>> Yeah, I have a couple things real fast.
Uh
so a week ago Tuesday we had national
night out at Kennedy Park and I want to
take this opportunity to thank everyone
who put this event on you know
particularly uh Kate McKenzie and Amanda
Forshaw you know Summers Point Police
Department uh the Summers Point PAL. We
have the uh Summers Point Fire Companies
one and two
uh Summers Point OEM as well as Summers
Point uh public works.
It was a uh it was a great event. It was
always good to see the public come out,
walk around Kennedy Park and uh and and
really do what we were supposed to do.
You end up meeting people, talking to
people, and I just thought that it was a
very uh like I said, it was a very good
event. Uh, and I got one more thing, you
know, and and as we know, it's
heartbreaking,
but speaking for the city of Summers
Point residents, I can only state that
we are deeply saddened by the tragic
accident here in town, which involved an
ebike and a motor vehicle that resulted
in the fatality. Our hearts go out to
the family and loved ones affected by
this loss. As summer brings increased
traffic, as we know, you know, we live
here, we deal with this traffic all the
time and all the activity in the
community. I just urge everybody, the
motorists, bikers, pedestrians to stay
vigilant, pay attention, and be mindful
of one another on the roads. Observe all
the motor vehicle uh please observe all
motor vehicles, bikes, pedestrian laws,
and safety guidelines.
They're in place to protect everyone.
you know, together we can prevent future
tragedies.

>> The, uh, Shore Road pedestrian project
continues. Um by Monday the work in
front of the Dolls Avenue school on
Shore Road should be complete and then
they're moving to Bethl Road and Shore
to complete that work before school
starts for um St. Joe's. That's a
priority so we don't have traffic back
up for school start. And then next
Thursday we'll be receiving bids for the
2025 road program and New Jersey Avenue.
They will rebid.

Uh how about on on the Route 9 uh
paving?
>> The contract was awarded by the state.
They're repaving from Summers Point Main
Landing Road um through the city. Um I
asked the water company. I had a
pre-construction meeting with them today
if they're responsible for
doing some more temporary paving where
there's, you know, large patches and
stuff like that because originally they
were required to do that. Um, they said
the state of New Jersey said that they
their contract's going to take care of
it and they're only responsible for
doing smaller patches, but I'm hoping
everything can get done before the
winter because that'll be a mess.
>> Okay. It's that you don't have a start
date or anything at this point.
>> No, they they had a pre-construction
meeting with the state that was a couple
weeks ago. Um, so the contractor is did
have their notice to proceed. So,
they're uh also installing sidewalks
along Route 9 where it's missing. Yeah.
>> So, that'll be the first step.

>> Uh would anyone like to offer any
committee reports?
>> Uh yes, I have um

>> committee report. Last night, the
historical commission met uh we had two
applications. Um they approved both of
them. One was for uh 731 Bay Avenue. Uh
it's an office commercial property. It's
going they're going to tear it, demolish
it, and um rebuild a very nice building
there that is also going to be looks
like retail on the first floor and maybe
condos or something on the second floor.
Um nice new building. So they will be
heading to the planning board for some
things that they need. I think it's
planning next. Um in 911 Bay Avenue
um they um got approved for a remodel.
Um so they're they're going to be
starting their um their remodel as soon
as they get everything approved that
they need. But the historical commission
did approve both projects with some
minor changes.
uh this group is very good at keeping
the roof lines consistent and uh few
other things. So they they did agree to
a few changes but um
approved both projects.

