs who were running
loose in this area
um and I think one of them was a pit
bull was am I right yeah
and one of them did bite uh a resident
correct
shots and everything when was searchable
in regardless
you may recall that I undertook a
massive code update earlier in the year
it we already we didn't adopt it yet but
the recommended language that Mrs Gordon
refers to is in the draft of for our
code Chief Newman recommended that prior
to leaving that clearer language be put
in place so okay
with hunting dolls um it says at large
and I think you're right that some
people don't understand what that means

Lord shall be defined using any dog who
is on the property other on property
other than that of its owner or
custodian and he further is not on a
leash of restraint having a length of
six feet or left
so they actually say yeah so we have we
have included that in our draft so it is

council members uh at our Memorial Day
event it was well attended and I want to
thank everyone that was able to
participate and also our city services
uh employees uh setting it up and so
forth and especially Shannon Campbell
who helped coordinate it was very well
coordinated as far as events and and
what occurred and and the people that
there said nothing but Praises about the
event itself
I want to remind everyone if you can
make it tomorrow night at Northfield
Community school is going to be their
graduation event if you are able to come
and you haven't called the school
officials please call them so they can
make accommodations for your chair to
sit at the event itself
um
in respect to the problem or some of the
problems that we have experienced on the
bike path and uh just not only dogs
running loose but also uh individuals
are not cleaning up uh after their dog
has the number one or number two
um
I've talked to the Chief and what we're
starting to do is we're going to utilize
our bike Patrol uh Patrol patrolmen to
go up and down the bike path with the
bikes that we have there uh and that
will bring forth the later on uh if we
have money uh I did talk to Chief Newman
when he was the chief to try to purchase
a electric bike uh for our uh Patrol
here and and one of the rationales that
I was talking to the patrolman who was
uh using the bike is that if he was on
the bike path and there was a call let's
say down in tilt Mark and so forth it
would be much easier for them to get
there use an electric bike as opposed to
the pedal so that's something that I
would like to cancel to consider when
the time comes for an electric bike for
a patrol but uh as I said because of
some of the complaints that we've had
the chief felt it was a good idea to
have a bike Patrol and utilize it along
the bike path itself okay do we need a
budget for
like yeah
we might have have in there already for
no no no I don't know they're not like
grossly expensive
I don't know what the cost is 1400.

I mean I think it's a good idea
um

um I want to just bring everyone's
attention that the New Jersey American
Water Company has been advertising where
they will provide through a grant
um if your house has lead pipe the grant
is going around get providing Monies to
replace the lead pipes to the house uh
from the street at no cost to the
resident uh I had it done at my house uh
and it was efficiently done and uh you
know they still have to come back and do
the patchwork for the street and the
curve and so forth but it is no cost and
if you're interested just call the uh
New Jersey American Water Company uh and
request someone to come out and well
they'll know if you have lit or not
uh lead pipes excuse me
um
later on this month there is going to be
a meeting at the Canali building on uh
the county court system uh so since
we're getting out of it I felt that
there's no sense for me to be there to
speak or anything like that unless
counsel wants me to be there
um Council had directed me at the last
meeting to ask councilman and mayor um
Perry about the car wash at the county
and he indicates to me that there was no
formalized agreement for resolution uh
it was just simply a discussion in
conjunction with the sewage that was
being put by the county in the county
yard so if counsel wishes to pursue this
I would suggest someone go and contact
the County representatives to about the
car wash we have at least two times
I'm sorry what

I can't even understand my own writing
this past week I went to a forum and uh
workshop on various topics dealing with
the effects of uh marijuana and cannabis
and Other Drugs opiates and
um
I will just say this that when I came
out of the meeting was and if this
uh topic comes up to council or even
future council members uh To Tread
slowly uh look at the short term as well
as the long-term effects right now as
council president Porter you know we
don't know if what the income would be
from these retail stores and so forth so
uh I think I commend Council to at this
point in time uh you know there's going
to be a lot of other municipalities that
are going to have it we don't know as I
said what are going to be the pros and
cons but I commend council at this time
to slow down and you know see what
what's going on there
um
I'm sorry what it's not the Roses yeah
smell the roses though literally right
okay
um I believe that's oh um you know what
oh that's it

just a reminder about the Fourth of July
parade and
um there's going to be the run here so
if you can participate I know you
participate in the run there I thank you
very much I think are we meeting at I
don't know Jon Snow but are we meeting
on Jackson Avenue or are we being

and the last thing I want to announce is
uh with deep regrets today I attended
the funeral of uh job reading some of
you may remember him he's a resident
here at Northfield
um and the reason why I bring up his
name is because he was one of our more
vocal uh and positive uh representative
on concerns of the city so uh I said my
a sympathy on behalf of city council uh
to the family there but he was a very
nice gentleman and uh he as I said he
came to city council several times and
brought some issues that brought
attention so
and that's all I have Mr President thank
you so very much
oh one other thing I do have one other
thing one very important thing
so the uh the the soil radar
uh search on the county property at the
Canada diocese is proposing to build a
um
homes well I should say residents uh has
been completed
and at this time they are reviewing the
uh information
if if there is for any reason
um there is some abnormalities that
they're going to dedicate the area uh
and they do have a plan B
that they can discuss with the county to
move the building further away from any
kind of uh possible quote Graves
um at that point once that has been
finalized and they're going to come
before city council just to present
their ideas of plans and input on this
project here will they provide us with
the reports
I will ask them to yes and we know where

coordinates eight of 2023 is an
ordinance of the city of Northfield
County of Atlantic and state of New
Jersey establishing a single joint
Municipal Court with the town of
Hamilton
this ordinance also repeals and amends
chapter 18 of the general ordinances of
the city of Northfield and approves a
joint municipal court agreement for the
operation of the joint Municipal Court
with the town of Hamilton
this is the introduction there will be
no public input and the ordinance will
be published in full in the Press of
Atlantic City on
that's not right June 12th it's June
20th
um is when it will be published it is
presently posted on the municipal
website as well as in the lobby of City
Hall any member of the public who
requests a copy of the ordinance will be
provided with one free of charge in the
office of the municipal clerk during
regular business hours
there will be a second reading of public
hearing and the matter will be
considered for final adoption on June
27th of 2023.

required to set forth as much
information as possible about the
subject matter to be discussed as well
as provide for the members of the public
to the amount of time they can expect to
elapse before the non-public minutes
will be disclosed

um however for those members of the
public who are here with us this evening
as well as those in Zoom when the
executive session does begin the public
