Okay. Reverend Oliver, you did did you get reach Carara's office like I asked you to? >> Yeah, I did reach your office and I gave her some information. >> Okay. So, he went through >> that was on the >> It happened on the 2nd. I got the information from the police on the 12th, handed it in and some other things. >> Okay. Okay. Good. >> Thank you. Thank you very much. >> Next we have Rick Norris. >> Okay. >> Good evening. Uh Madame Mayor, city council name is Rick Norris. Um I'm up here before you today um concerned about safe streets and I see you have resolution number eight uh number 53. It says approving the safe streets and roads program access program. So, I'm here to complain and ask for help at the same time. Uh, I have a house property on London and so um I noticed there was a stop sign that put up maybe a week ago with the lights >> that glow at night, which is great. But people that either visit in Pleasantville or live in Pleasantville, it's probably the younger generation, uh they they slow down when it gets dark, but they never stop. And so what I'm told is the stop sign supposed to have a camera on it to catch the violators. But I've talked to this is Chief Riggins when he was here about that. I talked to Chief Ruez when he was here. I've been in several city council meetings before you guys became the newest uh members of city council. Um, and I'm concerned about, you know, my property. I'm concerned about life. I'm concerned about uh accidents and there's no regard for for common courtesy. Um, I know in the state of New Jersey, I believe that the uh residential speed limit is 25 miles per hour, but there's no signs posted. Um, I don't think that some people realize the speed limit is 25. So, I also noticed on Franklin Boulevard they have new signs up because I think Lynon Avenue, well, I know my street in Franklin Boulevard has become uh drag drag drag um racing streets, got kids going straight uh going to school in the mornings. Uh again, uh I'm concerned about someone dying and then um then it's too late to say I'm sorry. I'm not saying it's you guys fault, but we have to do something about London Avenue. I thought about uh talking to uh Mr. Barlay. Uh he's my council council member in my in my uh my zone. Uh so I was concerned about possibly getting speed bumps on the street. Uh, I looked I looked it up and did some research. It has to be a one-way street in order to have uh speed bumps put up there or oldfashioned days that had a dip where you have to slow down or you're going to mess your front end up. It's gotten to the point uh ladies and gentlemen that it's too dangerous. It's not safe. Uh and there's a total disregard for property and human life and we need something done about it. uh like yesterday. And so I'm bringing it to your attention because when it gets dark, sorry, that's my time. >> Yeah, >> I'm sorry. So when it gets dark, it gets worse. >> No, I agree with you, Mr. Norris. I think we have that issue with a lot of these streets here, but um Councilman Carmona, Councilman Fettis, and Councilman Oglesby. Um >> we're working on that issue right now in our public safety committee. Uh >> these are the committee members >> that's trying to get the signs up and everything like the LED signs. Um unfortunately, right now we don't have a camera system, but at least we're trying to get the signs up to slow the traffic and ask our patrol division to step it up a little bit. So we are trying, Mr. lines to get to slow that traffic down and that's why we put those signs up trying to break up that traffic so they can't just fly down London but no longer fly down Franklin sir I hear you I believe that city council members and the public behind me I believe that we will obey those uh laws and and and uh speed limits but a lot of people are not obeying those and those signs don't mean anything if you have no regard for uh human decency respect and and order on your street and and safety. Um, you know, there's been what do you call it? The machine that that uh has you speak when you go by. >> That's been post Yeah, that's been posted a few times, >> right? >> And it's been it's been a few years. >> Um, you know, I have several properties, but uh I have a house on London Avenue, and when I'm there, I don't even park in front of my house anymore. I park on the next street. I park on Malbury because the people they fly either way, right? And and that's that is um that is very urgent. You know, you have insurance for your car or your truck, what have you, but you lose a life, you can't bring that back. I get a new car, but as far as property damage and and loss of life, it's it's very um >> Mr. um I'll make sure they have your phone number. Okay. >> Yes. >> All right. Thank you. >> Thank you. Yeah. >> Next we have Ker Highland. >> Hello, Mayor and Council. >> Hello. Um, I'm here as a boat owner and a um a previous lease of the uh a boat slip at the marina and um I'm here to hopefully, you know, talk to you guys