good evening this is the work session for Northfield city council September 12th of 2023. this meeting was properly advertised in accordance with public law 1975 chapter 231 and in the Press of Atlantic City on January 7th of this year may have a flag salute led by mayor Chow please I pledge allegiance to the flag of the United States of America and to the Republic for which stands one nation under God indivisible with liberty and justice full please remain standing ladies and gentlemen let us remember and keep in our prayers for those serving in our nation's armed forces especially our troops away from home our First Responders and all public officials I would also like to announce that one year ago was today is the anniversary of the death of patrolman John skulls let me just say that when we interview Chief Newman and myself interviewed John we solved the potential the motivation and the potential of achievement that this young man had he was surely missed and I know that he would as I said have been a wonderful police officer to represent the city of Northfield thank you please be seated roll call Mrs Bucci here Mrs corfano here Mr DeWees here Mr Leeds Mr Notaro here clerk yes good evening our first um oath of office will be for lieutenant of police Scott Pollock Scott would you like to come forward and Scott is your family here with you please have them come forward and introduce them to us if you don't mind please two weeks ago for the first year so hopefully she can watch online please would you all like to come and join Scott please repeat after me I just I call it I stop following your family swear to solemnly swear that I will support the Constitution of the United States and I will support the Constitution of the United States and the constitution of the state of New Jersey the constitution of the state of New Jersey that I will bear true faith that I will bear true faith and allegiance to the same and allegiance to the thing and to the government's established and to the government established in the United States and the United States head into the state and in this state Under The authoritical People Under The Authority of the people and I will faithfully and I will faithfully and forcefully and partially and just be informed and gently perform all the duties of all the duties of Lieutenant of the city of Northfield related official here it is I thank you guys um I know you're all thirsty but I'm going to be a few minutes oh the last time I got promoted was the sergeant in 2007 and my daughter Eva was three years old and she held the Bible for me my wife Laura was holding her we have a great picture of that he was so small now he was 18 and away at College in South Carolina and can't be here which makes me sad but I'm happy that my beautiful and sweet but Amaya held the Bible for me tonight maybe if I get promoted again Lord you will get the honor mayor Chao and all members of the city council I thank you for this opportunity and for the trust you have put into me to perform all the duties and responsibilities of this position I understand how important it is and I promise you that I will not let you down I will make you extremely happy that you promoted me to this position I will accept nothing less than that I will do everything that I could do with Chief Von Collins and all the members of our police departments to deliver the best police services we can deliver to the citizens of Northfield I have the utmost confidence that all of you and the people in the Northfield Community are going to be very happy with what we accomplished again thank you guys so much Rob Dever congratulations on your promotional lieutenant you're a good man and a good friend we've worked together for a long time I'm happy for you and your family and I'm happy your daughters and your wife get to see you have this moment which is truly expensive thank you for this opportunity thank you for the trust and confidence your place again need to walk alongside of you to perform the important duty is that running this police department calls for Steve Von Collins I hired like seven months before I did when I first started we were on different shifts but on the same side of the week which basically means if one of us was on days the other one was on midnights but there was an hour at shift change where an early man comes in a handle call through shift that is going off so they hopefully don't get tied up on any calls before they leave and Mark will come in at six in the morning when I had worked the midnight shift and we used to talk about investing in stocks what stocks we had and all that and we would have the Press of Atlantic City dropped off at the back steps every morning back when people actually read newspapers you probably know where this is going this guy bought a stock called Baja sorry Chief I got to tell the story it was crazy the stock was going up like 20 a day and split I don't know how many times do you remember how many times it split so I would just be looking at the stock section of the newspaper and Mark would come in at six a.m and see me looking at it and just have a big grin on his face the point of this story mayor and council is that the chief doesn't need that Chief salary he's got that Qualcomm stock but in all serious issues I forgive you for not tipping me off on Qualcomm and I'll give you everything I have to raise the bar at the Northfield Police Department in your vision things happen for a reason and I now truly believe that it wasn't promoted early in my career for a reason I know you know