this meeting was properly advertised in

reports councilman leads
the fire department responded did 50
postal service for the month of June
EMS was dispatched the 107 calls for
University they were
sent out 57 buyers Believe coming into
account 50 pounds of the 107 that data
quantity 55 people requested
transportation
52 refused
the Fourth of July parade is held
probably this month and pretty decent
China but the one thing I wanted to now
uh
the public posted pictures on social
media and one of the pictures that just
stuck out more than anything
because of the young little boys stand
for in one of our Northfield police
officers gave him a fifth bone and that
just sent I already told the chief about
it messages
there was a
missing person in the city earlier this
month
I just want to acknowledge both Tim Joe
and chief Hong Kong
and so I've been there from Midnight to
3 A.M I know that they're out there
reading the search and stuff eventually
here they're with them and I just want
to thank both achievement and temper
going above and beyond try to bring
somebody home

uh councilman DeWitt
um the parts for the um light for the
sign out front
have been received and Calvary has been
hired to uh install the light so if you
don't have a schedule for when they're
going to do that but they are scheduled
to to do it in the near future
um the other thing is um met with
superintendent Quinn by Talley and the
chief I'm calling about uh we're going
to start closing outer gates to Birch
Grove Park
there's a lot of vehicular activity in
there late at night through the wee
hours in the morning so um
speaking with the chief and Quinn and
you feel the best thing to do right now
is blocking out our gates
in their time it's going to be floating
a little bit so generally speaking
sometime around 11 o'clock in the
evening and they'll be opened up six or
seven o'clock in the morning
so
um that's all I have tonight well I can
close my account after the way it closes
the box so anytime after that well the
outer Gates we have to leave those there
because baseball's active right now okay
so we have been closed the interior gate
but that's not some of the vehicular
activity is
behind a baseball building and you know
Nebraska building and things of that so
the outer Gates Right advert right

it's part of Economic Development
um commission is concerned I sent all of
you our meeting notes for meeting with
Triad and the city officials if everyone
can just take a quick look through that
and see if you have anything to add and
just send um me an email to that effect
um we're working with Triad we mean the
economic development commission is
working with Triad to develop the
economic element of the master plan
um the next meeting we're going to have
is with uh this the economic development
commission which is a number of the city
businesses to get their input and then
all that all put together and then
tryout will come up with um
their economic element and then we'll
move forward from there
um also the economic development Mission
we're hosting an event on August 22nd
Atlantic City Country Club in Kentucky
with the New Jersey Small Business
Development Center
and that that will have resources
available for
all small businesses and it'll be all
open to all the communities in Atlantic
County it'll be
um advertised or advertised the word
will be spread through the economic
development commissions of our
surrounding Community that's going to
also be fully funded by um as well the
New Jersey Small Business Development
commission so
and I think that's all I have that's all

uh now I'd like to report the Little
League will be hosting the hosting the
free clinics will take place
of the staff serve the South Shore
Baseball League will be putting us all
for the benefit of the little league
boys and girls from 9 to 12 on Sunday
and uh
otherwise for shared services I did
speak to Mayor Matic of Lynwood
regarding this batch uh we have to have
more meetings certainly but one of the
piece of information we did shares
they're not prepared
budget-wide to do anything prior to the
next budget cycle in terms of bonding so
the earliest we would be able to do a
were the six months into next year
so we're still
until
this year

um the only thing I have is uh thank you
for everybody who came out for the July
4th parade it was a huge success
um the cultural committee wants to
remind everybody that for Northfield
night out they will be open from 6 to 8
PM if everybody wants to stop by the
next meeting for Mainland Regional High
School is August 21st at 6 pm
and project refit the organization who
came for Veterans Affairs is planning on
coming at the end of August so I'll keep
everybody up to date

