you I guess we'll start right off if
you're
ready we have you first on the
agenda
that's

ourour that we created uh for our our
newly designed rein
app um first please me introduce myself
Williams
for graduated 1991 practiced locally
with
mrender along with Mr we've played in
the same Circle I think we played
basball against each other in Seven
Grade but uh born and raised here and uh
I was so blessed and fortunate enough to
be nominated by Governor Murphy next uh
with sen and one of the things I was
just telling I captain Matt p with he's
actually Northfield resident
Captain I'm just tellingly out in the
hallway uh judge Lee other local uh uses
the term that that you know keep uh CR
Reynold is independent call fall and
stri so I am an independent the
independent my entire professional life
for the last 25 years unaffiliated voter
and I was nominated by a Democrat
Governor and supported by a Republican
senator and made it through a 16mon
journey of New Jersey state politics BEC
coming a very humbling experience for a
very rewarding experience one of the
things that promised was that we were
going to be transparent and that we were
going to be independent we were going to
fall ball drugs and we were really going
to live up through our pillars of you
know Independence leadership integrity
and uh one of the things that I think
was nien was the piece of communication
not only with you know lay people but
elected officials and local government
local police departments and uh one of
the things that's transpired is uh a
spin-off of this whole and is really uh
answering people's questions and I've
done a lot of media I've been on radio
shows I've TV shows I've been on PBS and
I'm trying to Spotlight on some things
that really need to be uh you know
divulg to the public like you know we're
in a mental health crisis and postco it
it was uh abundantly apparent became a
little bit more mainstream to talk about
mental health and by doing that we shine
the light on created a mental health
aversion program I did a PBS like
National interview and I got criticized
by other people in the states why' you
do that you not see what's going on not
see that 60% of the defendants are
struggling with mental health and that
you know it's not fair for our police
officers to because they're not equipped
or trained to go out and deal with
people who have are in a mental health
crisis so using that as an example one
of the things that we decided
immediately with the help of Captain p
and former Captain Le from our off
office managers we went to the to in our
first we said we want to create a
community engagement un and we
reallocate resources from the executive
which was all people that would have
been working at my pleasure and we
reallocated all of them because I wanted
nothing but the secretary just to get my
paperwork out that I need to get out and
we we created an Outreach and what we
did is we've done over 300 Outreach
events in the communities in L count and
one of the things that I saw a blind
spot was not only answering this hard
question but just actually approach it
from being person right and going out
and mixing up with people and not
wearing a suit to an outre wearing you
know shorts and a hoodie and a baseball
hat right and then when I figured out
that there was a real crisis in Atlantic
City and that was affecting shoulder f
with with the unsheltered homeless
population we started trying away on
that and we realized like hey there's
there's resources for this for the state
brought State down BCA started giving
money to to the city and the county to
actually you know address some of those
issues so every time we've Shine the
Light on something with been resources
and and not only resources but support
for things that we build one of the
things that I felt was missing was the
relationship with the police departments
and the local governments because we
really need everyone's support I went to
a meeting and I and I say this out of
experience I went to this meeting at the
Attorney General's office and when I
first walked in I was a little
overwhelmed because you had the top 21
people in law enforcement with the state
there myself the other prostitute the
attorney general and like the five
assistant The Head of the State Police
and their top four or five people and
they did this awesome power the
presentation last slide talked about us
talked about Atlanta County talked about
how Atlanta County actually is detaining
the most violent criminals and why
violent crime has reduced so much and
why our detention rate is so high and it
was a major from the state police sprad
fight who actually said go you know you
want to see how to how to actually use B
for Atlant count and then the the head
of the unions for the state of New
Jersey stood up and goes he go and I got
F County and I said you know you know
how you have clean safety you support
your local government your local
government things off not supporting
your police officers then you're never
going to have a clean Safe Community
because they're the ones with groups on
the ground going out having that that
interaction response to the 911 call so
the head of the police Union stood up
and actually said to the attorney
general sir we need to hear from you as
the head of all law enforcement state
univers to say that you support law
support police officers because
decisions that have been made that have
not seemed like he's supportive of law
enforcement I know that's probably not a
popular thing to say from people that
are are you know overseers from the
state but the truth is there's been
decisions made that has eroded the
belief that people are supportive of law
enforcement especially at the state
level what's transpire is by having the
relationship with the local police
departments and chief like your
chief relationships are
Tech female and what transpires is we
are supporting at the local level the
people that are serving the community
and then by doing these community
outreach events you're taking situations
that are nonstress non and Pros office
people from the police department
together with people of the community
and we've help people that have War for
their AR we help people that had family
members who learn car SKS we have people
that couldn't just get a ride the before
we got the for dat for and then there
wasn't one by being out there having
coffee with the cop knocking right out
doing the most minor things that don't
seem like a big deal really a big deal
for the public who otherwise wouldn't
have contact with LA enfor or our office
so we created this Outreach un the
pamphlet that I handed up has a QR code
on the front can actually you phone go
up on the QR code and takes you to a
community engagement page and then
reason why
called inity you can go to our feing
engagement page and there's lists of
different presentation that our office
does and we will come to any Community
event you want any organization doesn't
matter what it is we have topics and if
there's not a topic that we have and
need us to make a presentation on
something we can do it we've created
them in fact I just created one myself
well I'm a huge Sports guy played coach
my kids play you know mobile Sports
football hockey CR Lo love it so I did a
decision movement uh and its
consequences freezing pent I building
myself bu power and I use three athletes
that I think could ring true with any K
right Len Bias who was the second second
overall pick in the NBA draft for C he
did cocaine and died and never got play
game I'm you talk him lber was a goal
the Flyers drunk Drive acci guy might
have been the best go in the NHL dead at
25 years old family come from Sweden to
p
right then you had Aaron landz who
played for the Patriots and you won a
national championship FL and played in
the Super Bowl for the Patriots and you
know next thing you know posting
pictures of himself with a gun on social
media he's a murder suspect he's charged
he's convicted he's in jail and kills
himself because he wants his wife and
kid to have his contract right so I use
those three athletes to tell kids both
in middle school and high school about