what I mean thank you thank you for this opportunity our friendship and your trust in me to walk alongside of you to accomplish the great things for this to please yeah Police Department that I know we will I want to recognize and show appreciation for a couple of people that I worked with a lot early on in my law enforcement career that are here tonight it may help me become much better at my job first of all our baby you're one of the weirdest dudes I have ever known man you had past tense a lot of law enforcement law enforcement knowledge in that weird brain of yours I'm not gonna lie you weren't always the easiest person to work with but I learned so much for working with you when I say he wasn't easy to work with I'm not a morning person and it takes me a little longer to get my motor running at full speed and I would walk into the detective Bureau at 8am and art would be like why isn't this guy arrested yet and I would say seriously okay he will be sued what you taught me so many of the intricate nuances of Investigations made me think outside of the box and to never give up on a case I was fortunate to have worked with you for all those years and I thank you for everything you thought was you could have given me a few minutes in the morning but it's all good Steve stonica Captain Steve where are you at there he is they also have a few other nicknames for him that I can't say here but I started here as a cop in Northfield when I just turned 22 years old I didn't know anything about anything I came from being a special police officer at Seaside Heights breaking up Hotel parties and fights on the boardwalk to working with you for those of you that don't know Steve was a cop in New York City for 11 years I believe and got assigned to the DEA passports in his time there before coming to work in Northfield so you can only imagine what kind of experience that brings she you taught me how to be a real cop when I was just a young man you taught me how to get it I was able to help so many people much more solve much more crime and arrest a whole bunch of people that deserve to be arrested because I had the Good Fortune of getting assigned to work with you when I was just a young man I couldn't help but be better at my job by being around you also told me a bunch of other stuff that I'm not going to mention here it would be inappropriate but I appreciate all that too that mouth of yours has had me dying laugh in the past 24 years my career in law enforcement is so much better because I worked with you and we killed it in the detective your body if I'm fortunate enough to become an old man I'll look back on our times working together and smile and laugh about all the good things we did in the hilarious times we had thank you his job is filled with great people who want to do great things I remember when I first started working here in 1999 I would hear older officers like Ronnie Collins talking about things that were changing and how it wasn't going to be easy to deal with and they were right it wasn't easy the fact of the matter is this job keeps getting harder and harder more is continually expected of you nevertheless but what coincides with that is the people in this job keep getting better and better and the reason for that is because like I said this job is filled with great people people who continually need the challenge all my younger co-workers out there which is pretty much all of you now it is an honor and a privilege to work with you I know you will continue to adapt and overcome when my daughters were little and we would go somewhere and they were playing with stuff we're eating I would tell them leave it like you found it meaning clean up after yourself but I'm not going to leave this Police Department like I'm like I found it I'm going to leave it better and I know you guys will do the same speaking of my daughters that brings me to my family the reason I'm speaking here right now is because of my dad he saw this in me when I was a boy I wasn't a bad kid but I never definitely needed some direction my dad came to me my senior year of high school and said they had a program in Seaside where you worked through the summer the special police officer and then they sent you to the police academy you get trained and then it's easier if you get a job as a topic because you're already trained and that's the reason I'm standing here right now unfortunately my dad passed away on August 4th and isn't here to witness this my mother also passed away on Christmas Eve in 2019. I hope somehow they're saying this and they're making them proud my daughter's even Maya like I said Eva isn't here but I hope she watches this online thank you for being the kids of a cop I know you have heard the comments at school about being the kid of a cop and I wasn't a very good detective too my interrogation skills are on point so I'm sorry I didn't fall for your BS actually I'm not you're better off for it I love you girls so much go do good things in life I love you guys I will always be here for you no matter what my wife Laura we started dating in high school you have been with me from being an idiotic high school boy to being a meter made special police officer and so on I'm sure you still think I'm an idiot but now we're here you're the backbone of our family I truly Finance for a better wife and mother of my children thank you for staying by my side through the trials and tribulations of this job in life I love you and I'm blessed that you came into my life and I wanted to end this by talking to my co-workers that were