um I spoke with um Ashley pushman from
Atlantic prevention resources in
reference to the breathe easy signs for
the bike path
um she said she would Supply us with an
unlimited amount of science
um wherever we wanted to put them I I
said maybe we would start with like 30
signs and and see where that takes us
um maybe at the intersections at Main
intersections we could put those
um and uh I'll be meeting with her on uh
Thursday this week to pick those up and
then I'll get with buildings and grounds
and Public Works uh for the installation
of that
um
the uh Not only was the Fourth of July a
great success like always and I'd like
to thank all the people involved of
setting that up the cultural committee
Police Department you know everybody
involved with that it's a it's a
wonderful event uh the lineup was great
very organized I was very impressed with
that
um Not only was edx a great success but
the Connell and mile
this year doubled in size like it was
amazing we had 450 Runners uh what a
great year uh it's really ramped up the
committee and uh maybe next year we're
gonna get a different timing service and
uh accommodate a little bit better it
was uh kind of like took us off guard
you know we were expecting maybe two 300
and 450 show up so uh great event and uh
it's nice to have those things in our
town
that's all I have thank you
uh for my committees the library board I
would unfortunately was not able to make
the meeting however they uh they're
meeting minutes they did hire the the
last director
um
was let go uh but they have hot they did
uh during that last meeting
uh approve hiring Matthew Freud Boyd
um to new library director so I'm not
sure if I start date or if he's already
started um
but hopefully the uh he'll uh
be a good fit for for the library and
continue on
that's all I have for the library the
senior citizen committee we did meet
last last month at the end of the month
right after our last meeting
um it's a very uh it was an open meeting
uh some of the folks from the police and
fire department were there uh
firefighter trench and Captain Nixon
spoke about their a couple other
programs the smoke detectors the
checking up on seniors that may live
alone that need uh just to make sure
they're okay which uh every so often
um officer sunstrum did speak about some
of its games going on with that
phone scans where people try to
manipulate people and steal money from
them the uh one thing imagine obviously
is never the IRS never calls you
um so don't believe them uh also if you
get call from utility these are top ones
uh utility if they ask for get if you
ask for you to pay immediately and with
a gift card that's a that's a key red
flag that uh they're scanning
uh some of the other things we spoke
about were just things going on in town
some of the residents asked about one
thing was uh which was new to me but I
don't know that it's ever happened to
people squat when you're out yeah
they'll you'll be away she heard that
they come in but um and you can't get
them out of your house but
um I haven't I recently heard someone
else mention that but I've never seen
that or be able to find that
to be the case but
um they asked about the parks different
Parks issues and the other tablet came
up was the fact that we
um
we had voted not to go forward with
cannabis and they had asked about that
as well
um
that's all I have on my committee the
question on that is that what was the
turnout did you get oh I'm sorry yeah
there was about 20 residents did attend

peace
and we had it at the library in the
meeting room there it was uh
yeah we had room for more so hopefully
as we get things rolling again uh we can
increase that and it's make it available
for more and more people show up
um okay moving on to the ad hoc ladies
uh on the electric vehicle we did go
over the
um
councilman nataro and I met
and went through this the state had a
template of an ordinance that was
um
quite long and didn't really a lot of it
didn't apply to what we would need in
Northfield so we started going we we
went through that and then what we'll do
is uh we do need to have a full
committee meeting to go over certain
specifics
and our Engineers part of the community
so we'll we'll arrange a schedule so
that we can go through the ones that
will do more of your wheelhouse and
um that you can we can address what we
need to change in that ordinance and
something we can present to our to
council
uh any update for the food trucks
I'm still waiting on I'm hearing from
the police department and
okay
um
portable housing we've
I don't think we have anything anything
to report there

and we don't have any any there's no
update on the
um
developing those lots the Northfield
lots of okay final reports I've got to
review them and then get them and then
we'll be the habitat man
um
let me touch base with Lex and um was
one of the three Jackson or no that
okay because that's the one