about reopening the marine. Um I've been a boat owner or boat user or whatever pretty much for over 50 years. Um, I, you know, it's a great facility that you have down there and I think it's a missed opportunity that that it's not open to the public. Um, and I'm pleading with you guys to please reconsider opening up to the marina. My second um concern is last year they put a chain across the uh boat ramp. That boat ramp is one of the best boat ramps in this in Atlantic County if not the best. It was built um I don't know how many years ago. Probably 15 20 I forget how long it's been. >> 20 years. Yes. And it was built. I mean, that place is built, right? And it's a very good, it's a great place to keep your boat. It's reasonably priced. It's and all that. But the the boat ramp itself is accessible to not just myself, but clammers, crabbers, recreational, many recreational fishermen, duck hunters, um, people who use their sailboats and, uh, sailboarders. And the other concern I have is it's a safety factor. That thing is chained off. Okay. If there's something that happens out in that bay, you have to find somebody that has a key or a bolt cutter to, you know, if if a kid falls in down there swimming, which they shouldn't be doing, and they get, you know, it's to me it's a sa it's a safety thing. And I'm just asking you guys, I know I know I don't know what's going on with the uh with the docks, but if at least you could unchain the uh the ramp, that would be really beneficial to not just myself, but many Pleasantville residents. I know from experience that there's many people that use that. There's a lot of people go down their jet skiing and uh they are families that use it and we're all just it's just gone. >> You know, I'm 66 years old. I don't have too many summers left. >> I want to enjoy my my time. Hey, hey, hey, I'm being real here, man. You know, I know what I got, you know. But, uh, you know, and as far as me, I'm I'm a 1978 graduate. graduate of Pleasantville, Ohio High. I grew up on Malberry Avenue. My parents lived there for 50 years. I know this town, you know, and I just think it's such a beautiful place that's that's being neglected and I I just I just plead for your guy that you would reconsider, you know, >> the situation. >> Yeah. No. Um, we've actually, and thanks for your your comments. We actually feel the same exact way. um we would love to have that um open right now there is some repairs that has to happen there and to your point safety is you know paramount to anything right so that chain is there for the safety of the public um and that dock itself really really needs some repairs especially in um the vein of electricity and water flow uh to be able to get those docks open there's also some issues with the pylons there that has to be replaced we are working on a financial plan to be able to do that. But the city itself last year had some major things that it had to overcome financially in order. Those things were priority and then the docs is something that we have on our list to fix this year. So, we're working on it. But yes, we agree. We would love to see that uh do back open. We understand that that's a a viable um uh location for us to have, you know, events and, you know, people docking their boats and I would love to see someone down there renting jet skis and and paddle boards and stuff like that, but right now that the safety of our of our public's most important. So, yeah, we're working on it, but we feel the same as Yeah. I I you know I I just to me I just can't understand why in my lifetime of living in this city for over 30 years and being around this city for 66 years >> I've never seen that closed. I've never seen it closed. Even in the worst days of that marina when the marina was totally dilapitated the local fishermen and and and people who used it, we used to work on that. We kept that thing going and it had nothing to do with the city. >> I'm telling you, when that ramp got beat when that ramp got beat up, I'm talking about I'm talking about 40 years ago, you know, and and we used to maintain it, but I've never seen it closed ever until last year. And I just we I I had a story that the state police were down there and they couldn't use it cuz they they couldn't get in. They had to use an alternative ring. >> Mr. hurt. I mean, I don't know if that's true, but it is true. >> I guess uh our VA can look into it, but um so so know that your um your concerns and >> do you you have Mr. Kirk's number, right? >> Okay. So, Bobby, do you think you can have that dialogue with Mr. Kirk? >> Can I just say one more thing? I I I'm just I I know about the the the docks are in bad shape and all that, but if if you could just consider opening up opening up that ranch and I've also offered I I do anything for free, you know, I'll do I I'll go down there and I'll help if you guys because I don't know, you know, I know a lot about >> tomorrow. Hey, I'm I'm retired. I'm retired. I'm good. >> But but