involved in this most recent promotional process if you were selected to be promoted congratulations I'm happy for you if you didn't get promoted I've been there what I can tell you about that from my personal experience is that looking at it now I couldn't be happier about the way it has worked out take these experiences and learn from them make yourself better and improve your chances the next time and most importantly don't forget why you wanted to be a cop in the first place okay sorry it took so much time but this is really important to me thank you to everyone that is here to support me means more to me than you know I love this job I love being a cop and I love being a Northfield cop I'm gonna cry like a baby when I emergency this Thursday at 7 pm downstairs at the French operation Center and we've put in Australia's new process working at the details to start a start training patch for England and volunteering just wanted to say I attended the Absecon absolutely um beautiful beautiful well-attended Memorial we always think it's very important for us to memorialize that um as far as my committee report congratulations to the officers and the promotions and consider the best that they perceived Northfield we I received a text from with mcfarthy to Babe Ruth I think that would be well right for the schedule for Beirut for the for the fall season so that's on the books on the calendar and uh yesterday the mayor myself and council president policy and understand today meeting at the Northfield Community School for our super components administrator gave us a introduction I guess we would say to a proposal that they're about to referendum for improvement for the school facility and they've been are in the process of getting that together and filing the application in the state but uh I wanted to you know send my appreciation to the board and to the superintendent for calling us in keeping us in the loop that's been an issue in the past but sometimes we haven't been in the loop so they did reach out to us they didn't invite us to them and let us know what they were planning on doing we briefly an idea they're still working out details but um I did want to you know extend thanks and appreciation for bringing us in and having that meeting and sharing what their food stamps have gone up coming in this year thank you councilman thank you Captain president um congratulations to Lieutenant Pollock and Independence ever um I really the only thing I have is mainland got off to a great start the next board meeting for Mainland is September 18th at 6 p.m pretty good uh thank you Mr President uh also congratulations to uh Lieutenant Pollock and Lieutenant Dever on their uh promotions uh well deserved um from a fan uh the Cardinals had their home opener this weekend uh on Sunday aside from a little B issue in the heat uh it was a great day and uh they even squeaked out a few wins at the end of JV and varsity both won uh we're looking for a good season and uh that's all I have thank you how the fields hold up with the ringing uh they're not bad um and with that said I'd like to thank uh councilman DeWees for for uh stepping up and getting the seed seed job out there and some fertilizer uh to help aid in the maintenance of the fields to keep it going throughout the season so uh that's going to help help us a lot also um I'd like to thank EMS uh our Inspira and our fire department and our also our Police Department for the presence out there over the weekend talked to Lex from habitat today on the um phase one environmental study for the three properties came in there are there appear to be no issues um I will tell you I've never seen one and there's like 16 appendices and the second one was 600 pages long and there's three of them so um a lot apparently um so she and I will touch base tomorrow and set up a time for she Chris and I to have a call so agenda so sorry about that that page uh so that someone is uh seeking to add a tower um but it's in Birch Grove Park which would lead to the restricted news so um it's a little further other locations City Hall yeah yeah that was one of the suggestions um but uh so Butcher Park esteed restricted Chris and I looked at the language and we believe the Restriction would impede this sort of development that of course is up to all of you we do have a telecommunications ordinance on the books and it does provide that if an interested developer comes to town city land has to be given first priority so not that we need another committee but um it would be my suggestion that someone contact in range Solutions let them know that development in the park is not possible and ask them if they'd be interested we had previously looked at City Hall I don't know if that's still an option but city land does get first priority in our ordinance which is probably why they reached out to us okay thank you I could do that if you want yeah thank you for your volunteerism no there's no Tower yeah it's not there anymore foreign that's a privately owned Tower no that carved that piece of land there that's no somebody else owns it yes that other Tower is probably oh yes Birch Grove is is only only restricted to parks and and Parks and Recreation Recreation yeah right acre parcel of land that's privately held so either that Tower is full they're competing I don't know why they did not in range Solutions or maybe they did approach them and they said no I don't know yeah well most kids are out there playing on their phone for recreation so maybe increase the coverage and a need yeah right there is a boy