>> I'd like to make a couple notes uh on
the uh recreation. Uh, I'd like to
publicly thank Eastern Signs, Mike and
uh, Wendy Franklin who are operators of
that business, donated a sign that uh,
if you have a chance is on the outside
of the uh, how building or the youth
center building uh, denoting it as the
Eva Anderson uh, youth center and and
you'll see how very attractive that is
and uh, it was very generous of them and
I'd like to publicly thank them.
The other thing is the uh the uh we have
been working environmental commission as
well as uh uh the green team with Mr.
held big uh on a a proposed uh nature
trail out near the DeFao Lane property.
And we had a grant that uh supported the
design and that design is very close to
being uh completed and our next steps
will be uh discussing strategies for uh
funding that project. And uh we will
need to we're going to need to talk to
uh adjacent property owner about some
easements for where this property where
this uh trail is going to butt out a
little bit. Uh and that is an ongoing
thing and I just wanted to bring it up
here. Any other committee reports? At

after we worked on that, he then uh
thought that he might want to have some
additional language. So it continues to
be as well as recommend
city council the designation of
buildings, structures, sites, projects,
improvements as local historic landmarks
to recommend the designation of local
historic districts
that
request Mr.

payforr run ordinance passed for as an

volunteers and that has been successful.
We're hoping that this ordinance will
not only educate the u current volunteer
firemen but also attract um new
volunteer firemen because there will be
incentives to uh to attend school will
be which will be paid by the city upon
its completion. Thank you.

most important part of this is that um

local US Coast Guard Auxiliary. Um, one
of the things we learned very quickly is
if we see something, we say something.
So, I'm here to say something regarding
the incident that took place on
Thursday, July 17th, 2025. A 14-year-old
boy named Jack Sullivan died because of
injuries sustained at the intersection
of Maryland Avenue and the bike path.
Uh this unfortunate uh circumstance has
brought to light recently a renewed
awareness for increasing safety
regarding kids wearing helmets, ebike
rules, bicycle safety, road and path
safety enhancements.
Uh tonight I come to you to present
signatures of 111 people concerned
citizens that use our bike path for
walking, riding, taking their dogs,
taking their kids out. Um we would like
to see two stop signs installed at
Maryland Avenue and the bike path for
both eastbound and westbound for vehicle
traffic.
The other part of that safety issue is
Groveland Avenue and the bike path which
has been neglected. Um
we are also requesting additional stop
signs
um at Groveland Avenue and the bike path
uh
just after crossing to kind of mirror
the other intersections along the bike
path. It's usually a double stop when
you after you cross over. Groveland only
has one. People do accelerate after
going through the first one and that
takes them over the path quicker. Um
the additional signages will help reduce
the risk of pedestrians on the path
getting hurt and reduce it reduce the
chance of future accidents.
Um, since all this has happened, I also
I have a picture of the demog where we
would like the two stop signs. I'll pass
that along along with the signatures u
for you folks.
U I did speak to the bicycle bike and
New Jersey bike and walk coalition who
have provided some brochures. They said
they have more. there's more to be had
if you folks need them or they are
available if to be passed out for the
kids or the parents to try to make this
a little bit more safer for everybody.
Um and also finally regarding that topic
we would also like to find out u when we
can expect a response and who to follow
up with or what the next steps will be.
And if there's anything that I can do to

parking on our street. I've contacted
both the urgent care and I've contacted
the PCP and they basically said it's up
to you folks to help. I've already
I've been kind of turned down. So what
we would like on that as I'm going to
propose this as my other issue is that
we have permit parking or residential
parking from at Shore Road to Atlantic
for Groveland Avenue. So I would like to
also present that.

urgent care has two full parking lots

traffic is a nightmare off of Broadway.
I can't tell you how many accidents I've
almost gotten into leaving Landing Lane
and trying to leave Broadway on to 559.
People park half on the corner, half out
in the street. Uh I believe there's some
type of law regarding how far you can
park to the curb. That doesn't even
count. If they can get half the car in
there, it counts. Every time I go on the
lame lane, I get the shakes because I've
almost hit children, you know, parents,
uh, small children in strawarts. It's a
nightmare. They park halfway up on your
We don't have curves. We have the round
it uh I don't know what to call it there
and they pull up and park uh on your
grass. They park in front of fire
hydrant and it's it's only a matter of
time before somebody gets hurt. And I
just pray I don't have any involvement
in it. I I think uh they need to
potentially the first block coming off
of uh from the crab trap onto Broadway.
Maybe make it no parking on one side and
then also yellow curbs uh uh close to
the um intersections there and also some
police uh enforcement down there. Uh I
can't tell you how many times people are
parked in front of my house. There's a
fire hydrant right there. I've never
seen a ticket give. They're parking
right in front of the fire hydrant. I've
called the police saying that they're
halfway out on Broadway, halfway into
the landing lane. They've never come on
that. Uh I just need some help with the
council to try to get traffic under
control. I'm not saying, you know, it's
not the fault of the crab trap. They
just don't have enough parking for the
patients that get in there, but we need
some type of enforcement to make it
safer for everybody, including the
people that live in the residence. I
hope you can help us with this.