I will uh follow up with tabithat and
see what they want to do next Jackson
here
um anything on the server living
uh yeah I spoke with Tiffany uh Tiffany
wants to drill down on that a little bit
more in terms of potential uh other
zoning regulations uh that we could
Implement into the ordinance uh so she
had for a little bit of time to do that
so she can get an estimate and a
proposal out to the city for that first
okay
uh some uh okay we all need that
let's see
the our new business the um
well the new grant opportunities I did
uh councilman Louise and I did meet with
uh
a consultant the that they were working
or looking at USDA grants
um one of the things they want to do is
USDA provide grants that will pay for uh
the Engineering Services as well as the
preparation of the
Grant applications
however you're not you know we would
have to apply for that
in order to apply for that their cost
would be eight thousand dollars to
to apply for that piece
if we don't
um and then the other services would be
another 43 000 to apply but
we wouldn't you know that would be
that would only be if we if we got the
grant obviously right unless we decide
to go forward but and we would need to
get the eight thousand dollar grant that
pays for the planning process
we'd have to front the money and then
but well no if we don't get that yeah we
don't get the grant then then you lose
the money then yeah that's our risk
paying eight thousand dollars for if you
get the grant you get reimbursed for the
we get if we get the grant then at least
it pays for everything
and the application to do some waste
water and some roadway
um or a Wastewater NC Community
facilities is there
the total that Grant will be 51 but then
they would be
uh what their what they
ultimate
Grant would be for would be
um
we haven't identified the specific
streets but it would be the streets and
the sewer for
an area that we need done
so that's at the 8 000 just a one-time
fee and then to get to right but then
they apply to 28 000.
my point being we'd be risking eight
thousand dollars to run forward with
them assuming we have the funds
available that's something I need to
verify with our CFO uh but before I did
that I wanted to see a council we need
to move forward with that do you know
that like is there a click
is there an odds of getting this is
there like what like is there some kind
of
witchcraft or whatever how they how they
decide this type of thing who gets it
who doesn't it
that part I'm not aware of I don't
I don't have the money to them
right no it's it's uh it's a USDA Grant
the the Consultants are former USDA
employees or directors
um but that doesn't obviously guarantee
anything
I'll get that additional information
yeah that's a good question the money
pool and
I mean obviously the people going for it
would be
everybody just like always
that's all I have there next item
that was that was requested was uh
discussion on the traffic a traffic
signal for oakenzyme yes but I I think I
have to talk to the county to find out
about that well we that that's come up
several times and
I believe it has come up in the last two
years
it had presented it and yeah we've
actually entertained a signal and a
four-way stop and both of which in
recent years have been denied
because of you know it doesn't meet the
criteria but I can tell you is that the
road design road is under construction
right now uh Public Works superintendent
is actually in the process and Nori has
a couple of quotes already to
purchase bigger and motion activated
aluminum stops illuminated stop signs
for Oak both sides was on it so
we're just going to put them on top of
the existing poles but we're just
getting the cost right now for the Suns
the other the other option I mean the
other
issue was um there was a resident who
lives right there on Oak and Zion
heading south and she was saying how
it's really hard to see because you kind
of have to inch out like all of Zion is
it's really awkward
um so I know Zion and the bike path the
same way
um you kind of have to inch out and by
the time you're out you're pretty much
in the street in the roadway
intersection and quite frankly I don't
see that happening because it's not the
right of way out there to do that but I
understand what you're saying yeah
it has been done in the past when Paul
when Chief Newman was here within the
last couple years but certainly in
Council wants to do that you know I
entertain you know I suggest writing a
letter to the executive and asking for a
traffic impact study
that's something they're going to have
to do
maybe maybe so we're going to be doing
they would have to do it
so so we were talking about the
developed and potentially development on
that
if there's anything with the old school
oh right okay
should that happen so are we gonna do it
now and
asked me about this the county does
prefer when a requests like this are
made that a letter come from the
governing body not from one person they
want to understand collectively that the
entire governing body supports the
notion so that's why it's on the agenda
so we just don't want one person calling
them it needs to come from everybody do
you mirror do you recall the last time
it was done yeah
yeah yeah if we do a softball uh about
sending a letter and I would say that we
should send a letter and include either
a
uh signal or and since
since the document will require their
approval put it all in we'll waste not
for traffic signal or or the just the
large

