ing. Call to order this uh special
meeting of
uh commission meeting May 7th, 2026. Uh
may have everybody rise for flaggibley
and justice for all. Thank you.
>> I was at a meeting last week and someone
said a wrong word and it messed
everybody up.
>> Yeah.
That's funny.
>> It messed everybody up.
>> Uh, Lisa, roll call, please.
>> Commissioner Langra,
>> here.
>> Commissioner Mento,
>> here.
>> Mayor Creable
>> here. Lisa, would you please read the
open public meeting announcement?
>> Pursuant to open public meetings act,
adequate notice of this meeting has been
provided. The agenda of this meeting is
posted in city hall and on the city's
website.
>> Thank you. Could you please read the
read the live streaming announcement?
The city of Ventner offers live
streaming and the option of public
comment via remote access as a
convenience to the public. In the event
remote access is unavailable for any
reason beyond the city's control, the
city will not pause or stop the live
meeting. The city reserves the right to
discontinue remote access at the
discretion of the city for any future
meetings.
>> Thank you. So, this evening is a special
meeting to address the resolution
regarding uh contract for food and
beverage concessionire. Uh we have a
brief statement from our QPA which was
the qualified
um purchasing agent who um ran the who
received the bids today. Uh so I'll read
his announcement and then um briefly uh
Lisa if you could just read the the the
uh the summary there. Um so from our QPA
today uh he reads that RFPs were
received today from three potential
vendors. Ventner Piershack LLC, the
Healthy Hippo, and Mission Cafe. All
three provided to be responsive in their
BIS in their submissions. The proposals
submitted by the Piers Shack LLC provide
proved to be the most responsible vendor
and the most advantageous to the city. A
subcommittee including himself went to
went over the proposals and through
several analytical methods which turned
out to be straightforward mathematics
determining that Pierack LLC was the
most responsive and most re uh vendor at
this time to move forward with a flat
rate of $10,000 for rent in 2026 and
$1,000 increases each year extending the
base period as 2026
and a 10% % additional uh commission
towards the city for new sales from
their pizza vending. The proposed build
also included were proposed building
improvements including signage and and
um improvements to the facade of the
building for uh advertising sake. Um so
there and this is the from the QPA
qualified purchasing agent. There.
Therefore, I along with the subcommittee
recommend that Ventner Pershack LLC be
awarded this contract with the rights to
extend to 2027 and 2026 as the request
um 28 2027 and 2020 as the request was
framed. Um do you have a do you want to
just briefly read what the other bids
were?
>> So the first RFP that was open was the
healthy the healthy hippo. First year
was 8,000. Second year was 9,000. Third
year was$10,000.
Um they were offering $500 a cart for
two carts and the option for a third
cart which would have been an additional
$1,500. So their total proposal for the
first year would have been $9,500.
As you said, the pier shack you went
over that 10,000 the first year, 11,000
for the second year. The third year was
12,000 with a 10% um back to the city on
any pizza sold on the beach for the
summer. The last was Mission Cafe. They
were at a $4,200 per year for the first
year. Um and they were also offering
$500 per cart up to three as a maximum.
And they indicated that they would give
us 4% of their sales um for the year.
did some we did some comparison and with
the sales and everything and that's how
we actually came up with the pier shack
being the most advantageous and fiscal
responsible for the city.
>> Right. I think the the estimated $20,000
in improvement in signage or facades
>> as well.
>> Yes.
>> So, um these bids are all going to be in
your office. If any of the biders would
like to come see them in person and
review them themselves, they're
>> um they'll be there
open to the public. uh for reviews. Um
with um with that
we have um
I have a uh I'd like to um like to ask
for a motion for resolution 2026 132
uh requ for the award of contract for
food and beverage concessionire.
>> We should open it up to the public.
>> Do we we don't have a place here to open
it up to the public?
>> I mean you can if you want. I didn't do
it because it's just it's a resolution.
We don't always have to, but you would
like to, you certainly can.
>> I think we should just All right.
>> Sure, you can.
>> Yeah. All right. We'd like we have a
motion to open to the public. Any for
any comments prior to vote?
>> Motion.
>> Second.
>> All in favor? I have a May I have a roll
call, Lisa?
>> Sure. Commissioner Langra?
>> Yes.
>> Commissioner Mento? Yes. Mayor Creel?
>> Yes. So, if anybody has any questions or
comments about the
the um
>> what we discussed
>> what we just discussed and potential
vendors.
>> Do we know who Mission Cafe was? I don't
I don't know that name.
>> They're a vendor
>> out of Brigantine. They had Okay. of
They had the previous uh pretty
extensive previous restaurant um
experience as well. It's if you if you'd
like to read the bids, they're they were
all prepared. They were all prepared
very professionally and um and
extensively. That wasn't it. It's it was
really just the measure of um
>> it was down to economics.
>> What's the Yeah. Our It's our obligation
to be what's the most advantage to the
city. Is there anyone in the Zoom
platform that wishes to make comment or
question about the about what we've
discussed so far?
>> Anybody in Zoom wish to make question or
comment? Please use the Zoom platform to
raise your hand or within the chat
feature and you'll be recognized.
>> You got any questions? Any question?
No question. All right.
>> No questions.
>> No. Nobody in Zoom.
>> None from the Zoom platform.
>> I have a motion to close public comment.
>> So moved.
>> Second.
>> Roll call. L.
>> Commissioner Langra.
>> Yes.
>> Commissioner Mento. Yes. Mayor
>> Creable.
>> Yes. I have a motion to uh
motion for the vote for resolution 2026
132 regarding uh state regarding
awarding contract for food and beverage
questionnaire to Pierershack LLC as
described.
>> I'll make that motion.
>> Second.
>> Roll call. Lisa.
>> Commissioner Langraph.
>> Yes.
>> Commissioner Mento. Yes.
>> Mayor Creel.

regarding the city?
>> I'll make that motion.
>> Second.
>> Roll call. Lisa.
>> Commissioner Langra.
>> Yes.
>> Commissioner Mento.