I just want to do some followup uh u on

boat parking
as a followup to the uh June 26 council
meeting we had. I mentioned quite a few
things back then that I talked to like
several voters. Nobody thought that they
had to pay a fee
and that I had observed over 34 trailers
and only two had permits just less than
6% compliance rate at that point.

small side size of the sign and the
placement of that sign.
I also brought to the attention that the
website says both seasonal and yearly
permits available
and yet you spent time on an ordinance
back in April changing all that. You did
change your website to say it's just you
know year no more seasonal.
I suggested that you cover the gates if
you're not going to use them for the
mechanism out there uh just to protect
it against the all air. Uh I mentioned
about the limited hours to purchase the
uh permits that it was only 8 to 12
Monday through Friday. There's no
weekends. You couldn't purchase online
and uh
that uh you weren't going to use the uh
park mobile application anymore.
Uh and again
that that's going to come up again a
little bit later.
Then I asked at that point and I said
that you know we we as as a city had
paid 152,000 for the purchase of those
gates it wasn't being utilized. Three
questions I asked the council. How much
revenue has been brought in by the
selling of trailer purpose.
How many tickets were written?
Then I asked who was responsible for the
boat trailer parking. None of those I
got an answer except for Mr. Smith where
we were talking about writing tickets. I
was over there observing the police
officer who wasn't issuing ticket. Mr.
Smith informed me that maybe they were
doing it remotely
again. So here's some things we could
have done and picked up on the signs the
websites. Okay.
Do it on an app. We pay our taxes
online. Why can't we pay for for for a
trailer online? Make these you know it's
limited hours. No weekends. Think about
all the money we're losing. I then had
to obtain an Oprah request and I didn't
get that till Friday, July 11th, the day
after your July meeting.
So your revenue since 125, okay, was
$7,650.
That's through the 2nd of July.
Your breakdown basically is this.
Summers Point by far is far and away the
biggest
user on the

>> 26. One day, Saturday the 26th,
basically by one officer, I have the
times, I have the ticket numbers, I have
the violations, I have the officer's
number.

there, of those 26, I went back and only
five of the people went b back and and
purchase a permit. So, it's pretty
interesting the way you see this. And
these people are from all over. Mullica,
Vinland, Ocean City, Bridgton, Galloway,
Hardiesville, PA, Collins Lakes,
Southerntherton, PA,
Delaware, Clement. These people are
coming from so they know the ramp is
there. We're just not collecting the
money. So I just implore you to please
go back and take a look at it. Not only
that, not only that, but think about
what we have as an opportunity. this
town. We had we we rescended the parking
over a year ago and that was an
opportunity and by your numbers it was
an estimate of $150,000.
That's by the wayside now. There was 113
parks and we heard some things about

And and again it was because you know
people were going to have to use their

back in 2019 we had 20 slips we had we
had grants from the national boat
infrastructure for a million45
then we had a grant from the fish and
wildlife for another 35,000 marine trade
association They paid for everything.
The point is we need to take a look at
our opportunities instead of squandering
them. You have all this property. Okay.
That and I'm going to add to this as
well. Airbnb. We're giving away more
money because we can't figure out.