decision so I use that as an example
because we're willing to come out into
the Comm doesn't matter matter what
group it is doesn't matter what church
what synagogue what community group what
sports team will come out we have
subject matter experts to present it
doesn't matter if it's forensics like we
did you know bomb presentations in acip
we did internet and cyber buling social
media awareness we can do any of it
because our office touches so many of
those things so what we're doing is
we're asking local elected officials
like you take the information back to
your community they go on our web page
they can request this will come out if
you guys want to do it with us we'll do
it with you complete depart the chief's
been awesome since he took over by the
way great selection he's hit the ground
on he has been he's been a joy to work
with he's a true leader uh Innovative
him and and chief Cunningham from lywood
they show up at every single event that
we have they come together we we MCH
with them a little bit asking you guys
don't come apart you because they show
up at every event together but that
matter right so like we had press
conferences we had and you know events
where where you know we asked for people
to come support us and come we did our
first ever Interfaith practice we
brought Community leaders religious
leaders of every faith and all our law
enforcement were together and said let's
just have lunch together and talk
because we're in talk by they're blue
sky age right we're not in crisis
because when a crisis happens you're
need to pick up the phone you're need to
call that person so so I say that from a
perspective of now I've a new job almost
year and a half it's an amazing job it's
an impactable job it's a very hard job
but it's the most reward because we're
having positive impact on all our
communities and having this face to face
you seeing me knowing that we're a phone
call away knowing that we will be there
this foot whatever you guys have going
wrong I think it's important because I
think it's been lost even in towns where
like G is the sister for a period of
time they said we've
never I'm like I think relationships
matter a single phone call could change
the outcome of someone's life let loan
let loan a case that goes to criminal
court so one of the things that that
we've established is a program from a
perspective if we sit in the office and
actually think about how would the
public perceive this if a decision was
made on this particular case and we
can't disclose why this was decision
making how would they perceive that
right even on my personales took a poll
of 100 people what do you think they
would say right because at the end of
day we're working for you right
taxpayers County counties are funding
source right they've been partner the
reason why an amazing partner because
our communication with them has never
been this way we share all the
information non-confidential that we can
we're we're off to the speed with them
on everything we settled two Union
contracts we open another contract you
know we've done some amazing things in a
short period of time but it's that
communication that really matters
establishing relationships and one of
the things that I've said to the county
all the way through is hey you're our
partner right same way the
municipalities are a partner because we
are simply an extension of your Poli dep
you know line that Chief Snider who went
on orders likes to use this we the 911
for the 911 if there's a fatal acent or
a homicide Northville Police is going to
go out they're going to call our office
our office comes out and generally takes
over an investigation and then we
collaborate and work together so those
relationships are so important and to
have those when you're not dealing with
a stressful situation there's not a body
on the ground to have people know each
other and have that communication has
been critical to our success and that's
one of the things that we wanted to
focus on it's like hey people need to
know what we're doing they're paying our
bills they're funded by taxpayers
they're entitled to it with social media
and all the all the craziness that goes
on and everybody has an opinion of
what's Happening you know people go
people people go off the ra because they
don't know and then they speculate
people are Skeptics and they think
they're doing something wrong so to the
extent that we possibly can we're fully
transparent all our decision-making we
file press releases on every case that
we file there's no one that's being left
off right the police blot right like
someone's charged they're charged it
doesn't matter what position they had or
what position they do have now we we
have been fully transparent but give the
public and all of you confidence that
we're doing the right thing and our job
is really to follow walls of stes and
and it's been a very humbling Journey uh
but the most rewarding part is we get to
keep going up and doing it every day
coming out and interacting with people
like all of you who are giving your time
you're you're volunteers and you know
may probably getting a small salary and
know people probably overing how much
you're make whether you get health
benefits or not right I mean it it's a
crazy world but you know I think for for
the totality of the circumstances we
really all need to be transparent and
show people what we're doing and why
we're doing what we need into the
decision making there's some things that
are collaborative you can't you know
certain things that being not subject to
O but you know I've said all along it's
why you having a ler sit next you have
you know a very competent city solicitor
who's going to give you a good advice we
do it in the office all the time we need
advice I call Jim first the County
Council and say hey we have an issue I
need direction and we communicate and
that's our goal is to do the right thing
for the right reason all the time so
with that being said whatever you need
from us we're here for you any community
outreach events or presentations when we
give in the schools at community events
in City Hall whatever from here and uh
your Chief has been awesome and we
really appreciate the part and if
anybody has any questions W happy to
answer any questions for you I know I
said lot but I wanted to I wanted to I
wanted to give you a snippet of what our
life has been like and why we're doing I
think it's important for everybody to
know why we're
so I it's refreshing I mean and all I've
heard is is great things about your
office and the job you've been doing so
I app that thank you for
that every time you hear of anything
going on we hear you're out there so uh
as a County resident thank you very much
I appreciate it and I would be remiss
saying I've enced such an tremendous
team of professionals we have 180 people
in the office we were down a lot of
lawers I hired 18 lawyers uh we've done
over 35 backgrounds in the last year we
brought a lot of people on you know my
my favorite line sports line again is
you know they didn't need to change the
players they needed to change the coach
and I'm and all the players are knocking
out of the par I have so many good
people around me I did not hire anyone
from outside all the promotions have
been from within first assistant AR
Berman from bner Chief of Detective Pat
Snider from Brigantine you know we all
went the Holy Spirit we all had the same
moral Fabric and background you know we
were raised by by you know members of
the community contributed to their
Community our parents were you know inly
involved Mr burman's still the chief
veter inan lifeguards 85 years old so so
we you know we have to make our parents
my parents have been dead a long time
got rest our souls but I have to make
them proud of day right and now I have
14 twin 14y old boys I have to show them
what's the right thing to doing this is
our County and we are we live here right
we're raising our kids here it's
personal right some when we just had I
was really upset we've done a really
good job of taking bad guys off the
street and that homicide happened can't
believe we we thought we were done for
the year we got through the summer