plenty of dead spots in town so I don't know if this would help yeah yeah yes oh there's room there isn't there another Tower somewhere around Ridgewood where uh Tilton Tower House and Garden behind there yeah and there's one and there's one behind Bank of America yes we have three of that we have which most parents don't have is a farm and Birch Grove Park has always been a near and dear to my heart we used to have we used to have friends in first place of course but we've kind of uh dissolved that a little bit it's still going but it's it's uh very spores I heard that there was an incident out there the other day where there was more than just mischief to me it was uh destruction of property a uh park bench I I and if I'm wrong with my information just let me know what a park bench was thrown into the lake um I've been there a few times this summer even with the heat and once in a while I would see a policeman drive through but as we as maybe you know as kids uh playing in the parking going in the park there's a lot of entrances to get into before there's a world right off of in fact I think there's two roads right off of Burton Avenue I can also come in from uh Mill Road uh so uh a lot of children or young adults or adults uh can get into the park uh without the police scoring the park knowing about it my one suggestion would be to have some cameras put up I don't know how expensive they are but I think that that would be a good idea I also am discarded about the lovely building we have there that you know was one of the snack water now it's huge and not in use and I would like to see uh that opened up especially in the spring summer and fall months and I don't know how much Valerie would be involved to have one or two people and even have volunteers come out and do a couple hours a day out and I think that this would cut down on uh any Mischief or uh bad things happening so I would just like you to uh think about that thank you thank you um yes you are right there was a bench that was drugged into one of the lakes and it has been taken out wasn't too short it was just drugging and built in one of the uh relates back by the uh campus Road by where the Rings are if you're familiar with the park you probably know where that is the first Bend coming out of campers Road that it was an isolated incident um to your point about cameras we have several cameras that are out there and they are active and they do work uh they do not feed directly into the police department nor are the police department personnel watching them 24 7. but they uh if an incident happens we can capture some of the um the recordings your other point about the uh the snack bar or what used to be the snack bar that is closed you may or may not know that we have a lot of things that are planned this upcoming year for Birch Grove Park specifically uh we're going to do some upgrades to the picnic area handicap accessibility um Pathways and some gazebos hopefully we're going to do some upgrades to the Bandstand area as you know we upgraded the playground equipment so once all that is done you know we're looking to other options for the um what used to be the snack Park Center we call it yeah to uh to utilize that better than certainly better than what it is being used we have looked at in the past of having some other an outside entity come in and lease it and do sales out of it but it didn't really work out so that's Linda Albright who has served the community and served the school for many many years will be retiring uh I know that from my work with her which she will sorely be missed she was an excellent business administrator and looked out not only for the school and also for the community and taxpayers so I congratulate Linda Albright and wish her well on her retirement uh tonight you have three resolutions to support and I excuse me the promotion of Sergeants positioned in the police department and I asked an urge Council to support this this was something that has been long needed uh as we moved and modified the department in uh the Manpower and so forth and the oath of office will be administered as council president stated at our next city council meeting foreign let me just give you the chief's report for the month of June there were three sex crimes two criminal mischief three burglaries three thefts from vehicles nine other thefts three bald fifteen for failure to wear their it if that makes sense however since neither of those resolutions was on the prepared agenda that does mean the solicitor has to read those resolutions in full so that they are added to the to the meeting and Spread spread in the minutes so those are resolutions 177 and 178 you should all have them at your positions when 77 rescinds resolution 162. and then 178 makes the correction um Mr resolution 177 of 2014 period whereas resolution of council number 162 2003 authorized an application for the USDA water and waste disposal pre-development planning great programs to study assessment from the United States Department of Agriculture water and waste disposal pre-development planning grants program to assist with the cost of developing this plan now therefore be your developed by your common Council of the city of the city of Northfield uh that the city of Northern will apply to the USDA water and waste disposal pre-development planning Grant in the amount of seventeen thousand dollars for execution of this study and the results for repair and be it further resolved that the city council commits to a local share in the amount of six thousand dollars to match the