come up with a different plan for down
there so we can try to avoid a lot of

after residents as punishment,
uh pushing ordinances based on lies and
not facts. I've also been told that this
official has threatened violence towards
other city officials during during
heated uh council meetings. The sound
cuts out when criticism is strong.
That's not just wrong. It's silencing
the public record. You guys can't do
that. Fix it. Get new microphones. Have
you heard the YouTube? It's ridiculous.
Ridiculous.
I'm always glad I bring my own. As you
can see, I bring my own because I I
don't want things to get misconstrued
where the sound just disappears. Um,
so I've also heard that they try to
block outdoor uh concerts
um just because of personal grudges.
Um
uh someone's using their powers in
zoning and uh planning boards to block
projects, even withheld city services
from residents as retaliation.
Why did you guys change the ordinance
for uh city rentals? Is it because you
didn't want that happening across the
street from your house?
Last I checked, this was America, and
we're free to do what we want as
Americans.
We'd like to do what we want with our
properties.
I have heard that this person is
resigning tonight. I already knew that
you would be resigning.

I just have a couple of comments about
the the bike path and I understand this
tragedy uh has to be investigated. So,
I'm not asking for any comments or
anything, but I'm on the bike path all
the time and um and I see, you know,
people of all ages on electric bikes
racing and and and young kids riding,
lifting the bikes up like this, and I
just think, "Oh my god, if they fall
over and hit their head, you know."
Anyway, um a a couple points is I see
that um in Lynwood the they have a
police program and I've talked to them
this morning just to confirm that it's
still in existence because I've seen it.
I've talked to officers. My husband and
I are on the bike path all the time. So,
um they have a police officer that rides
a bike on the bike path. They also have
now and I don't know how long this
part's been going on. The bike bicycle
has been going on a long time, but they
have a police officer that is there
stopping anyone under the age of 18 that
doesn't have a helmet on, anyone that's
on an electric bike just to talk to them
about safety. If they have a helmet,
they're giving them a a coupon for a
free ice cream cone. It's a beautiful
thing to see a police officer in in
that, you know,
strong uniform standing there
addressing children with a smile on his
face. He's laughing. He's talking to the
kids. And so I just wonder why maybe our
Summers Point police could have somebody
on a bike. Hey, my husband, if he was a
cop, he'd want that job, you know, but
you could ride on a bike and and create
a relationship with young people, not
only about safety on the bike path, but
giving them the feeling that police
officer are there to help or to talk to
about anything. So, just something to
think about. Um, there's one other thing
about the bikes. Uh, the police
officers. Um, shoot. This has been a
crazy meeting. So, um,

you know just all that one-on-one I
think would be a lovely experience for

do donate our time for this beautiful
city. So when we're sitting here, it is
a little insulting not to be able to
hear. And Mr. Smith, you and I have
discussed this before. You have a

there there is a lot of uh uh the police
do have a lot of interaction in our
schools. They do have a lot of we do
have a lot of interaction. That's is
basically the mission of the PAL
organization. Uh and we're we're
continuing those programs as you know
and and one of them is going to be
related to bicycles. And I do know the
other day uh we did have a uh a squad of
a number of men up on the flight path
interacting with the children and and
discussing safety with them. So thank

frustrated by the comment about wasting
time. Um the the the historical
preservation committee meeting last
night went till 8:30. Uh EDAC meetings
on which I sit, John Hellbig sits, Rob
Hopkins sits. Um regularly go 2 hours or
more plus. Uh these are all volunteer
time that we give. Um, and yet to have a
council person say that they're
frustrated about having to be here too
long when they are compensated for their
efforts by the taxpayers I find to be
particularly frustrating. Um, I will
also note in terms of the timing, uh, to
have someone say that, then say that
they just got back from vacation and
then say that, uh, you know, and have
done nothing for 9 months about a rent
control ordinance that during election
season, mailers were sent out to all the
apartment dwellers in Summers Point
promising that that would be something
looked into in the new year. It's
August. It's the end of the summer.
Okay. Um, and then also to have time
spent discussing, and I do think it's
relevant, uh, possible parking
restrictions specifically in one area.
I'm very glad that uh by happen stance,
two other members of the public came up
to address the issue so that the parking
and transportation commission won't just
be looking at the area that was lobbyed
for by the council person who lives
there, though they were supposed to have
immediately recused themselves as
advised by the city solicitor.