with a cop is December 16th at 11:00 am
at the Northfield library Christine's
Italian pastries um has generously
donated the gingerbread for this year um
as far as accea um I forwarded the grant
opportunity there's a grant available
for local property acquisition grant
program up to 25 million chire vacant
site building facility and or collection
of properties facility whatever minimum
projects a Max of 4 million with a 10%
match um if anybody's interested in that
that's a kind of an ASAP kind of thing
that needs to be okay so that's it for

c um I just just want to congratulate
some of the Mainland teams they've been
doing really well I know the girls
volleyball team did really well um the
marching band won some awards and
congratulations on their achievements
congratulations to the Mustang football
team um they beat milville last weekend
which all the odds were against them and
they are off to go to Winslow this week
at Winslow which I don't understand but
it's okay um so come out and support
them I think it should be neutral um the
next board meeting is set for November
20th if anybody wants to attend um the
cultural committee will be having their
Flea Market at Northfield Community
School the
Saturday and I believe that there are
still tables available if anybody wants
some their forms are
online and I was unable to make it to
the veterans um memorial service I was
out of town but I heard great things so
thank you to Shannon for running that
and their CH and everybody that's all I
have thank have thank you Mr President
um I just want to mirror
um
uh councilwoman careno has just said uh
in relations to the Mustang uh Mainland
Mustang uh football team uh great win uh
they the boys have been uh amazing
throughout the season uh completely
undefeated uh some of these games are in
the 50s you know in in point spread and
it's it it was just truly amazing to
watch
um did a great job uh they're off to the
group four or they won the group four
champions championship so they're off
two uh two more games I guess right and
then well well this one and then one
more after that
yeah yep and uh so with that uh uh I
want to thank our OEM our fire
department our Police Department amazing
turnout as usual they they escorted the
the boys from and the girls uh uh from
Kensington all the way to uh uh Mainland
you know waking everybody up in in the
path so it was nice to say um also uh
our Northfield Cardinals uh all three uh
teams have advanced to the uh semi
finals in bringing teen so they're off
to a good start as well so we have some
uh some really good uh football teams
here that's all I have thank you thank
you I I would be remiss if by and
congratulate the those that ran and and
again and everybody that participated um
but thank you both for um the the
campaigns that you ran that
are on the up and up if you will and if
we need to keep doing that in in in
these times as
our as our prosecutor was just telling
us the things the crazy things are going
out there and it's good to see that we
maintain that that that level of
professionalism absolutely
um and again the veterans ceremony the
veteran day ceremony was was fabulous

