reorganization meeting. Pursuant to the
open public meetings act, adequate
notice of this meeting has been
provided. The agenda for this meeting is
posted in city hall and on the city's

The first order of business is this
wearing in of city officials. The newly
reelected city council member for Ward
One, Shawn McGligan, please come to the
podium with his wife, Teresa, and son

to share a little bit of scripture
before we pray because I think it gives
us a good example. And this one comes
from Paul's letter to Timothy. I urge
then first of all that petitions,
prayers, intercession, and thanksgiving
be made for all people, for kings and
all those in authority, that we may live
peaceful and quiet lives in all
godliness and holiness.
This is good and pleases God, who wants
all people to be saved, and to come to a
knowledge of the truth.
You all have been elected to represent
the people that you serve. not that you
lord over.
And part of what Paul did to Timothy was
separated from him to give him an
example
to give him a mentor to lead him forward
so that he could develop the future
leaders.
I think today it's a good time to pray
for our future leaders as well as for
you. So let's take a moment and pray.
Almighty God, we give you thanks for
these United States for 250 years of
freedom. Freedom from tyranny and
oppression, freedom to govern in the way
that we feel is suitable
even into a local environment.
Tonight we ask your blessing upon all
who have taken an oath of office here
and everywhere else throughout this
county, state, and country that they may
continue to serve the people that they
represent. that they may continue to
look for the best interest of those that
are the most needy and that they may
work hard

that they are in our thoughts and our
prayers even through the difficult

everyone. It's always nice to see when
this room is full for a good reason. Um

uh I just want to let everybody know I
take this seat very seriously and I
think everybody else up here also does.
And uh we try and do our best. So, um,
welcome to Morgan, our newest member
and, uh, congratulations to both you and
Sean on your election win. And, uh, I
look forward to, uh, moving forward and
getting some more good things done to
our great town.
>> Yes. Uh, I also would like to
congratulate both Sean McGrigan and
Morgan Slaughter for uh their new
positions in the on the city council
through election. I'd also like to take
the time to thank our public safety
department which is police, fire, and
emergency management. As well as even
though it's a contracted service, I was
unfortunate enough to have to use them
on several occasions. I'd like to thank
the eggbertland service. the Summersport
Administration, all its offices and all
its employees,
uh the public works staff, and the
municipal engineers office. And finally,
uh but not last, uh all the volunteers
of all the boards that serve on this uh
in this community. Uh without our
volunteers, this town would never be
what it is. And I want to thank all of
you for uh your [clears throat] service
as volunteers. Thank you.

>> Thank you. Um, yes. First of all, I'd
like to thank my wife, my uh Colin and
Jordan who were able to make it tonight,
as well as the rest of my family that
have supported me uh in my endeavor to,
you know, help serve the community. I am
uh honored and humbled uh to be put back
in this seat. Uh and I look forward to
uh working hard again uh for for the
citizens of of this great town. Uh like
uh Mr. Dill said, I you know, I want to
make sure that I thank first off our
police department, our volunteer fire
department, uh as well as uh uh office
of emergency management, and of course
all the all the uh city employees, uh
the sewer department, the department of
public works, and and uh all the staff
here in in uh city hall that uh you know
have worked with me over the years and
and hopefully will work for me over
these next three years. Uh it it's been
like I said, it's been a real honor to
serve this community and I look forward
to uh doing it again and I and I welcome
our newest uh council person and and
wish her the best.

>> I'm up. Well, first off, I want to thank
everybody for being here. Um I I truly
appreciate, you know, the community's
trust and support and belief in me um to
serve the community. um thank my family
um my son and all my friends and loved
ones for their support and dealing with
the multiple elections and the time uh
that I you know put into it to to get
elected. Um I definitely don't take this
responsibility lightly. Um I look
forward to listening to the residents um
working collaboratively and being
accessible and responsive to the needs
of the community. My goal is to serve
with integrity, transparency, and
genuine dedication um you know to making
Summers Points uh an even better place
to live and raise our families. Um I too
look forward to getting to know the
various departments uh the office of
emergency management, the police, the
fire um so that I too can work alongside
um you know and and and make all of the
departments um you know work cohesively
together um and happily uh for our
citizens here. Um and again I just you
know I just thank you for placing you
know your trust with me. I'm excited to
get to work and I'm definitely honored
uh to serve the people of Summers Point.
I myself I've been a lifetime resident
here and I've had the privilege of
raising my son here. So, it's in a
community that I'm proud of and I'm even
more now proud to uh be able to serve
the rest of the community. So, thank
you.

>> And I just like to say thank all of you
for being here because you are who we
represent. And where's John Risley at?