evaluate whatever ways that might be a
little dangerous we'll piecemeal this
and we get quicker results
um and as you and I had spoke previously
about
um painting is true what uh Ryan would
you know if we wanted to do something in
the street to
not not the strips no just just the
um why striking across wide striping
white striping leading up to the
intersection on Oak to try to
I mean it's still
we still have to rely on people to see
the stop sign pay attention stop sign
pay thanks but it does help

I mean if we did both or whatever and
yeah I have a question for the Chief
Keith um you know how many accidents
have been out in that intersecting the
last year
great idea especially uh
the speed boxes around town and it
starts to flash like white real quick

Zion Northfield Avenue and Bay Avenue
um last thing I want to tell you the
traffic signal while I'm no traffic
engineer I got very much that it would
be permitted because the signal at
Children's design though I don't want to
see a flashing light but what I would
encourage Council to consider to talk to
the county about
is the possibility of one of those
signals like I said
Wabash and mineral and Lion Road
where The Pedestrian or the cycle is
activated it's just a flash you know if
they're familiar with that The
Pedestrian crossing sign like that no I
think well there's one at the clock yeah
that
the ice cream parlors
I've noticed a lot more bicycle traffic
scooter traffic
on the bike path
and I think that would be something that
would be sort of a safety related issue
for the public