helping put that together um It's a
Wonderful event beautiful day out there
and and um can't say anything else but

uh I heard nothing but compliments from
the residents about what we were talking
about in our platform so congratulations
gentlemen um I would also like to thank
Shannon and all those that were able to
attend our Veterans Day event it was
very successful it was a beautiful day
and I think everyone walked away um very
proud of what we did and of course our R

itself
um I have a letter here addressed from
Dennis levenson our County Executive
this is uh addressed to Mrs Mohler this
is the request for construction of
sidewalk on Zion Road I'm not going to
read the whole letter but I'll just read
parts of it your request for
construction on the sidewalk on Zion
Road in Northfield was shared with me I
can certainly appreciate your concerns
um while Zion Road is a county road by
law our jurisdiction is from Curb to
curb and does not include sidewalks
sidewalks fall under the municipal land
use and in this case are subject to the
authority of the city of Northfield uh
so although the county is not able to
provide a sidewalk on Zion Road we would
be more than willing to work with any or
with our city officials to try to
identify and help facilitate any grants
such as the NJ dot Safe Streets to
Transit that may be available for such
products so I just want to let you know
where this letter from Dennis
lenson uh about a week ago we had our
first uh negotiations with the police
department or with the local um and um
we exchanged some things uh some ground
rules and we have one scheduled in a
couple weeks which will be our second
one here so we're off the moving so
hopefully you know things will be
expedited in a quick way as far as the
negotiation process itself
uh very shortly in case you do receive
inquiries from residents the uh New
Jersey American Water Company is going
to initiate in this municipality their
um lead replacement pipes water pipes uh
I want to emphasize when they do the
solicitation um and that is working in
conjunction with Mary's office as well
as the chief of police's office to let
them know that this is going on um I
want to emphasize to those individuals
that there is no
cost no cost whatsoever if you are
eligible to have your pipes remove I had
it done uh about last year and it came
out changed the pipes in one one one or
two days did the paving and they did re
reconstruction just a couple weeks ago
uh a beautiful job so I would encourage
anyone who has any concerns or think
that they have lead pipes to contact the
New Jersey water company or you know
wait for the solicitation but I think
it's best to contact them as soon as
possible again this program is free it's
federally is a grant that they uh are
incompetent to start well they've
already started several of the
municipalities but Northfield is for the
month of November okay Mr May is that
something they they come and test the
pipes and then yes and they and they
will come in also and look at at inside
there

ordinance amending chapter 2115 of the
city of Northfield code land use and
development this is the second reading
there will be a public hearing after
which the matter will be considered for
final adoption if approved this evening
the ordinance will be published uh final
time in the Press of Atlantic City on
November 21st since introduction it has
been posted in full in the lobby of City
Hall as well as on the municipal website
any member of the public who requested a
copy of the ordinance would have been
provided with one free of charge in the
office of the municipal clerk during
regular business hours um for purposes
of clarification this is the ordinance
to add uh guidance for Zoning for the
installation of standby generators it
was referred to the planning board and
we did receive the letter of concurrence
from them last week and the solicitor
has reviewed

adopted as part of the consent agenda it
is a resolution providing for an
executive session not open to the public
in accordance with the provisions of the
New Jersey open public meetings Act in
this case njsa 10 col 4-12 B4 regarding
contract negotiations between the city
of Northfield and the Northfield
professional firefighters Association
local
2364 there is no one participating via
Zoom however this video will go to
YouTube for the members of the public
who are watching the council will remain
in council chambers but the audio and
video portions of the meeting will be uh
paused during the closed session once
the closed session does conclude the
audio and video portions will resume and
the solic will make a public statement
for the record before going into public
session we are required to set forth as
much information as possible for the
public as well as provide for them the
amount of time they could expect to
elapse before the non-public minutes
will be disclosed and for that I will
defer to the solicitor for comment um
for those present in council chambers