thanks things. But I I I I you know, if anybody would like to speak to me, I've been voter for over 50 years. I'd love to talk to you guys. I I come here very respectfully and and and reaching out to you guys. Thank you much for your time. I appreciate it. >> Thank you. >> Next, we have Joe Wolf Gang. >> I swear I won't be like him. I'll give you a brief history of me in Pleasantville. I now live in Pleasantville for the last seven years. I also used the dock. I used to rent docks there. Um to give you a little bit of history, the Lakes Bay. Does everybody know that Lakes Bay is the number three bay in the entire Oh, Lakes Bay is the number three bay in the entire country. >> Mr. talk to us. It's not the mic. >> No, it's not the mic. We just talk to us. >> Oh, got you. >> I thought I had to talk to the citizens. >> But anyhow, >> that lake is the number three in the entire country. Look it up, Google it. Whatever you use for wind surfing. It's not being used a whole lot now because people can't get in. If you need to know about the state police, I'm the gentleman that went down there to help the state police go into the water through the yach club. >> Pictures of me helping them >> chain. Do you know who did that? >> What's that? >> You know who cut the chain? >> We didn't cut the chain. We went in through the yach club. >> Okay. >> They brought it in. We put the boat in. >> But you see a member of >> I uh I worked here 15 years ago. I was a Sam's Club general manager. like the place so much. I left eight years only because they transferred me. I came back seven years ago. I now live in Pleasantville. I agree with Kirk. It's a waste of great property that we do not have that marina open. The second thing is the state police said to me that chain should not be there because that is the only safety access to the bay. >> There is no other safety access into that bay. >> So I'm just telling you >> my word and I'm done. >> Well, the state police ain't ours. >> Well, thank you Mr. Whoop. >> Thank you. May I have a motion to close public? >> All in favor >> resolution 57 authorizing a promotion to Sam Johnson for fire captain. >> May I have a motion? >> Motion. >> May I have a second? >> Second. >> Roll call. >> Pimona. >> Yes. >> Bar clay. Okay. >> This is the OTP office, State of New Jersey, County of Atlantic. I >> I, Samuel Johnson, >> do solemnly swear or affirm >> that I will support the Constitution >> of the United States >> and the Constitution >> of the State of New Jersey >> that I will bear true faith >> I will bear true faith >> and allegiance to the same >> and the and the governments established >> and the governments established >> in the United States >> and in this state >> and in this under the authority of the people. >> under the authority of the people. >> And that I will faithfully >> And I will faithfully >> and partially >> and justly perform >> all the duties >> of the office of fire captain >> for the city of Pleasantville. >> According to the best of my ability. Resolution approved. Next is comments. Anyone council? >> No. >> Okay. >> All right. The only thing that I want to say is um to you all out there, just be mindful of the new signs that are on Franklin Boulevard. Um, I have been getting a lot of complaints about um, New Jersey Transit going through the bus uh, I mean going through the stop signs, cars going around, other cars going through the stop signs and um, you know, just be very mindful of those signs, the new stop signs. >> Don't we have madam? Don't we have something police department after that? jump. >> Uh, first of all, I'm going to say I am so happy that the stop signs are even up. That's has been a long fight for us. So, hear the complaints that people going to Okay, hopefully our police department will get involved. We understand they can park on Franklin Boulevard and catch them. Uh, but at least we're doing something. And even on Lynon Avenue, from uh what Mr. Norris said earlier this evening, even on Lynon Avenue, we we broke that up. We put a stop sign and fourway stop there to help break that up. We're trying, but we can't please everyone, but I believe we're moving in the right way to help the city move forward. >> Thank you, >> if you don't mind if I respond. So to be honest with you, we uh Kenya, myself, even mayor has met with GPI, that's the engineering firm. Um we do have that safe street for all, but we also have a couple other programs that we're working with. And to be honest with you, the police department is involved uh with how we are rolling this thing out, but you've done everything that you can possibly do legally to slow that traffic down. Now, some of the requests as to should we get notified the public to let them know that these are going up there. Maybe that could be something we could do to help. >> Get notified. >> I was just going to say >> we had an ordinance. >> We had an ordinance >> and that's two readings and it's published >> and I look two and I brought