31 years ago [snorts]
I replaced you. You were sitting in this
seat and you were newly elected as
freeholder at the time.
>> I was a lot younger and a lot better.
[laughter]
>> Yeah. And I was a lot younger and a lot
better looking.
So, but I was lucky enough to come in
here and was a deer in the headlights
when I got here and learned how to do
this job. And I can imagine how Morgan
feels a little bit here. And it's so
nice to have some young blood up here.
We need to get more younger people
involved. And I remember when I sat at
my first meeting here and I was only in
my early 30s, I believe, and thought,
"God, I'm sitting here with all these
old people, [laughter] you know." And uh
as former mayor John De Maria remarked
to me earlier, you're still here.
[laughter]
So uh we need to get people out here. We
need to get them involved. We need to
continue Summers Point's idea of
volunteerism. This has always been an
exceptional town. We've always been able
to get people when we needed them to
come out and and give their time to help
this community because we all live here
and we all think it's the greatest place
around. So somehow the secret got out
and we're being invaded. But yeah, so I
thank every one of you for coming here.
Mayor, you want to take out that?
>> Sure. Speaking of being invaded, you
know,
you know, as we begin the new year and
we reorganize for the work ahead, I just
want to take a moment and reflect on the
incredible progress that we've made
together here in 2025. Summers Point
continues to grow and thrive, and that's
because of the dedication and vision of
this council and this community. This
past year, we saw major strides in
housing development projects like Salt
House, the Lynx of Great Bay, 90
Broadway, not only bringing new life to
our neighborhoods, but each includes an
affordable housing component, ensuring
that Summers Point remains a place where
everyone can call home. We've also
worked hard to preserve our marit
maritime heritage, a cornerstone of our
identity. The opening of South Jersey
Yachts, the new Way Point Marine on Bay
Avenue, and the upcoming Vajala boat
sales on Maze Landing Summers Point Road
enforce our commitment to boating and
fishing traditions that define our
waterfront community. Infrastructure has
been another priority. As as we know, we
got detours all over the place. Safety
improvements along Shore Road, Route 9,
Bay Avenue, underway to make travel
safer and more efficient for all of us.
These projects are investments in the
future and create a stronger, safer city
for generations to come. On the economic
front, exciting things are happening.
The Paddle Club and Bay Avenue Brewery
open to set this open up this spring
will complete the north end of the
historic district and bring new energy
and commerce to the area. And coming
later in the year, we'll welcome Aldi's,
Chick-fil-A, Panera Bread, new
businesses that will generate ratables
to help stabilize our tax base and keep
Summers Point financially strong.
These accomplishments reflect the shared
vision, growth, and respect of our
heritage, revitalization that
strengthens our economy, and planning
that ensures a bright future for all.
Uh, in closing, I do want to take this
opportunity to to thank everyone like
everyone else did. I want to, you know,
welcome Morgan on, welcome Sean back on.
Uh, we can't do this job without the
input of everyone that's here. We can't
make this town as good as it is without
all the volunteerism that we have here.
And with that, I thank you for all that.
Now, on a personal note, because every
now and then I get to do that as mayor,
today is my grandson's fth birthday,
Killian. And what I usually do is when
it happens to fall on the counseling
night, I have him put YouTube on and I
wish him a happy birthday.
Unfortunately,
he won't be able to be watching that
because his 10-year-old brother
Dillinger is having an emergency
appendecttomy.

>> And he I am waiting to see how he makes
out. But I did FaceTime him and he was
more upset that he could not play in the
ice hockey tournament this weekend. So,
but with that, I want to wish Killian a
happy birthday and all my love. And I
want to wish Dillinger speedy recovery.

a meaningful and visible tribute to
these individuals fostering community
pride and remembrance. Whereas Larry
Lemieux of of American Legion Post 352
has demonstrated outstanding leadership,
dedication, and commitment in organizing
and overseeing this campaign. Whereas,
through his efforts, numerous banners
have been displayed throughout the city,
ensuring that the sacrifices and
services of our local heroes are
recognized and celebrated. Therefore, be
it proclaimed by I, Dennis Tap, mayor of

Commander Larry Lemieux for his

Judge Howard E. Fleet Esquire has
faithfully served as municipal judge for
the city of Summers Point for 14 years,
presiding over in municipal court with
fairness, impartiality, and respect for
the law. And whereas during his tenure,
Howard,
Judge Howard E. Freed Esquire has
exemplified the highest standards of
judicial conduct, ensuring that justice
was administered with compassion and
consistency, thereby earning the
admiration and gratitude of our
citizens. And whereas his dedication has
contributed significantly to the safety,
order, and well-being of our community
and his leadership has left an enduring
impact on the administration of justice
in Summers Point. And whereas upon his
retirement from Summers Point, we wish
to express our heartfelt appreciation
for his years of service and commitment

where Phil Gaffne faithfully served the

force, Phil became the coordinator of
the Office of Emergency Management,
ensuring the safety and well-being of
our residents. And whereas throughout
his distinctive 14 years as coordinator
of the Office of Emergency Management,
Phil Gaffne has demonstrated exceptional
leadership, professionalism, and
commitment to public service, earning
the respect and admiration of
colleagues, community members, and
elected officials alike. Whereas his
tireless efforts in emergency
preparation
Papa yeah preparation [laughter]
preparedness and respon and and response
have strengthened the resilience of
summers point safeguarding lives and
property during the times of crisis and
exemplifying the highest standard stands
standards of civic responsibility. And
whereas Phil Gaffne retires as
coordinator of the office of emergency
management, we recognize not only his
years of dedicated service, but also the
lasting impact he made on our community
through his integrity, compassion, and
unwavering dedication to the duty. Now,

to honor Phil Gaffne for his outstanding