council members uh first of all again I
want to reiterate comments uh thank you
very much Chief and all the other
organizations that are involved and
still work in in terms of trying to find
this missing person
um and what you report to me I think it
was it was really uh you guys outstanded
um and also I want to thank the uh
people who are organized the Fourth of
July and the race I was a little take it
back over 400 Runners that day you know
I usually provide the drinks and we ran
afterwards I didn't know why and so I
found that there were over 400 Runners I
we've never had that many people next
year we're going to need more so I'm
sure you will
I just want to remind everyone again uh
the National Night Out is going to be
August the 3rd we change the data or at
least uh made that modification so we
don't conflict with other uh
municipalities so looking forward to
that day and again I want to thank the
police department who will be running
that event itself
uh the library is uh council president
pointed out has hired a new director but
we are also because of the school year
uh is starting to end we're losing some
of our library assistants so we're
advertising uh if the public if anyone's
interested in working at the library as
a as a paid position at the library as a
library assistant
uh today the promotion process for
sergeant has been concluded by the New
Jersey Chiefs Association uh as soon as
we get the results the committee will be
re-established uh to interview and
hopefully we'll have some good
candidates I know we will have some good
candidates uh to submit to myself and to
the committee as well as to city council
for the promotion process also uh
tonight we have uh an ordinance that is
a recommendation from the police
committee regarding the promotion
process and that we're dealing with the
sergeant and we'll deal with the other
lieutenant and Captain uh if when that
time comes but right now that is a
proposal and I hope to get your support
uh as a result of the committee
submitting this to city council for
their review
I just want to remind everyone that my
annual recycling program has been
started for the month of August and
September uh each month a lucky
candidate or a person or winner will
receive one recycle bin so if you are
interested in participating in the
contest the uh you can just submit your
uh actually actually your entry to the
city clerk's office then can they email
it to uh Mary I don't remember
okay all right so that's the option that
you have there
uh
excuse me next month the committee will
be meeting with the county and Diocese
of Camden to review and further uh
discuss with regards to the findings uh
that they are committed on the county
Grant as most of you know the Camden
Diocese is submitting plans or program
proposal to build I believe a an 84 or
85 resident on the county building
programs so uh the committee will be
meeting I haven't gotten a final date I
have to wait and hear from the Camden
Diocese as well as the uh government or
Atlantic County government in that
respect there but I'll get back to you
hopefully uh we proposal was like the
second week of August but we're not
quite sure at this point
um
so this oh I'm sorry let me give you the
police report from last month the month
of June
uh just to highlight that we're over
let's see 332 calls and motor vehicle
stops uh in terms of calls other are the
official excuse me calls and other
police initiate were 214 uh property
checks with 757 calls requested by the
phones with 441 in terms of total calls
for the Department there were
1755 so those were the and there were
159 citations so those were probably the
outstanding uh statistics I just wanted
to point out the city council
the last item is this a request
um
at my last city council meeting I asked
if the council would consider purchasing
EV bikes for our Police Department uh
Linwood currently has two and it's my
understanding that it's been working
very well with them my Concept in
talking with the chief is that we want
to re-establish the bike Patrol or the
municipality as well as establish a
patrol to help Patrol uh the bike path
as you know we've gotten complaints
about dogs loose and other things but
looking for the versatility of EV bikes
for our police in terms of responded I
am proposing along with the chief if
money is provided and I haven't spoken
with Dawn is purchase two EV bikes we
the chief had gone to a convention just
recently and got the specs and had
reviewed uh the samples that were likes
that were on the uh at the convention
itself so it comes to with the fully
outfitted bikes a two uh
5187 dollars
so if Council would like me to proceed I
would like to go to City excuse me to
Dawn and ask if money is available or if
and when it does come available we would
like to pursue the purchase of two EV
bikes
so that's my request to city council
no no for two we're two bikes sir
the base spikes are excuse me the base
price for the two bikes uh is three
thousand uh 895 each that's just the
bike itself without really fully
equipping it with the lights and bags
I'm sorry what was that because there's
extras on there yeah the 3800 each
Thirty thirty eight hundred and some odd
dollars and then you have the lights and
the Scion the police bag
for two bucks yeah two bikes and then
there's extras yes and then you got the
extras the little bells and ring
literally bells and whistles yeah would
you use the whistles we're not using
Sirens
we're doing a cut back you know a little
budget recent whistles
oh okay all right well like I said we
haven't gotten the date uh so I'm asking
Council for permission for me to pursue
anything to actually
shooting yourself

on the edge and then that this hole
again is it on the uh side or the Pond

would that be something that they would
be able to adjust their application to

that field or field would be available

the use of these fields is going to
cause more expense
in in fixing them so you know when we
Greg and I say we're going to have to

their application whatever they want but
it probably makes sense for them to

given the fact that that's already

and their application says football or
soccer field
and obviously I know we have concerns
about the football field and reselling
all that I recall all the time when we
had soccer in Woodfield and they played
on The Outfield
yeah yeah for one we did that for one
year without the option for an
organization like this to use the
Outfield
when Northfield doesn't have games
um
but we don't have a designated soccer
field so that would just be day again
with it I guess they would need to put
in if that's their intention that's I
don't know if that's the size build
there
that's something
there's other concerns too I mean when
you're when you're caught when you're
when we're constantly allowing all these
organizations to use the field and
believe me I wish we had more Fields so
everybody could use Fields but
you know the wear and tear you know Greg
can contest to this uh there's there's
Pop there's holes out there there you
know it's a trip Hazard for the kids
come come the season there's there's uh
there's grass that's sparse it's it's a
it's a tough and that field let me tell
you is the hardest field to maintain and
we're trying to you know wrap our hands
around it and
you know keep it nice for the season
um I you know
I get it everybody wants to use it and
and like I said I wish we we could we
could do more out there you know but
it's all we have
a problem with living in the use of the
football field so I'm not even talking
about that I'm suggesting going to
Alternative is that an option
either way I think they need to put a
new application in that responsibility
to reach out today

client privilege
we are required to set forth as much