it up for six months. every meeting. >> Every meeting. So, so my point is if we want to do like a social media roll out or just, you know, hey, we just letting everybody know that you got a, you know, new traffic patterns on on each other's streets. But to be honest with you guys, you guys have done everything that you could possibly do to make that safer. And when people come in and complain about some of those things, some of those things you got to like you got a little off off your back because I'm telling you, everything that we could do legally has been done. >> Yeah. And I I like to thank the council for working with our committee and and pushing this forward. I'm very thank everyone. >> I want to say congratulations to the uh Captain Johnson and also welcome Sharon, our personnel director. >> Absolutely. to the nail director difference. >> I just want to add my thank you and the committee >> especially for the sign on >> is personal to me. >> Yeah. >> I take long time to get on the traffic to go to work >> there. They have a daycare school that >> took care of almost all my grandkids. >> So that impacts me a lot. >> Yes. >> Then we have bellows there. Mhm. >> So there is huge traffic over there and there are a lot of accidents that are happening over there. So I want to say thank you to everyone that implemented on behalf of the citizens. Thank you and council for a great job. >> With that being said, um Mr. Holly came in that owns the day. >> He came in and he gave us his um concern. He told us his concerns and he also was on Facebook thanking everyone you know for that sign we had a series of meetings he and I and I'm glad I was >> and I almost forgot um Miss Archie come on up Miss Archie she stopped me when I was in the lobby but she just has two questions >> hello everyone >> good evening My first question is, >> do we have anything in place if we have a major conf um >> yeah, I couldn't get the word out like shelter in place if we had to move people or do we have anything in place for that? >> At the moment, it's just the schools. >> Oh. Oh, you talking about little >> and there's a project in >> Yeah. >> was to be a gohead. >> We're working on 121 West Park Avenue that will be on on the north side and I'm sorry on the south side on the north side we have of course the rec center rec center is down right now. So everything's going to be in the schools >> um for those emergencies. But it's a great question. Um, it is something that we've been looking at, you know, pretty seriously. But, uh, we're we're just waiting for the checks from the insurance companies and we can get the work done. >> And Archie is also North Main Street School, which I come from is totally is underground, >> right? >> So, on the north side, that that's definitely one of our main shelters. Okay. You >> know, I was just curious cuz I never heard any talk about it and you know, we had a couple storms and a tornado watch today and I was like, gee, what if something happened? Where do we go? >> You have an office of emergency emergency fire chief. >> Office of emergency management. They are in contact with the county and contact with the state and then they will issue out the advice where to go and what to do. >> And that's our fire chiefs. >> Thank you so much cuz I didn't know that. But thank you. >> And my other question was the Pleasantville bus station. Is that Pleasantville or is it New Jersey Transit? >> Pleasure. >> That's Pleasville. City of Pleasville. That's our building. >> Does the inside open up? >> Yes. >> Because I had a lady that called me over the weekend and she was just a little concerned because she has been out there to catch the bus at 7 in the morning >> and the building was locked and you know, she felt a little uneased because she couldn't get in the building and I was just wondering, you know, >> it's been vandalized. It's been vandalized and they started cutting down on the hours of it. It was open from the time uh public works came in until later in the evening till 6 p.m. we were holding it open. >> So now >> but because of I mean bad things were happening in there so they started closing it. The hours are shorter. I'm not sure what the hours are right now. >> They shortened the hours. >> 3:30 m. >> Oh okay. You got till 3:30? >> Yes sir. >> What time did they open up? >> They should be open at 7. Oh, okay. >> Well, she been out there for the last week and a half or seven and she said it has not been open. >> I believe they're closed on weekends. >> Yeah, cuz she said it was people inside cleaning. >> Oh, yeah. Well, then >> and then when they came out, they locked the door. So, >> okay. So, Mr. Ba, can you look into that? >> 100%. >> We did have a change in um that schedule during the uh snowstorm >> and uh right after um But I'll I'll speak with Kyrie. >> Thank you so much. That was my concern. >> Have a good night. >> Anyone else for the building? >> All right. Do I have a motion to adjourn? >> All in favor?
